About this file
This Statement of Work (SOW) details a procurement for the National Institute of Standards and Technology's (NIST) Physical Measurement Lab, seeking a specialized Narrow Linewidth, Mode-hop-free Motorized Continuously Tunable External Cavity Diode Laser for optical spectroscopy research. The laser must operate within a 760-790 nm wavelength range, provide single-frequency output, have a linewidth of 20 kHz or less, and offer motorized continuous mode-hop-free wavelength scanning at speeds of 5 nm/s or more. Specific technical requirements include an integrated optical fiber coupler, output power of 10 mW or higher, and a laser controller with advanced features like graphical signal visualization and external reference locking capabilities.
The procurement involves delivering one laser system to NIST's Gaithersburg, Maryland location, with a delivery timeline of 14 weeks after offer receipt. Payment is structured as 100% post-installation and acceptance, contingent on successful testing and demonstration of meeting all technical specifications. The solicitation (Number 1333ND25QNB680438) is issued by the Department of Commerce's National Institute of Standards and Technology, targeting research in nanophotonic structures and quantum dot spectroscopy. The laser will be used by the Nanofabrication and Measurement Group for cryogenic optical microscopy and spectroscopy measurements of solid-state defect quantum emitters.

STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Procurement of a Narrow Linewidth, Mode-hop-free Motorized Continuously Tunable External Cavity Diode Laser Requesting Lab: Nanofabrication and Measurement Group, Microsystems and Nanotechnology Division, Physical Measurement Lab
I. BACKGROUND INFORMATION
The Microsystems and Nanotechnology Division (MND) within the National Institute of Standards and Technology’s (NIST) Physical Measurement Lab (PML) develops integrated microsystems by advancing the state of the art in nanofabrication, thereby enabling the transfer of NIST measurement technologies to the industrial, academic, and government communities. The MND’s Nanofabrication and Measurement group performs cryogenic optical microscopy and spectroscopy measurements of solid-state defect quantum emitters in chip-based silicon nanophotonic structures. A motorized tunable external cavity diode laser for a wavelength range between at 760 nm and 790 nm is required for resonant photoluminescence spectroscopy of epitaxial GaAs quantum dots and transmission/reflection spectroscopy of nanophotonic cavities. High resolution, continuously mode-hop free laser wavelength scanning is required for optical spectroscopy of high quality (Q>1e6) nanophotonic optical cavities. Narrow linewidths and the ability to lock to a reference cavity are required for addressing narrow (tens to hundreds of MHz) quantum dot.
II. SCOPE
The Contractor shall deliver a quantity of one (1) Narrow Linewidth, Mode-hop-free Motorized Continuously Tunable External Cavity Diode Laser inclusive of FOB Destination delivery and warranty.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001:
Description: Narrow Linewidth, Mode-hop-free Motorized Continuously Tunable External Cavity Diode Laser Quantity: 1 A. Technical Specifications

2. The system shall provide continuously tunable, single-mode and mode-hope free continuous-wave laser light in a wavelength range between 760 nm and 790 nm or wider. Better consideration will be given to systems that offer a wider continuous tuning wavelength range. Typical quantum dot ensembles have a wide distribution of emission wavelengths, for which a wider range of operation may be desirable. In addition, fabricated nanocavities may display resonances outside of the 760 nm to 790 nm range.
3. The laser shall be single-frequency over the entire operating range.
4. The wavelength repeatability shall be of 10 pm or less.
5. The time-averaged laser linewidth over a period of 5 microseconds shall be of 20 kHz or less. The laser drift over a period of 60 seconds shall be of 5 MHz or less.
6. The Amplified Spontaneous Emission (ASE) background shall be 40 dB or more below the laser peak power.
7. The laser head shall have an integrated optical fiber coupler that allows simple, stable and repeatable laser light coupling into an optical fiber with single-mode operation within the operating range, with FC-APC connectors.
8. The output laser power available into a single-mode fiber with single-mode operation within the operating range shall be of 10 mW or higher over the entire tuning range, obtained through the integrated fiber coupler. Better consideration will be given to lasers offering higher fiber-coupled power. Higher powers are desirable for experiments in which unavoidably high losses are present in optical setups or devices under test.
9. The laser head should feature an integrated isolator providing 30 dB or more of optical isolation and transmission of 85 % or more over the entire laser operating range.
10. Motorized coarse wavelength tuning

d. The motorized wavelength tuning minimum step size shall of 1 pm or less.
11. High resolution laser wavelength tuning and scanning
a. The laser wavelength shall be tunable with no mode hops over a frequency range of 50 GHz or more, around any set wavelength within the specified range, with a maximum rate of 10 Hz or higher.
b. The wavelength tuning resolution shall be of 50 kHz or less.
12. Laser Controller
a. The laser system shall include a controller that allows control and readout of laser current, power, temperature from its front panel.
b. The laser controller shall allow coarse (motor) and fine (piezo) tuning of the laser wavelength directly from its front panel.
c. The controller shall allow the user to perform high-resolution, piezo scanning of the laser wavelength from the control interface. Scan parameters such as amplitude, frequency, shape and offset shall be adjustable directly from the controller’s front panel.
d. The laser controller shall offer one or more analog voltage input and one or more analog voltage output.
e. The controller shall be capable of using analog input signals for high resolution (piezo) control and scanning of the laser wavelength and applied current.
f. In order to simplify experimental setups and unburden spectroscopic measurements of materials and devices, the laser controller shall offer the following capabilities from its front panel:
a) Graphical visualization of internal or external (provided via the analog inputs) signals versus parameters such as laser wavelength, piezo voltage, operating time and others. The visualization interface shall offer control of plotting ranges and traces from the front panel.
b) The laser controller shall allow laser, from the front panel, locking (via Pound-Drever-Hall or equivalent techniques) to an external reference, with an internally generated locking signal and an externally generated error signal.
c) The laser controller shall allow, from the its front panel, scanning and visualization of external reference resonances prior to locking, and also selection of lock points directly on resonance plots on the front panel.
Computer control via USB or TCP/IP shall be provided. All software (standalone and drivers for control via Python, Labview or Matlab) available for controlling the laser shall be provided. Any software updates made within two years of purchase of the laser shall be provided without additional charge.
