NIST Requirements Document Optical Table

I. Background

The Fundamental Thermodynamics group at the Sensor Science Division is conducting Photonic Thermometry project. The main focus of the project is to develop the next-generation chip-scale photonic temperature metrology that can replace Standard Platinum Resistance Thermometers (SPRTs), reduce the temperature calibration chain and sensor ownership cost.

To be able to deliver the promised results and achieve all milestones on the Photonic Thermometry project, the Fundamental Thermodynamics group has a critical need for one (1) high-performance optical table. The optical table is necessary for developing robust photonic chip-thermometer packaging and to perform optical fiber-to-chip bonding. Both activities must be performed on an optical table with high vibration isolation performance. Furthermore, the optical table is also needed for developing and building photonic readouts, which optical components require a vibration-isolation platform. Finally, the optical table is needed for conducting optical experiments for demonstration a high-resolution photonic thermometer.

This procurement seeks one (1) optical table to support Air-Force/NOAC funded Photonic Thermometry project, in particular to perform fiber-to-chip bonding, developing photonic readout and for conducting optical experiments on photonic thermometers.

II. Scope The vendor will provide one (1) high-performance optical table.

III. Minimum Requirements

The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The first contractor shall provide the following optical table that meets or exceeds the following minimum specifications:

A. High-performance optical table requirements:

A1. Table size: 5 ft x 8 ft x 18 in. The height of the table’s top surface from the floor shall be 36 in +/- 1 in.

A2. Table shall have a rigid structure. The rigidity can be assured with elements such as all steel construction and/or steel honeycomb core.

A3. Table weight shall be 1100 kg (or larger).

A4. Table top surface must be made of material that is chemical resistant to avoid rust, and magnetic, such as ferromagnetic stainless steel.

A5. Table top material shall be no less than 3/16 inches.

A6. Flatness of the table’s top surface shall be ± 0.005 inch (± 0.13 mm) (or smaller) within entire the entire table’s top surface area.

A7. Table’s structural components shall be oil-free and high vacuum compatible.

A8. Table shall have 1/4-20 countersunk, precision tapped holes in the table’s top surface on a 1 inch x 1 inch on center array. Holes shall be lead-screw-tapped, and shall not have thread inserts.

A9. Table’s top surface shall be chemical resistant and liquid spill-proof, i.e. any liquid (water or chemical) spills on the surface should be contained not to reach the core. Each tapped hole shall be a dead hole type, i.e. does not pass entirely through the core, and shall allow an easy retrieval of small parts accidentally dropped in the holes.

A10. Table shall have electro-chemically etched alpha-numeric grid along the edges of the table’s top surface.

A11. Table shall have a self-leveling vibration isolation system.

A12. Capacity: 2000 kg (or more) at 80 psi (550 kPa air pressure).

A13. Integrated casters and leveling plates (engagement and disengagement as needed).

A14. Vertical isolation efficiency shall be 97 % (or higher) at 5 Hz and 99 % (or higher) at 10 Hz.

A15. Horizontal isolation efficiency shall be 90 % (or higher) at 5 Hz and 95 % (or higher) at 10 Hz.

A16. Vertical natural frequency: 0.8 Hz (or smaller).

A17. Horizontal natural frequency: 1 Hz (or smaller).

A18. Tie-bars: shall be included.

A19. Air plumbing: shall be included.

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 8 Weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. V. Installation

Vendor should deliver the table to the lab, install the table in the lab in a specified (marked) location, connect compress air lines, and float the table. NIST will clear the space in the lab, marked the installation location for the table, provide connection to the compressed air line.

VI. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Contractor shall deliver the table to the lab, install the table in the lab, connect the compress air lines, and float the table. Contractor’s service will include the necessary labor and equipment to receive at the site and install an optical table in Room A-048, BLDG 220. All rigging tools such as gantries, slings, skates etc. will be provided by contractor. Contractor will provide rigging of the table to Room-A-048, BLDG 220 and installation of the table.

Contractor will be on site to supervise the riggers to ensure the optical table is installed correctly. Contractor will plumb the air lines to the optical table so that the table can be floated.

NIST will provide free and clear access is required in and around all working and move in areas to perform the rigging and installation of the table. NIST will provide offloading area and truck parking for the duration of the project during normal working hours. NIST will provide staging area for the tables, tooling, and equipment in the common area outside labs.

NIST will provide access to the lab, location of installation of optical table. NIST will provide compressed air that will e used to float the table.

Upon receiving at NIST, the system will be inspected for damage. If there is no damage, the optical table will be floated and tested for vertical/horizontal resonances, as well vertical/horizontal isolation efficiency using an accelerometer. The tests will occur at government site.

The Government will test, inspect, and accept the equipment onsite within 10 business days of the receipt of the optical table. A visual inspection of the optical table will be performed by the NIST Designated Government Official (DGO) to identify surface defects or any form of indication that the helium leak detector was damaged during transport to NIST. The

Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the helium leak detector due to defects and/or nonconformance.

V. Warranty The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.

VI. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the DGO of fully installed system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been completed.
