Amendment 0001

The purposes of this amendment are to:

1. Publicly provide responses to inquiries posed by interested parties.

Question 1 (Q1). With regards to the Deliverables Chart on pages 2-3 of the SOW document. Please clarity if the deliverables due date time frames, for task 1.1 and task 1.2 (5 day and 10 days respectively) are for each assignment? For example, for assignments under Task 1.1: 5 days to complete an assignment to draft website text and 5 days to complete assignment to draft a public statement. And, for assignments under Tasks 1.2 5 days to complete an assignment to review and edit a NIST Press Release.

Response: Yes, the time frames indicated in tasks 1.1 and 1.2 (5 days/10 days respectively) are for each assignment.

Q2. It seems that there an upcoming Federal Cybersecurity & Privacy Professionals Forum Meeting on August 27, 2024. Is this one of the 2 workshops and conference events required under the Base Year Task 1.4?

Response: No. NIST hosts many virtual and hybrid events during each year. Attendance at two workshops and conference events will be prioritized by the NIST Subject Matter Expert working with the contractor.

Q3. Is there an incumbent currently performing these services or similar services? If so, can you provide the name of the incumbent?

Response: No. This is a new requirement.

Q4. If there is not a current incumbent, was there a previous awardee that conducted this scope of work or similar scope of work? If so, can you provide the name of the previous awardee?

Response: No. This is a new requirement.

Q5. Would NIST consider extending the due date by at least another week, given the current short turnaround time from the release of the RFP on the 8th and the submission date of the 16th?

Response: Solicitation extended.

Q6. In the RFQ document, page 8 under Instructions, the following is stated—see below. Please advise on the information that is being referred to.

Required Information

The government will not consider any quotation without the information required by this solicitation.

Response: All information required by the RFQ will need to be submitted. NIST will not consider partial submissions.

Q7. What is the page limit for the technical response?

Response: NIST has set no limit for this requirement.

Q8. The response is due on 16th August, but the period of performance start date is 15th August. Please clarify.

Response: The period of performance is hereby revised from 08/15/2024 – 08/14/2025 to 09/15/2024 – 09/14/2025.

Q9. In terms of strategic planning and guidance, are there any topic areas, (e.g. zero trust architecture, artificial intelligence or post-quantum cryptography (PQC)) that need to be prioritized in the deliverables?

Response: All topic areas will be included within NIST’s broad cybersecurity and artificial intelligence programs. Specific topic areas of focus within those programs will be prioritized by the NIST Subject Matter Expert working with the contractor.

Q10. With reference to the SOW document, Section IX, are we required to provide two separate key personnel—one for the Cybersecurity Subject Matter Expert position and another for the Level IV (Scientist/Engineer) role—or can a single individual who meets the qualifications for both roles fulfill this requirement?

Response: The SOW outlines one key personnel requirement.

2. Extend the response date of the solicitation from 08/19/2024 at 12:00 pm EST to 08/23/2024 at 12:00 pm EST.
