Industrial Robot Arm Specifications Document
I. Introduction/Background:
The NIST Measurement Science for Manufacturing Robotics (MSMR) program contains a project focused on human-robot interaction (HRI) for manufacturing applications. This project addresses the measurement science challenges hindering the advancement of technologies enabling the use and integration of robots in human teams in manufacturing environments.
A key aspect component of the HRI project focuses on the safety and ease-of-use of robotic systems in industrial workcells. The development of measurement science at NIST to advance industrial robotics for manufacturing applications requires the use of robotic testbeds to measure and evaluate prototype system designs, interfaces, and process monitoring and reporting mechanisms to assess factors that impact usability, teaming performance, safety, and manufacturing process efficacy.
II. Purpose:
To support the analysis of these systems and processes, an industrial robot with power and force limiting is required to model, test, and evaluate collaborative manufacturing applications. This effort supports collaborations with academic and industry research partners, including the technology transfer of system design and improvements, measurement methodologies, and measurement tools for the evaluation of operator preferences and impacts.
III. Specifications:
The authorized distributor of Universal Robots products shall provide one (1) new, industrial robot arm UR3-e, on a brand name only basis, to complement the NIST Collaborative Robotics Laboratory’s development of test methods and artifacts for the assessment of HRI performance. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. “Gray market” components not authorized for sale in the U.S. by the proposer are not acceptable. All items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable This robot will support the following program research areas:
1. Develop test methods and use cases specific to collaborative robots for human-robot interactions in manufacturing tasks
2. Leverage collected data available from the testbed to build representative and relevant data sets for the continued development of collaborative robot technologies
3. Validate existing and/or newly developed tools on real industrial robotic systems relevant to manufacturing systems
4. Identify and validate necessary standards, infrastructure, and technologies needed to deploy collaborative robot technologies and tools
The authorized distributor of Universal Robots products shall provide (1) collaborative, industrial robot arm UR3e meeting the minimum technical specifications detailed below:

IV. Delivery:
Shipping is the contractor’s responsibility. Delivery shall be FOB destination and shall occur within the contractor’s standard commercial lead time, but no later than 10 weeks after contractor receipt of order. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

Delivery shall occur at a mutually agreed upon date between the contractor and the NIST SME. The contractor shall NOT deliver any items until the delivery date has been agreed upon in writing, and the contractor has received written approval from the NIST Subject Matter Expert (SME) to proceed with delivery. Contractor failure to acquire written approval from NIST prior to shipping products shall release the Government of any liability and may result in the delivery being disallowed onto NIST’s campus. NIST is a controlled-access facility, therefore delivery personnel must be a U.S. citizen or a U.S.
permanent resident.
VI. Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, The Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated.
The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. The place of inspection and acceptance shall be:

The scope of general inspection includes:
1. Structural, mechanical, and electrical evaluation of product
2. An operational evaluation of the industrial robot arm
3. Evaluation of the system’s performance and software interfacing
A visual inspection of the industrial robot arm will be performed by the NIST SME to identify defects or any form of indication that the industrial robot arm was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government.
The Government at any time prior to acceptance shall reject the industrial robot arm due to defects and/or nonconformance.
The contractor is responsible for latent defects discovered any time after final inspection.
However, the extent of its liability shall be prorated over the useful life of the industrial robot arm.
Ownership of the industrial robot arm shall transfer to NIST upon acceptance.
VII. Warranty
The contractor shall warrant the entire system in accordance with the original equipment manufacturer's (OEM) standard commercial item warranty. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include parts, and labor.
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1.100% after receipt and acceptance by NIST of fully delivered system.
2.The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been complete.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
