About this file
This document is a Requirements Document for a Dual Channel Wavelength meter to be used in mid-infrared spectroscopy research. The key requirements are:
The wavelength meter must be able to measure wavelengths between 1050 nm and 2150 nm, operate off 120V power, be fiber-coupled with FC/APC or FC/PC connectors, allow for USB connection to a computer, and have dual-channel operation to simultaneously measure the signal (1450 nm to 2150 nm) and pump (1050 nm to 1070 nm) beams. Accuracy must be better than 300 MHz, with a measurement rate of at least 100 Hz, and optical powers less than 1 mW required. No external reference laser is needed. The meter must display the associated interferogram. Delivery is required within 26 weeks FOB destination to the National Institute of Standards and Technology in Gaithersburg, MD. The Government reserves the right to perform acceptance testing, and a 1-year warranty is required.

NIST Requirements Document Dual Channel Wavelength meter
I. Background/Purpose:
As part of our research on mid-infrared spectroscopy we will utilize a singly-resonant, continuous wave optical parametric oscillator. This optical parametric oscillator allows for the spectral translation of near-infrared laser light into the mid-infrared spectral region. The mid-infrared region contains strong absorption features of a wide variety of atomic and molecular species of interest to the chemistry and physics communities. A singly-resonant, continuous wave optical parametric oscillator is well suited for this type of spectroscopy due to its wide tunability, high optical power, narrow linewidth, and the ability to translate modulation with high fidelity. In order to measure the wavelength of the pump, signal, and idler beams which the optical parametric oscillator emits we require a high accuracy wavelength meter.
II. Minimum Requirements The wavelength meter shall meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item: 0001 Description: Dual Channel Wavelength meter Quantity: 1
Technical Specifications:
The wavelength meter must have the following functionalities:
1. The system must run off 120 V power (i.e., standard USA power).
2. The wavelength meter must be able of measuring wavelengths between 1050 nm and 2150 nm (in order to cover the range of pump and signal wavelengths of the optical parametric oscillator).
3. The wavelength meter should be designed to measure continuous wave optical inputs.
4. The wavelength meter should be fiber coupled and allow for fibers with FC/APC or FC/PC connectors.
5. The wavelength meter should allow for USB connection to an external computer.
6. The wavelength should allow for multichannel operation where both the signal beam (1450 nm to 2150 nm) and the pump beam (1050 nm to 1070 nm) can be measured without adjusting any fibers or connections. In addition this multichannel operation should be automatic without the need for user intervention or the programming of new software by the user.
7. Optical powers less than 1 mW should be required to reach the specifications listed here.
8. The wavelength meter’s accuracy should be better than 300 MHz.
9. No external reference laser should be required to reach these specifications.
10. The measurement rate should be at least 100 Hz.
11. The wavelength meter should allow for the display of the associated interferogram in order to assess the optical parametric oscillator’s output state.
III. Deliverables:
Delivery shall be FOB destination and shall occur within 26 weeks. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology 100 Bureau Drive
MS 8320
Gaithersburg, MD 20899 IV. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The place of acceptance shall be:
100 Bureau Drive Building 220 Gaithersburg, MD 20899
V. Warranty The contractor shall warrant the software and provide support for a minimum of one year after receipt of the software and shall be in accordance with terms in FAR 52.212-4
VI. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered software
2. The Government anticipates inspection will occur immediately upon download.
NOTE: Partial shipments and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
