STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Two Four-Port 50-Ω 100 kHz to 9 GHz Vector Network Analyzers each with Automatic Calibration capabilities for all port combinations Requesting Lab: Impedance Calibration Laboratory, FEM Group, Quantum Meas. Division of PML
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML), Fundamental Electrical Measurement (FEM) group realizes and maintains the unit or capacitance, the Farad, for the United States. Automated capacitance bridges are used to disseminate the farad, at frequencies of 20 kHz and below once the farad is realized from the NIST calculable capacitor and transferred to the primary capacitance standards in the US Farad Bank. Measurements up to 10 MHz for four terminal-pair capacitance standards have been realized by a legacy vector network analyzer using single port measurements for the past 30 years. Research has determined that high frequency measurements can be more accurately realized using a four-port vector network analyzer, based on resonance measurements taken simultaneously across all port transmission and reflection combinations.
The proposed purchase will allow the modernization of the four terminal-pair capacitance measurement service. The enabled measurements will improve the uncertainties, allowing for more accurate customer measurements.
Purpose/Objective: The proposed acquisition will be used to provide modernization and improvement to the existing four terminal-pair capacitance measurement service.
II. SCOPE
The Contractor shall deliver a quantity of two (2) 50Ω four-port vector network analyzers operating from 100 kHz to 9 GHz, along with two calibration standards capable of automatically calibrating all ports of the VNA across operating frequencies of 100 kHz to 9 GHz.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. and use by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Description: 4-Port Vector Network Analyzer Quantity: Two (2) A. Technical Specifications
1. The system must be able to provide automatic S-parameter VNA measurements of the four ports (S11, S21, S31, S41, S12, S22, S32, S42, S13, S23, S33, S43, S14, S24, S34, S44).

2. USB communications for programming control
2. Eight 50Ω Cables, 2-feet, with N-male to N-male connectors

IV. PLACE OF PERFORMANCE

V. PERIOD OF PERFORMANCE/LEAD TIME
Delivery shall be FOB Destination and shall occur not later than (NLT) 3 months ARO.
VI. DELIVERY TERMS
Delivery shall be F.O.B Destination.
The Contractor shall ship the procurement items to the address.

VII. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
Ability to meet all the specification under minimum requirements and as evidenced by quoted specifications from the vendor. Testing of VNAs at the frequencies of specifications.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST SME to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 20 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VIII. WARRANTY
The contractor shall warranty the system for a period of three (3) years after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include unlimited telephone/e-mail support for questions regarding operation.
IX. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after delivery and acceptance by the SME of fully installed system, AND
1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND
1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
