Oligonucleotide Analysis Software License
STATEMENT OF REQUIREMENTS
I. BACKGROUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for developing reference materials and measurement procedures to support oligonucleotide-based therapeutics. The Bioanalytical Sciences Group requires oligonucleotide analysis software to enable MS/MS based sequencing, top-down oligonucleotide mass determination, and analysis of sequence variants and base modifications to aid in materials and methods development.
II. SCOPE OF REQUIREMENTS
a. OBJECTIVES / PURPOSE:
Facilitate the evaluation of mass-spectrometry data acquired from digested and intact oligonucleotides by obtaining access to software that enables oligonucleotide sequencing without the use of third-party tools and provides outputs of MS/MS matching scores from fragmentation data of oligonucleotide digests.
b. SPECIFIC REQUIREMENTS:
The contractor shall provide a permanent license for the Oligonucleotide analysis node in BioPharma Finder 5.2 specific for oligonucleotide sequencing analysis. The Contractor shall provide telephone support for the software to minimize downtime, Monday through Friday from 9:00 a.m. to 5:00 p.m. Eastern Time. The agreement shall guarantee support for install of the software in a manner that it can function in accordance with manufacturer’s specifications. Upon completion of purchase, the software must meet all manufacturer specifications.
The software must support direct analysis of Thermo .raw files, without requiring file conversion of the file, or the need for use of a 3rd party conversion software. The software must support MS/MS sequencing analysis of oligonucleotides, mRNA fragmentation mapping capabilities, metabolite and incomplete sequence impurity determination, and intact mass determination.
III. DELIVERABLES AND DELIVERABLE DUE DATES
The software license shall be delivered electronically within 14 days of award to the NIST Material Measurements Laboratory.
IV. PERIOD OF PERFORMANCE
The provided license agreement shall be permanent in nature.
V. GOVERNMENT ACCEPTANCE
The Government will verify that all the minimum requirements within this document have been met for acceptance.
