Amendment 01 to Solicitation# 1333ND23RNB6800012 July 19, 2023

The purpose of this amendment is to update the Statement of Work (SOW), and provide answers to questions received in response to the solicitation. See Attached revised SOW with changes highlighted on pages 12 and 23, and Questions (Q) and Answers (A) below:

Q1. We are planning to provide some equipment attached to the two TEM’s specified in this solicitation.

We will provide the electron energy filter along with a camera before the energy filter and a camera/ detector behind the energy filter.

On the High Resolution TEM (CLIN 0001) there is another detector above the energy filter specified in section E.

d. Four-dimensional STEM detector (4D STEM)

With a new product configuration we have produced we believe we have a superior solution to this detector that we should be able to offer at a similar price that would render this line item completely inferior and redundant. We can add a detector behind the energy filter that is optimized for 4D STEM that will meet or exceed all of the specifications in section E.d. This will allow 4D STEM to be done in energy filtered mode which will be superior as the energy filter will filter out the inelastically scattered electrons. In addition this detector can do “double duty” as an electron energy loss spectrometer (EELS).

This will further enhance the spectroscopy capability of the energy filter.

Will you consider this configuration for an award?

A1. At this time NIST prefers a four-dimensional STEM (4D STEM) detector that is above the energy filter. Offerors are welcome to submit multiple fixed-price bids with differing configurations.

Q2. Reference Standard Form (SF) 1449 document: Kindly advise if I enter my “list price” in field 23 - Units price and “Discounted amount” in field 24 - Amount will be acceptable.

A2. Field 23-Unit Price is for the actual unit price offered, and field 24-Amount should be the field 22-Quantity applied to the field 23-Unit Price. Therefore, please include the discounted amount (your offered price) in field 23-Unit Price. A separate document can be included if you would like to reference both list and discounted prices for each CLIN.
