About this file
This document contains industry questions and responses regarding a solicitation for a Library Services Platform (LSP). The National Institute of Standards and Technology (NIST) seeks a cloud-based LSP to replace its current disparate systems, including an integrated library system, discovery layer, electronic resource management system, and digital archive repository. Key details include: the response due date was extended to June 21, 2022; the solicitation seeks pricing for LSP implementation, annual subscriptions, and authority to operate (ATO) documentation submission; and the demonstration should be a live demo. Technical requirements include support for over 500,000 bibliographic records, digital archive storage of 119.745 GB, and 3,500 patrons. The questions and answers provide clarification around evaluation criteria and past performance assessment.

Industry Questions Government Response 1 The header of the CSS document lists this as an RFQ but later on page 1 it says that “this is an RFP”. Is this solicitation considered an RFP or an RFQ?
The heading has been changed to read RFQ.

A Past Performance Questionnaire was attached as part of the amendment to the RFQ.
4 Can you please provide the following metrics to help us prepare our pricing quotation?:

• Number of researchers you typically support? (These are folks that would potentially be searching your discovery layer or OPAC).

• Number of unique e-journal titles
• Number of digital resources metadata -in case you elect to manage digital resources metadata natively in the system).

Example:
Base Period CLIN 0001 LSP Subscription CLIN 0002 LSP Authorized Users CLIN 0003 Authorization to Operate Platform at
NIST
CLIN 0004 LSP Implementation
The Government has revised the CLIN 0001 to be for implementation period for the LSP to be set-up while ATO is being submitted and reviewed.
CLIN 003 ATO – is for the submitting of support documentation for ATO.
6 Reference RFQ document page 1: Museum Collection Management Question: The RFQ document list a Museum Collection Management as a current disparate system but the SOW does not provide any specific requirements. We believe that our Content Services Platform will meet this requirement but we do not want to attempt a bid unless that is the case. How do we determine this?
Exclude Museum CMS. Only interested in the LSP having capability to search museum and archive content.
7 Reference RFQ page 2, CLIN 0003 Authority to Operate:
Question: Since the amount of time it takes to get an ATO granted is agency specific and is indeterminate by the contractor can this CLIN be changed from fixed price to T&M with an estimate but billed based on actual hours expended to perform this task?
No, will remain a fixed price contract. ATO will involve submitting vendor documentation for NIST audits. It may also include some back and forth for clarification. ATO is not included in implementation.
8 Reference RFQ document page 6: Factor 3 Management Approach Question: Factor 2 e) and Factor 3 #3 seem to be asking the same question. Because there is a page limit can we refer back to the previous section without losing evaluation points?
Factor 3, management approach; Evaluation criteria #3 has been removed.
9 Reference RFQ document page 6 and 7: Past Performance Information Retrieval System
(PPIRS)

12 Reference SOW Appendix C:

SOW?
These acronyms should be removed from the SOW

The Government is looking for key personnel that will be the leads/project manager or accountable for programmatic leadership.
14 Reference RFQ document page 7 Volume III Pricing Page 7:
Question: The text indicates that The offeror shall submit an electronic copy of the completed price quotation. There is no pricing template or requirements listed in this section. Is the table in the description section on page 2 all that needs to be completed for Volume III?
1. Price for submitting documentation for ATO
2. Price to setup the LPS and implementation of the LPS.
3. Price of Subscription Licenses for authorized users.
4. Yearly price for the LPS (2nd – 5th year)
15 Reference Page 1 Response Date: June 7, 2022 11:00 am.
Question: To be able to evaluate government answers and have time to respond, especially in light of anticipated changes to Factor 5, Past Performance, please provide a minimum 2 week extension to the proposal due date. Please note that having an 11:00 AM due time is essentially like one less proposal work day.
The Government has extended the due date for quotations until June 21, 2022.
16 In the CSS document, on the bottom p.2, top of p.3, it states that a Past Performance Questionnaire was provided as an attachment to the RFP.
