STATEMENT OF REQUIREMENTS (Revised 8/31/2021)

TITLE: CTCMS data storage and high-performance computer systems.

BACKGROUND INFORMATION

The Materials Science and Engineering Division's Center for Theoretical and Computational

Materials Science operates a computational cluster, for which additional storage and computational capacity is required. The current acquisition will enhance the capability of this cluster by increasing the storage and computational resources available to users for scientific computing.

The requirement consists of a number of storage computer systems and a number of high-performance computer systems suitable for integration into a resource-managed cluster computing system, and interconnection infrastructure for these systems. We require two (2) data storage systems, and eleven (11) high-performance computer systems, with options for one additional storage system, and up to five additional high-performance computer systems.

These systems will be inserted into existing cabinets and use existing connection infrastructure, so equipment racks and cabling are not included in this requirement.

I. SPECIFICATIONS

The Contractor shall provide computer systems according to the specifications below.

Base Line Item 0001: Data storage computer systems (2 required)

The data storage systems must each provide the following capabilities:

• A Central Processing Unit (CPU) or CPUs totaling 16 cores, capable of running at least

32 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/ia64t instruction set. Implementation of very wide vector instructions (“AVX512”) is not required. Each CPU (or socket, for multiple CPUs) must have memory bandwidth of at least 204 GB/s.

• Memory totaling at least 128 GB, consisting of error-correcting RAM rated at DDR4-

3200 or faster.

• Hard drive capacity for the operating system, consisting of a drive or drives with at least

480 GB of capacity, distinct from the primary storage array (see immediately below).

• Hard drive or hard drives for a primary storage array, with a total raw capacity of 160 TB or larger.

• A RAID (Redundant Array of Independent Disks) controller suitable for driving the hard drive array at its full rated speed, capable of being configured for RAID level 6, and having a battery-backed memory cache.

• A motherboard capable of hosting the specified CPU or CPUs and RAM, and the specified peripherals, and running them at their full rated speed, and including at least one available PCIe 4.0 x16 slot for future expansion.

• Connectivity for a keyboard and local console display. Keyboard connectivity must be either USB or PS/2, and video connectivity must be VGA or better, able to drive a text console.

• At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.

• One or more chassis housing all the components, able to operate on 208V single-phase electrical power. All components must operate at their full rated speeds. All hard drives in the storage array must be housed in hot-swap bays. The chassis must be a rack-mount chassis. The chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.

Base Line Item 0002: High-performance computer systems (11 required)

The high-performance computer systems must each provide the following capabilities:

• A Central Processing Unit (CPU) or CPUs totaling 64 cores, capable of running at least

128 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/ia64t instruction set. Implementation of very wide vector instructions (“AVX512”) is not required. Each CPU (or socket, if multiple CPUs) must have memory bandwidth of 204 GB/s.

• Memory totaling at least 512 GB, consisting of error-correcting registered RAM rated at

DDR4-3200 or faster.

• Two 1TB capacity SATA hard drives, rated at 6 GB/s or faster.

• One FDR-capable Infiniband host channel adapter with a QSFP-type connector.

• Connectivity for a keyboard and local console display. Keyboard connectivity must be either USB or PS/2, and video connectivity must be VGA or better, able to drive a text console.

• At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.

• A motherboard capable of driving the CPU, RAM, and other peripherals at their full rated speed.

• A chassis housing all the components, able to operate on 208V single-phase electrical power. All components must operate at their full rated speeds. The chassis must be a rack-mount chassis, and may not exceed 1U in height. If multiple compute nodes are housed in a single chassis, then the chassis height must not exceed 1U per node. All hard drives must be housed in hot-swap drive trays. Chassis must include rack-mount rails and hardware for standard 19-inch computer equipment racks.

• All hardware must operate correctly at full rated speed in the Linux operating system, under kernel version 4.9 or later.

• The contractor must complete burn-in testing of all components prior to delivery.

• The nodes or multi-node chassis must be delivered fully assembled.

• No operating system or software is required. The government will provide the operating system and application software.

Separately Priced Option Line Items:

Line Items 0003 and 0004 are separately priced option line items for the purchase of one additional data storage and up to five additional high-performance computer system.

Option Line Item 0003

One additional data storage computer system(s), with the same specifications as the data storage systems above.

Option Line Item 0004

Up to five additional high-performance computer system(s), with the same specifications as the high-performance computer system above.

II. DELIVERY

Delivery shall be FOB Destination (NIST’s Gaithersburg campus, 100 Bureau Drive, Gaithersburg MD) and shall occur within one hundred fifty (150) days from award of this requirement.

The extended delivery timeline takes into account prevailing supply-chain issues arising from pandemic disruption.

III. DELIVERABLES

Description Quantity Due Date

Data storage computer system 2 150 calendar days after award of this requirement

High-performance computer system 11 150 calendar days after award of this requirement.

Optional additional data storage computer system

1 150 calendar days after award of the option.

Description Quantity Due Date

Optional additional high-performance computer system up to 5 150 calendar days after award of the option.

IV. ACCEPTANCE

Upon delivery of the equipment to NIST, government staff will verify that the correct type and number of components are present and will operate the systems through boot-up. Once all systems have been booted successfully, the order will be accepted. Any additional issues subsequent to this stage will be remedied through the vendor's support service

V. WARRANTY

The vendor shall provide a three-year warranty on equipment. The vendor will provide replacements for defective parts, including the cost of shipping replacement parts to the NIST site. Defective parts will be returned to the vendor at NIST's cost.

VI. INSTALLATION

Installation is not required. The systems will be installed by the government.
