Statement of Work Pick and Carry Lifting Machine
1. BACKGROUND
The National Institute of Standards and Technology (NIST), Fabrication Technology Office (FTO) provides a wide range of engineering, fabrication and technical services to support the creation of unique measurement instruments and scientific apparatus needed by researchers in the NIST's Measurement and Standards Laboratories. FTO provides the mission critical engineering and manufacturing expertise and equipment needed to produce specialized parts and subassemblies for the extraordinary variety of one-of-a-kind instruments conceived by NIST scientists and engineers.
FTO’s primary line of service is metal fabrication, mechanical engineering, and electromechanical assembly. This service is used to engineer and fabricate high precision components and assemblies for use in one-of-a-kind measurement instruments conceived by NIST scientists and engineers. FTO depends on its installed base of manufacturing technology to support the many service needs of its customers. This manufacturing technology base includes a full family of automated and conventional milling machines, lathes, grinders, electrical discharge machines, boring mills and other related manufacturing equipment.
FTO requires the purchase of material handling equipment to facilitate the fabrication of scientific instruments and test samples in support of the NIST mission. This equipment is used in a variety of operations throughout our facility. The equipment is used in loading and unloading delivery trucks, racking and storing of materials, transporting materials, removing and installing large tooling, servicing machine components, suspending instruments during fabrication and assembly, and loading and unloading of machining work centers The required material handling equipment will be used in all facets of our operations from raw materials to finished instruments.
The specific material handling equipment needed is a “Pick and Carry” type lifting machine with the capacity to hoist items with a winch from a boom, extend to raise and lower pallets, and pick up and rotate large plates. This equipment will be sized to fit through restricted aisleways and doors. The needed unit will include a luffing jib to extend the hoist beyond the main boom. This unit will be manually steered from behind the machine by a walking operator and powered by rechargeable batteries. The pick and carry lifting machine will be operated remotely to ensure operator safety during lifts.
2. OBJECTIVE:
The objective of this procurement is to acquire a new commercially available “Pick and Carry” type lifting machine what would combine the ability to lift and move rigged material, palletized material, and large plates of material safely.
3. SCOPE:
The Contractor shall provide a “Pick and Carry” type of lifting machine with the following features/capabilities: This specification covers the lifting machine as described below.
The lifting machine will be used for manufacturing and fabrication support services provided by the NIST FTO. The Contractor shall manufacture and deliver the lifting machine to the NIST facility in Gaithersburg, Maryland.
