Combined Synopsis/Solicitation Request for Quotation Number 1333ND19QNB640343
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART
12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL
ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING
REQUESTED.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 effective June 5, 2019.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured as a Brand Name Only 100% set aside for small business.
Brand Name: The LC-MS/MS system will be used along with the NIST owned Thermo LC-MS/MS and must be compatible to work with the Thermo Xcalibur software using DCMSLink. This is absolutely necessary so that the data acquired, in the past 10 years, on NIST owned Thermo LC-MS/MS system will be compatible with the data that will be obtained on the new LC-MS/MS system.
The Biomolecular Measurement Division (BMD) of the National Institute of Standards and Technology (NIST) is involved in the development of measurement methodologies for the measurement of DNA damage and its repair in living organisms with the aim of understanding disease processes such as carcinogenesis and aging, in which oxidatively induced DNA damage occurs by a variety of mechanisms. This work involves the measurement of DNA lesions and DNA repair proteins in mammalian tissues, cultured cells and human urine by isotope dilution mass spectrometry. For this purpose, stable isotope-labeled DNA and protein standards are developed to be used as internal standards for accurate mass spectrometric measurements. Tandem mass spectrometry is the most widely used technique for such measurements and is frequently coupled to a separation technique such as liquid chromatography or gas chromatography. A tandem mass spectrometer (MS/MS), interfaced with a high-performance liquid chromatograph (LC), is employed for the identification and quantification of modified DNA nucleosides and peptides in enzymatic hydrolysates of DNA samples and protein extracts, respectively. An LC, used for this purpose, must be capable of enabling the separation of complex hydrolysates of DNA and proteins isolated from mammalian tissues or cultured cells.
To fulfill this requirement, the LC-MS/MS system must function together with NIST owned Thermo Electron LC-MS/MS system and have a single point interface with the Thermo Xcalibur software using DCMSLink – one software package must be able to control both the Thermo MS/MS system and the U3000 LC system. The LC system must be composed of high pressure mixing quaternary pump, thermostatted auto sampler, thermostatted column compartment, and LightPipe diode array detector.
This LC-MS/MS system will provide the high sensitivity for the measurement of modified nucleosides in DNA and in urine, and of peptides in tryptic hydrolysates of DNA repair proteins isolated from human tissues and cultured cells. In addition, the newly developed Thermo software that will run both the Thermo MS/MS system and the Thermo LC system will also enhance NIST’s capabilities to process the high load of sample processing in the laboratory.
Responsible quoters shall provide a quotation for all of the following line items. All equipment must be new.
Used or remanufactured equipment shall not be considered for award.
