STATEMENT OF WORK
TITLE: Edwards Vacuum, LLC Turbo Pumps, Turbo Carts, and Vacuum Pumps
BRAND NAME ONLY
I. Background
Physical Measurement Laboratory (PML): The National Institute of Standards and Technology (NIST) requires 2 turbo pumping stations (turbo pump and roughing pump combination) for exclusive use at the two Neutron Interferometry and Optics Facilities. Currently both facilities lack consistent and reliable operation of turbo stations for achieving High to Ultra-High vacuum. Collaborators and experiments conducted there are increasing requiring high vacuum operation. Recent examples include precision gas cross-section measurements, using cryogenic samples, and placing limits in Dark Matter interactions. Future experiments will require a large fraction of the facility to be under a vacuum continually to eliminate environmental noise and preserve the Neutron Interferometry and Optics Facilities as the World’s marquee interferometer faculty and unique place for fundamental, applied, and Quantum information research.
NIST Center for Neutron Research (NCNR): The Department of Commerce (DOC) and NIST have developed a major national facility for neutron scattering. This project provides for over fifteen unique instrument stations for use by national and international researchers for materials research. In addition, instruments are also provided for fundamental physics research, neutron interferometry, and neutron optics. The NIST Center for Neutron Research (NCNR) is continuously developing new and better instruments for neutron scattering. To meet the mission and prevent unscheduled instrument downtime, NCNR required five (5) turbo vacuum pumps with the necessary cabling required to connect and use the gauges, five (5) spare Turbo Instrument Controller (TIC), ten (10) wide range gauges, detector vessel vacuum pump, one (1) detector vessel vacuum pump, and five (5) turbo carts.
NCNR is a user-based facility. Domestic and International scientists schedule and purchase time (monetarily or through the release of intellectual property) to use existing NCNR equipment to complete time sensitive experiments. The various types of pumps and carts required under this purchase request support various instruments and systems and are required for the successful operation of the instrument and/or system they are integrated with. Over time, the various pumps and carts deteriorate due to proper usage and are no longer able to be repaired or maintained. Also, technological advances in pump and cart engineering provide updates which are required to be implemented to ensure non-interrupted operation of the instruments and systems. The upgrades are not able to be added onto the existing pumps. Through this procurement, NCNR will update and replace various types of pumps and carts as required to prevent total system failure and ensure business continuity.
Purpose PML: PML operates several facilities at the NCNR for radiation studies, fundamental physics, and applied research. As a result, PML works closely with the NCNR to operate safely and adheres to NCNR standard practices, configurations, and components while at the NCNR. Although not a user facility, visiting international and domestic collaborators (GR’s) run experiments lasting several months to years at the Neutron Interferometry and Optics Facility (NIOF). These experiments are increasing requiring high vacuum operation. Recent examples include precision gas cross-section measurements, using cryogenic samples, and placing limits in dark matter interactions. The PML’s NIOF lacks consistent and reliable operation of turbo stations for achieving High to Ultra-High vacuum. Previously, NCNR turbo stations have been borrowed by PML for short periods of time. However, the NIOF requires a more readily available, long term solution with greater pumping capacity.

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
An extended inspection and acceptance period of twenty (20) working days is required. To test and accept the instrument, all instruments must be placed in a small vessel independently. If the Reactor is in the shutdown portion of the cycle, NIST staff will have to wait until the cycle completes and the reactor is operational to conduct testing.
A. Vacuum Pump System
1. The technical point of contact (TPOC) will test the system to verify performance to the required specifications. The system will be started and will run continuously for minimum of 24 hours to verify that performance stays within bounds.
B. Turbo Pumping Stations
1. The pumps will be turned on and must achieve 1E-8 torr vacuum level, or better, without any external load. Levels vary depending on the specifications of the vacuum pump.
C. nEXT85H Turbo Carts, Inclusive of Active Gauges and TIC
1. The carts will be placed into a small vessel, powered on and will vacuum the vessel. The carts must run continuously for a 12hr period, demonstrating successful operation to the required technical specifications.
D. Vacuum Pumps
1. The vacuum pumps will be placed into a small vessel, powered on and will vacuum the vessel. The carts must run continuously for a 12hr period, demonstrating successful operation to the required technical specifications.
A visual inspection of the system(s) and pump(s) will be performed by the NIST TPOC to identify surface defects or any form of indication that the pumps were damaged during transport to NIST.
