Statement of Work (SOW)
Service for DC Power Measurements
Background
The National Institute of Standards and Technology (NIST) has a measurement service for DC Power measurements. NIST has developed a calibration database that this calibration service will utilize in order to automate data analysis. This measurement system requires it’s data format and records to be changed to use this database structure. In addition, this database needs to be configured for the calibration service.
In order to maintain an efficient and high-quality DC Power calibration service, NIST must continue to improve their cost-effectiveness, maintain the quality system, and perform periodic inter comparisons with other national metrology institutes.
Scope of Work
The Contractor shall develop and configure the NIST calibration database formats for use with the DC power calibration system and services, and develop software tools to store, analyze, and process data from the DC power measurement system. All procedures and documentations shall comply with the NIST Quality System, in accordance with the International Electro Technical Commission (IEC) 17025 quality document. The Contractor shall provide all support for project oversight, administration and technical execution of this contract. The Contractor is responsible for maintaining records of project activities.
CLIN 0001: The Contractor shall complete services/tasks below; the services/tasks shall include labor, travel, and per diem.
Specific Tasks
1. Shall configure NIST calibration database for use with the DC Power calibration system:
a. An environment needs to be created in the Oracle database, which requires setting up attribute information, instruments information, measurement systems information, measurement service information, measurement process information and search template configurations. Once the environment is created and set up, then the environment configuration shall need to be completed. This shall include, measurement system configuration, instrument configuration, test point configuration, measurement process configuration and input fields configuration.
2. Shall modify data recording and storage structure for the NIST DC Power calibration system to work such that files can be automatically uploaded to the NIST calibration database with the NIST calibration database.
3. Shall automate data analysis and calibration report generation.
a. For the calibration services, develop software that will automatically process, summarize, compute uncertainties and apply corrections data taken on the NIST DC Power calibration system. The software shall also generate tables of results and generate test reports for the DC Power calibration service. The software shall be 100% compatible and run under Windows 7.
b. The processing software shall operate with minimal amount of human interaction. For example; Date ranges of data are selected along with a specific instrument and the software will then do all the processing, summarizing, uncertainty calculations, and corrections then generate a test report from the data. The test report format and wording shall be provided by the Technical Point of Contact (TPOC). It shall be provided in hard copy format within fifteen (15) business days of award of contract.
4. Shall automate control chart generation using DC Power check standards. The control charts shall display 1 sigma and 2 sigma uncertainties with calculated drift rates for NIST check standard meters.
5. Shall modify existing NIST Distorted Power measurement calibration database, data recording structure, automated data analysis and automated control chart generation to allow use of a second reference measurement instrument allowing selection of either the existing reference instrument or second reference instrument.
6. Shall house wiring impedance emulation board for use with a Light board with ANSI C12 sockets for metering of the light board electricity use. The emulation board shall simulate the wiring impedance of 2 different circuit lengths for a typical lighting circuit in a residential single family dwelling. The load of the light board is 120V, 30A. The wiring lengths are 30 feet and 80 feet.

The Government will evaluate the key personnel experience per the minimum qualifications of the proposed Key Personnel as required by Section B (Contractor Requirements).
Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror’s past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
NOTE -- If an offeror does not have a history of relevant contract experience, or if past performance information is not available, the offeror will receive a neutral past performance rating; however, an offeror without a history of relevant experience may receive a lowered rating for the Experience Factor.
Price: The Government will evaluate price for reasonableness.
Past Performance, Experience, and Price shall not be evaluated on quotations that are determined technically unacceptable under the Technical Capability Evaluation factor.

NIST LOCAL -53 Contract Performance During Changes in NIST Operating Status Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:
Gaithersburg Campus Operating Status Line:
(301) 975-8000
(800) 437-4385 x8000 (toll free)
Boulder Campus Operating Status Line:
(303) 497-4000
During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.
NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.
Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
