STATEMENT OF WORK
(MULTIPLE ORGANIC CHEMICALS)
1. BACKGROUND
The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML) Biomolecular Measurement Division (BMD), is responsible for the development of the NIST, National Institutes of Health (NIH), and Environmental Protection Agency (EPA), Mass Spectral Library and tandem Mass Spectral Database. To carry out this responsibility, the MSDC has a requirement for a variety of chemicals. These chemicals are organic compounds of varying types and do not belong to a specific class; they are used for Mass Spectrometry and do not require special approval through NIST.
2. ATTACHMENTS
Attachment 1 – Chemical List, identified by structure/identifier (SMILES, InChI, molecular weight and CNC_ID).
3. SCOPE
The Contractor shall deliver chemicals listed in Attachment 1. Material Safety Data Sheets (MSDSs) shall be provided for each chemical delivered.
4. REQUIREMENTS
4.1 The Contractor shall deliver the chemicals identified in Attachment 1, titled “Required Chemicals,” in quantities not less than 1 mg. Larger quantities may be provided if sufficiently small quantities are not available, but not more than 1 g. Multiple shipments of chemicals are acceptable; however, the total number of shipments shall not exceed ten (10).
4.2 The Contractor shall provide an MSDS for each chemical delivered. Acceptable formats are hyperlink, or other electronic version.
4.3 The chemicals shall be of a purity of greater than, or equal to, 90%.
4.4 Each chemical shall be delivered in a sealed glass vial. Each vial shall include the chemical identification number, and barcode. Vials must have a capacity of 4 ml and must be packaged in individual boxes containing approximately 100 vials.
5. DELIVERY
All chemicals and MSDSs shall be delivered not later than 60 days from the date of award.
Chemicals and MSDSs shall be delivered to the NIST campus in Gaithersburg, MD. Electronic information shall be delivered the NIST Technical Point of Contact (TPOC) (to be identified at the time of award), via e-mail, hyperlink, CD/DVD disc.
6. INSPECTION AND ACCEPTANCE
Evaluation of quotations shall determine quotations technically acceptable based upon the number of chemicals that the Contractor agrees to deliver in their quotation. Chemical purity has not been tested prior award. The Government reserves the right to reject any chemical that does not meet the required purity percentage after analysis of chemicals.
NIST will conduct an analysis of chemicals to inspect the purity of the chemicals, as they are received. If chemicals are deemed to be unacceptable, the Government will notify the Contractor of the chemical(s) rejected. The Contractor shall replace the chemical, at no additional cost to the Government
7. PAYMENT SCHEDULE
Payment will be made upon receipt of a proper invoice from the Contractor, and upon receipt and acceptance, by the Government, of chemicals quoted by the Contractor. Partial payments shall be authorized in accordance with the following terms:
-The total number of invoices submitted shall not exceed two (2) invoices per month;
-Chemicals being invoiced have been accepted by NIST.
Should a chemical become unavailable between the time of award and the time of shipment, the Contractor shall notify the NIST TPOC and the Contracting Officer in writing, not later than 3 business days after learning that the chemical has become unavailable. The Contractor shall only invoice for chemicals delivered.
