Statement of Work

Background

The National Institute of Standards and Technology (NIST) Fire Department is tasked with the inspection and maintenance of the fire extinguishers on the NIST Gaithersburg, MD facility. Part of the maintenance of the fire extinguishers is the hydrostatic test and refilling of the fire extinguisher. This is a required process per National

Fire Protection Association (NFPA), Occupation Safety Health Administration (OSHA). The NFPA 10 code and OSHA CFR- 29 code.

The NIST Fire Department has a requirement to carry out the required maintenance of the fire extinguishers.

Objectives

The Contractor shall provide hydrostatic testing and refilling of the fire extinguishers

Tasks

Work shall be performed on-site at NIST, or at the Contractor’s site, at the discretion of the Contractor. If on-site at NIST, the Contractor shall schedule all work, in advance, with the NIST Technical Point of Contact

(TPOC), and provide all information necessary for the Contractor to gain access to the NIST facility. If work will be performed at the Contractor’s site, the Contractor shall pick the fire extinguishers up from, and return the fire extinguishers to the NIST Fire Department, located at Building 303, 100 Bureau Drive, Gaithersburg, MD.

The Contractor shall contact the NIST TPOC prior to picking up and returning extinguishers. Fire department personnel must be available to document the number of extinguishers and the nomenclature of all fire extinguishers leaving the NIST site. Upon return, the TPOC will inspect the extinguishers, assist in unloading and loading of the extinguishers, and document the nomenclature and status of the extinguishers being returned to NIST.

The NIST Fire Department will release a pre-determined number of fire extinguishers, to the contractor. Upon return of those extinguishers, the Government will ensure that another group of extinguishers well be ready for pick up until all fire extinguishers are tested.

The Government requires that seals and O-rings shall be included in the price for repair. The Contractor must obtain written approval from the Contracting Officer, prior to incurring costs for any other parts required for repair.

The same work shall be performed for all fire extinguishers and for all option periods.

Fire extinguishers shall be tested, repaired, and recharged per NFPA 10, OSHA CFR-29 regulations.

If, any extinguisher fails testing and cannot be repaired, or cannot be used for any reason the extinguisher (s) must be returned to the TPOC marked “failed”.

Any extinguisher requiring repairs, I. e. valves, seals, stems, an itemized list showing all repairs requirements and all completed repairs, shall be documented on the paper work that is returned to the NIST Fire Department.

Statement of Work

Delivery

The Contractor shall start maintenance on fire extinguishers 15 days after the contract is awarded. The

Contractor shall have no more than 30 days to turn around 100 extinguishers and 15 days for 50 or less extinguishers.

The Contractor shall bring back all fire extinguishers that were taken to be tested, even the extinguishers that failed.

Government – Furnished Property, Material, Equipment, or Information

The NIST Fire Department will supply all fire extinguishers that need to be tested. If work will be performed at the Contractor’s site, the Contractor shall maintain 100% responsibility for the fire extinguishers while the extinguishers are in the Contractor’s possession.

Security

The Contractor shall contact the NIST Fire Department with the names of the individuals who will be picking up extinguishers, delivering extinguishers, and /or performing work on-site at NIST. The fire department personnel will enter said names into the NIST visitor registration system as required. The Contractor must show proper identification to gain access to the NIST facility. They will be required to go through vehicle inspection station as well.

Travel

The Government does not anticipate travel costs under this contract. However, if travel applies, the contractor shall bill for all travel in accordance with Government Travel Regulations.

Period of Performance

The period of performance shall be for a base period of one year with four one year option periods.
