About this file

This Performance Work Statement (PWS) details a contract for the National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) to install meteorological equipment on the Hoyt Tower in Byers, Colorado. The project involves mounting three meteorological booms with sensors at 30m, 100m, and 493m heights, including a 2D sonic anemometer, humidity/temperature probe, stainless steel enclosure boxes, and Yagi antennas. Additionally, the work requires extending two existing 478m tubing lines to 493m and moving the inlet filter box to the new height.

The target schedule is March-September 2025, with the vendor responsible for providing a tower crew to install and secure all government equipment, make electrical connections, and perform testing under NOAA guidance. NOAA will provide all necessary materials, equipment, and technical guidance. The vendor must supply climbing and rigging equipment, complete the installation according to detailed technical specifications, and ensure all mounting fasteners are tightened to manufacturer recommendations. Government personnel will be on-site throughout the installation to oversee and consult on the activities.

Attachment 1 – Performance Work Statement

Performance Work Statement Tower instrument Installation Byers, CO

PURPOSE:

The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) maintains atmospheric air trace gas measurement and sampling equipment on tall towers for long-term atmospheric studies.

The purpose of this contract is: 1) to install booms with attached meteorological sensors and signal transmission equipment at three designated heights (approximately 30m, 100m, 493m) on Hoyt Tower in Byers, Colorado; 2) to raise the 478m inlet tubing and filter box to 493m, extending the two tubing lines to enhance sampling capabilities;

and 3) to check all inlet lines (6) for leaks to ensure system integrity. These efforts will support the accurate measurement and long-term reliability of atmospheric data collection

The target schedule for the work would be during March-September 2025, dependent upon weather or scheduling factors. Government personnel will be on site while the work is being performed, so work must be scheduled to accommodate the time frame when government personnel can provide access to the site. Work shall not be considered to be complete until appropriate conditions of the permit have been met and inspector has signed off on the installation.

TECHNICAL SPECIFICATIONS:

Colorado (CAO) Tower Climb: Mount three (3) new meteorological booms and accompanying instrumentation, mount three (3) enclosure boxes, and mount three (3) antennas on the tower at specified locations (see below), ensuring mounting fasteners for all mounted equipment shall be tightened to manufacturer recommended specifications. Extend two (2) tubing lines to new operating height at top level of the tower (see below).

Equipment Installation Details:

- Meteorological Booms

- Weight: not to exceed 290 lbs per boom

- Dimensions: not to exceed 120” x 24” x 5” per boom

- The booms shall be attached to the tower via plates fastened with U-bolts to the tower vertical members.

- Meteorological Instrumentation and accompanying mounting hardware and cables

- 2D Sonic Anemometer to be mounted on the meteorological boom

- Weight: 5 lbs

- Dimensions: 7” x 7”

- Cables shall be fastened from the instrument to the enclosure box using the 2-3-4 tape method (https://www.flashtechnology.com/knowledgebase/2-3-4-tape-method/)

- Humidity/Temperature Probe and Aspirated Shield to be mounted on the meteorological boom

- Weight: 4 lbs

- Dimensions: 11” x 11” x 9”

- Cables shall be fastened from the instrument to the enclosure box using the 2-3-4 tape method.

- Stainless Steel Enclosure Boxes (with u-bolts and mounting hardware) to be mounted on the tower

- Weight: 42 lbs

- Dimensions: 18” x 16” x 10”

- Signal cables from instruments and electrical power cable shall be fastened to the tower and/or boom using the 2-3-4 tape method.

- Yagi Antenna to be mounted on the meteorological boom

- Weight: 3 lbs

- Dimensions: 7” x 23” x 2”

- The Antenna shall be mounted on the boom within 2 ft of the tower structure.

- Signal cable to the Stainless Steel enclosure box shall be fastened to the boom and/or tower structure using the 2-3-4 tape method.

Extend the current two (2) 478m tubing lines to new height at 493m:

There are two (2) existing ½” tubing lines secured to a conduit run to an inlet filter box on a cross member at 478m. These two tubing lines need to be extended an additional 15 meters (50 feet) to a tower height of 493m, and the inlet filter box will need to be moved up to the 493m level.

Attachment 1 – Performance Work Statement

- The additional two 50 ft sections of ½” Synflex tubing shall be added using swagelok unions and secured to the conduit using the 2-3-4 tape method up to 493m.

- Tubing Weight: 100 ft (50 ft for each of the two lines) of ½” Synflex tubing weighs approximately 8 lbs.

- Filter Box Size/Weight: The inlet filterbox (4” x 10” x 12”, 8 lbs) attaches to a tower horizontal member with beam clamps.

VENDOR RESPONSIBILITIES:

- The Government equipment to be installed on the tower include:

- Three (3) meteorological booms forming a triangle that shall be secured to two tower legs (or other appropriate structure) at three (3) identified levels on the tower (approximately 30m, 100m, and 493m). The 30m and 100m booms shall be mounted as close vertically as possible to the existing NOAA inlet boxes.
