COMBINED SYNOPSIS/SOLICITATION
Real-Time and Digital PCR systems (QuantStudio 3 and Absolute Q)
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1333MF24Q0070.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 05/22/2024
(iv) This solicitation is being issued as unrestricted and open to all sources. The associated NAICS code is 334516. The small business size standard is 1,000 employees.
(v) This combined solicitation/synopsis is for the purchase of the following commercial items:
CLIN 0001
Purchase of Real-Time and Digital PCR systems (QuantStudio 3 and Absolute Q) with installation support for the equipment in accordance with the Statement of Need. Deliver within 30 days of the date of award.
CLIN 0002
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for follow on one year of preventative maintenance services which include, system inspection, software updates, cleaning and replacement of any necessary parts, and performance verification. This preventative maintenance year does not begin until after the 1 year warranty expires. at the NOAA SEFSC Genomic Lab in Crowley, LA in accordance with the Statement of Need.
Period of Performance is (12) twelve months from the date of award.
(vi) Description of requirements is as follows:
See the attached Statement of Need which applies to the deliverables and Base Year for the preventative maintenance.
(vii) Date(s) and place(s) of delivery and acceptance:
Delivery of the equipment is needed within 30 days of the date of the award.
Preventative Maintenance of 1 year will start the day after the 1st year warranty expires.
Delivery shall be FOB Destination to address: NOAA/SEFSC Genomics Lab 1933 W Hutchinson Ave., Crowley, LA 70526.
Place of Performance is NOAA/SEFSC Genomics Lab 1933 W Hutchinson Ave., Crowley, LA 70526.

2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.
3. Offerors shall assume that the Government has no prior knowledge of them or their capability.
4. Offerors must provide all evaluation criteria in accordance with FAR 52.212-2. Offerors who do not provide all evaluation criteria will not be accepted.
FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a).
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following;
1. The quote shall meet the Technical Specifications identified in the Statement of Need.
2. Firm-Fixed price to include FOB Destination.
A Firm-fixed price Purchase Order will be awarded based on Lowest Price Technically Acceptable. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SON Statement of Need
STATEMENT OF NEED (SON)
National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center (SEFSC)/Marine Mammal & Turtle Division (MMTD) Real-Time and Digital PCR systems (QuantStudio 3 and Absolute Q)
PURPOSE:
The government requires Real-Time and Digital PCR systems for the SEFSC’s marine mammal genomics laboratory to modernize their needs for environmental DNA (eDNA) detection and quantification. The laboratory currently has a StepOnePlus Real-Time PCR System that the manufacturer is discontinuing in June of 2024 and an upgrade is needed to continue research projects involving quantitative PCR, such as marine mammal eDNA detection from environmental samples.
SCOPE OR MISSION:
The Real-Time and Digital PCR systems are critical instruments needed to generate ‘Omics data, especially to continue research using established eDNA assays for the detection of Rice’s whale and delphinid from environmental samples.
BACKGROUND:
The current Real-Time PCR System at the SEFSC’s genomics laboratory is a StepOnePlus (Thermo Fisher Scientific) which will be discontinued in June 2024 (see https://www.thermofisher.com/order/catalog/product/4376600). The laboratory will not be able to collect ‘Omics quantitative PCR data unless an upgraded instrument is purchased. The upgraded version of the lab’s current system is the QuantStudio Real-Time and Digital PCR Systems (Thermo Fisher Scientific). The functionality of the new system is the same as the StepOnePlus and the existing eDNA assays that the lab developed and tested can be run using the QuantStudio systems without any changes to the reagents or protocols.
TECHNICAL SPECIFICATIONS:
• Both Real-time and Digital PCR Systems:
o Must be compatible with and validated to run TaqMan Gene Expression assays (Thermo
Fisher Scientific) o Ability to accurately measure PCR amplicons at each cycle o Sensitive amplicon detection for samples with trace amounts of DNA o Factory dye calibration with FAM, SYBR Green I, VIC, NED, ABY, JUN, TAMRA, and ROX dyes o Multiplexing of up to 4 assays o Fits on benchtop - approximately within 60 x 60 x 70 cm (H x W x D) o Provide training on instrument use and technical support for the instrument and software o Computer or laptop included for running the instrument https://www.thermofisher.com/order/catalog/product/4376600 o Software for PCR analysis with the ability to monitor PCR in real-time, with software updates as needed o Software allows customizable run protocols that can be stored o Software exports of raw and analyzed data and amplification plots o Calibrations plates available for on site verification of performance o Annual maintenance service and repairs (parts, labor and travel) for at least 1 year o Electrical plug for 100-240 V outlet
• Real-time PCR system:
o Applications include gene expression analysis, genotyping, and copy number variation analysis o Capacity to analyze up to 96 samples simultaneously, using a 96-well plate or 8-tube strips of 0.1 mL in size with reaction volumes of 10-30 µL o Ability to run “fast” PCR cycles in approximately 30 minutes o Temperature range of 4-99.9°C with heated cover of 50-110°C o Variable temperature zones with maximum difference of 10°C across the entire block
• Digital PCR system:
o Applications include absolute quantification of DNA and RNA, genotyping, copy number variation analysis, rare-mutation detection, detection of environmental contaminants o Quantification without the need for standard curves o Increased sensitivity for rare-allele/single molecule detection; can detect 0.5 template copies/µL with 95% confidence o Capacity to analyze up to 16 samples simultaneously
DELIVERABLES AND TASKS:
• Task 1. The contractor shall supply any computers/laptops, hardware, and software required to operate the Real-time and Digital PCR Systems
• Task 2. The contractor shall provide installation support for the equipment
• Task 3. The contractor shall provide a follow on one year of preventative maintenance services which include, system inspection, software updates, cleaning and replacement of any necessary parts, and performance verification. This preventative maintenance year does not begin until after the 1 year warranty expires.
PERIOD OF PERFORMANCE:
The vendor is required to deliver and install the equipment within 30 days after receipt of award. One year warranty starts as of the date of install and government acceptance.
One year of preventative maintenance will start on the first date after the one-year warranty period expires.

TRAVEL:
The contractor will need to travel to the NOAA/SEFSC genomics laboratory to perform maintenance service. Travel fees are to be included in the total firm-fixed price award.
SECURITY REQUIREMENTS:
This project is considered low risk. Contractor security requirements are not required for this project.
SPECIAL REQUIREMENTS:
This instrument must be compatible with the eDNA assays already developed and in use at the SEFSC marine mammal genomics laboratory which are TaqMan Gene Expression Assays (Thermo Fisher Scientific; https://www.thermofisher.com/order/catalog/product/4332079?SID=srch-srp-4332079).
a. Confidentiality and Data Privacy This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).
b. Intellectual Property Rights
All deliverables are the property of the U.S. Government. All documents, analyses, files (digital or other), reports, notes and photos are to be used only by Contractor personnel assigned to this purchase order.
Documents, files and other data are to be stored exclusively on Government owned equipment and at no point should be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the Government.
c. IT Security The contractor will require access to Federal Buildings and includes an IT component. The contractor must meet the Department of Commerce IT Security Program Policy and Minimum Implementation Standards and also adhere to NOAA and NMFS security policies.

Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.

The contractor must be an authorized technician of Thermo Fisher Scientific and have knowledge and experience with Thermo Fisher Scientific QuantStudio Real-Time and Digital PCR systems and the appropriate software.

EVALUATION CRITERIA: This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the specified requirement of the RFQ. Failure to include all required items in the quote will render the quote ineligible for award. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail.
