LIMITED SOURCE(S)/BRAND NAME JUSTIFICATION
FOR AN ORDER/BPA EXCEEDING MICRO-PURCHASE THRESHOLD
AND UP TO THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 8.405-6)
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO)

FortiGate-1200D 1 Year Threat Protection (24x7 FortiCare plus Application Control, IPS, AV), with a 2 year period of performance i.e. this service in serial order to cover 2 years per device.
Covers four existing FG-1200D hardware units procured in previous years via contracts numbered (1) GS35F496DA on 18Sep2018 and (2) GS35F0511T on 14Sep2017.
Total estimated cost without acquisition fee: $71,125.28
3. Identification of the limited source(s) to be solicited.
OSGS has no preference as to the vendor or reseller for networking services. NOAA is free to solicit bids from any and all qualified vendors and select the lowest price for the best value.
4. Authority and supporting rationale. The contracting officer has determined the following circumstance justifies limiting the source under FAR 8.405-6 and as supported below:
Item(s) peculiar to one manufacturer (including brand name) - FAR 8.405-6(b) – The Fortinet brand of networking services has been deployed as part of the NESDIS Consolidated Administrative LAN (NCAL) architecture and will be deployed as part of the Mission Support Services (MSS) Project as part of the Mission Support LAN (MSL). The deployment and support staff for the administrative LAN and MSL have experience with configuring and maintaining Fortinet Networking services. These support staff are part of a single support contract that supports the administrative LAN and other NESDIS systems.
The administrative system is required to interface to the NSOF MSL. To minimize stovepipe configurations and architectures, Fortinet networking services are a critical part of the NCAL and MSL design, for a consistent baseline across both systems.
The system design and configuration depends upon the specific part numbers as listed in section 2 of this document. The use of Fortinet services will promote interoperability between the Mission Support LAN and Admin LAN systems. This will reduce deployment risks, simplify long term maintenance risks, and simplify technical support across several

Source Selection Information – see FAR 2.101 and 3.104 systems. These specific services are needed in order to fall in line with the system baseline and design (Ref. MSL Network Design Update 16Feb2018). These part numbers are unique to this service implementation, and thus cannot be modified or replaced by other product numbers. Fortinet networking services are required to stand up the Mission Support LAN.
5. Market Research
There are more than two small businesses who has responded to a sources sought on NASA SEWP as well as in response to Federal Business Opportunities. Out of the responses, more than two Woman-Owned Small Businesses have provided its capability. In accordance with FAR Part 19.15, this requirement will be a 100% set-aside for Woman-Owned Small Businesses.
