STATEMENT OF NEED

1. PURPOSE: Purchase of five (5) ea Tachometer assemblies (P/N 603515-5D) for the 21M antenna system.

2. SCOPE OR MISSION: One (1) tachometer is needed to replace the unit which was damaged during the elevation gearbox failure in April 2020 and three (3) to replace aged and worn units in the two azimuths/other elevation drive assemblies of the 21M antenna system. The 21M system is used for tracking of GOES and DSCOVR missions. This will also provide for one (1) spare in case of an operational failure of any one tachometer.

3. BACKGROUND: The Fairbanks Command and Data Acquisition Station (FCDAS) is a 24/7 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of NOAA environmental monitoring spacecraft. As part of its operations, FCDAS utilizes antenna systems capable of automatically tracking radio signals transmitted from these spacecraft.

The 21 Meter antenna system is an aging asset with some wear items reaching or near the end of the expected service life. The tachometer assembly is to provide a feedback signal to each drive motor assembly on the 21M antenna. There is one tachometer assembly attached to each of the four drive motor assemblies. The tachometers are an easily replaceable component that can extend the service life of the entire system. The procurement of replacements and spare units can help to alleviate premature failure and avoid the inability of future repairs due to obsolescence.

4. TECHNICAL SPECIFICATIONS: The drive motor manufacturer, Reliance Electric, part of Baldor/Reliance, a division of ABB industries, supplied part number is 603515-5D. The unit is specified to have a 19-volt output per 1,000 RPM of rotation. The tachometer units are attached to a specific stub shaft, which in turn is attached to the drive motors. We have procured the stub shafts through a local machine shop. The tachometer is a motor armature/winding assembly with spring-loaded carbon “brush” contactors that wear through time and usage.

5. DELIVERY SCHEDULE: Delivery should be completed no later than 60 days after receipt of order (ARO).
