STATEMENT OF NEED (SON)

DEPARTMENT OF COMMERCE (DOC)

NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION (NOAA)

GREAT LAKES ENVIRONMENTAL RESEARCH LABORATORY (GLERL)

GAS SUPPLY AND CYLINDER DELIVERY, RENTAL, PICK UP

BACKGROUND

Laboratory staff at the GLERL in Ann Arbor, Michigan utilizes different gases for the performance of routine and customary scientific processes on a vast array of equipment.

OBJECTIVE

The objective is to procure different gases, gas cylinder rentals, and refills or cylinder exchanges for laboratory purposes. Continue the routine exchange and servicing of the various types of gases and cylinders to ensure the continuity of research.

SCOPE

The GLERL is a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. Having gases in cylinders for scientists to perform routine and customary scientific processes is a critical lab function.

REQUIREMENTS

a. As required based on need or exchange, the Contractor shall deliver assorted types of gases and rental cylinders for lab rental purposes, to include pickup of empty cylinders and delivery of replacement cylinders. The types of gases required for delivery are as follows:

TYPE CYLINDER SIZE QUANTITY

Air, compressed, air zero 310 cu ft cylinder 35 Carbon dioxide (air, 1% Co2) 310 cu ft cylinder 4 Nitrogen, compressed 304 cu ft cylinder 3 Air, Ultra zero 310 cu ft cylinder 2 Helium Compressed 291 cu ft cylinder 1 Oxygen, compressed 292 cu ft cylinder 2 Carbon Dioxide 197 lb. cylinder 2

b. The Contractor shall transport and deliver full cylinders containing the gases requested in accordance with the delivery arrangements established with the Government Point of Contact. The scheduling of delivery, pickup will not be routine, but as required, as expenditure of gasses is not consistent to having a scheduled delivery set up, Costs for each service call will include transportation, delivery, removal, pickup and any environmental fee associated with the service, which will be invoiced with the deliveries.

c. During delivery, the Contractor shall remove empty cylinders or exchange empty cylinders, as applicable.

d. The Contractor shall ensure all cylinders are properly marked and sealed for delivery.

e. The Contractor shall provide all necessary carts and transports to maneuver tanks to required areas.

f. The Contractor shall make all delivery arrangements including dates, times, and specific locations on the GLERL campus with the Government Point of Contact.

g. The Contractor shall obey all safety rules concerning the filled and empty cylinders and shall ensure the security of the GLERL campus at all times.

PERIOD OF PERFORMANCE

Base Period for a twelve (12)-month period: 09/1/2024 through 08/31/2025 Option Period 1 for a twelve (12)-month period: 09/1/2025 through 08/31/2026 Option Period 2 for a twelve (12)-month period: 09/1/2026 through 08/31/2027 Option Year 3 for a twelve (12)-month period: 09/1/2027 through 08/31/2028 Option Year 4 for a twelve (12)-month period: 09/1/2028 through 08/31/2029

Work described will be conducted in the cylinder storage room, as well as specific laboratories throughout the facility.

INVOICING

The Contractor shall invoice monthly, in arrears, for the gases and tanks delivered. The invoice must include the following items:

a. Name and address of the Contractor, which must be the same as that on the Purchase Order.

b. Invoice date and invoice number.

c. Purchase Order number and associated line-item number from the Purchase Order.

d. Description, quantity, unit of measure, unit price, and extended price of gases delivered.

e. Date of delivery or deliveries.

f. Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice (a defective invoice is one that does not meet all the above requirements).

The invoices must be submitted using the system Government’s Invoice Processing Platform (IPP) system.
