Monitoring and Recovery of Abalone, Especially White Abalone a NOAA Species in the Spotlight, in the Southern California Bight

Background

The National Oceanic and Atmospheric Administration (NOAA) / National Marine Fisheries

Service (NMFS) and California Department of Fish and Wildlife (CDFW) agencies have developed and implemented recovery strategies for declining species of abalone (genus Haliotis) that are native to the west coast of North America. Strategies are focused on monitoring key population demographic (e.g., abundance, density, size frequency) and habitat characteristics and outplanting captive-bred abalone into the wild to restore the viability of wild populations.

Synthesizing and applying data collected from these efforts is vital to developing a better understanding of abalone ecology and measuring progress towards recovery.

Data from long-term population monitoring will be leveraged to track the status of remnant wild abalone and habitat, improving our understanding of long-term trends. Further, comprehensive analysis of the first three years of outplanting (2019 to 2021), in addition to habitat data collected alongside demographic surveys, will inform how best to improve outplanting methods and expand efforts to additional sites in southern California. While significant progress has been made to-date in carrying out these two specific recovery actions, there is a critical need to not only continue these efforts but to interpret, learn from, and build upon the results and experiences and adaptively manage actions moving forward.

White and Pinto Abalone

In 2001, NMFS listed white abalone (Haliotis sorenseni) as endangered under the U.S.

Endangered species Act (ESA) due to critically low abundance in the wild following an intense decade of fishing during the 1970s. In 2013 NMFS was petitioned to list pinto abalone (H.

kamtschatkana) as threatened or endangered under the ESA in response to evidence of continued population declines and subsequent reproductive failure. A 2014 NMFS status review concluded that listing was not warranted, although it was subsequently added to the NMFS

Species of Concern Iist. Consequently, this status change heightened the need for improved monitoring of the species throughout its range, especially in southern California where targeted surveys are lacking.

SCUBA surveys have produced the most extensive data on abundance, habitat characteristics, behavior, and movement of pinto and white abalone along the southern California coast. The duration of longitudinal SCUBA surveys of recently discovered coastal populations is too short to ascertain status trends, although successful surveys have revealed the presence of previously unknown extant white abalone. Continued monitoring of these small remnant populations and exploration of new similar habitats in southern California will improve the government's understanding of species status and habitat requirements.

Data from demographic and habitat surveys have been used to inform outplanting of captive-reared white abalone, a program initiated in 2019 following approval of ESA Section 10(a)(1)(A) permit 18116. This recovery action was highlighted in the NOAA white abalone recovery plan as one of the primary actions necessary to prevent extinction of the species. From 2019 to 2021, over 7,000 captive-bred white abalone have been selected and outplanted at two locations in southern California. NMFS plans to expand efforts to additional sites while maintaining outplanting and long-term monitoring at established sites.

Black Abalone

In 2009, the black abalone (Haliotis cracherodii) was the second California abalone species to be listed as Endangered under the ESA. Unlike white and pinto abalone, which inhabit deeper subtidal areas of kelp forests, black abalone occur in cracks and crevices of intertidal areas and shallow subtidal reefs. Like the other abalone species, black abalone populations sustained heavy declines due to a combination of overfishing and disease. AII legal black abalone harvesting in California was suspended in 1993.

Along the mainland of California, there are several organizations engaged in intertidal long-term monitoring that include black abalone. However, methods and search effort vary among organizations and are not appropriate for targeting rare species such as black abalone. In

November 2020, a recovery plan was published to provide guidance for government agencies as well as other groups interested and able to implement recovery actions. The plan outlines specific actions/criteria to coordinate monitoring efforts, implement recovery actions based on the best available science (including field-based population monitoring and outplanting), and measure progress.

In summary, NOAA requires support to carry out crucial and long-term field monitoring and outplanting activities for three species of abalone, two that are critically endangered (white and black abalone) and one that is a Species of Concern and is very closely related to white abalone

(pinto abalone). The work outlined here will prioritize recovery efforts for white abalone as

significant recovery efforts are already underway, specifically monitoring remnant populations, characterizing habitat and conducting outplanting. Tasks involving black and pinto abalone will be implemented as needed by NMFS. Working with these species requires NOAA and CDFW permission, specialized experience and skills with the use of equipment, survey design, and data collection/analysis, access to information about these rare animals' habitats, knowledge of how to identify these species in the wild, and experience in handling and outplanting abalone in the wild. Information gathered will satisfy Endangered Species Act Recovery Plan requirements and Species of Concern initiatives.

Scope

NOAA's National Marine Fisheries Service (NMFS) West Coast Regional Office (WCR) desires to establish a collaborative relationship with a contractor that will provide support to sub- and intertidal abalone surveys and research conducted by biologists in southern California. This research supports NOAA's mission to implement recovery actions for white and black abalone under the U.S. Endangered Species

Act (1973) and to monitor pinto abalone status in Southern California under the NOAA Species of

Concern program and the California Abalone Recovery and Management Plan. Option periods are included because longitudinal assessment and analysis are required to develop reliable methods for recovering and conserving protected abalone and sufficient time to analyze and interpret results. The information obtained from these studies is required for implementing the lowest risk recovery program that yields the highest recovery potential for white, black, and pinto abalone.

Tasks

Key tasks include the following:

The Contractor shall lead white abalone outplanting activities in San Diego and assist NMFS biologists, working directly with a NMFS Project Leader (PL), and other outplant partners at outplant sites in Southern California, activities which are currently underway. Outplanting methods, success metrics, and timing are outlined in the NOAA White Abalone Strategic Plan, which is intended to guide outplant activities in coordination with the NMFS Recovery

Coordinator. This task involves several critical components: 1) use of an appropriate research vessel and AAUS-certified divers with extensive experience in abalone identification and handling, outplanting, and conducting subtidal SCUBA monitoring surveys to carry out outplanting tasks; 2) maintaining permits/permissions to conduct outplanting activities, including for white abalone, an ESA-listed species; 3) construction, deployment, and maintenance of outplant modules; 4) using time-lapse photography to collect data in situ, having access to appropriate time-lapse equipment as outlined in the Qualifications section;

and 5) managing all data collection, analysis, and reporting in a shared database with outplant partners. These tasks must be carried out alongside NMFS biologists and other outplant

partners to ensure recovery actions are purposefully carried out similarly among the different groups involved.

The Contractor shall assist NMFS and abalone recovery partners in conducting white abalone demographic and habitat surveys in the Southern California Bight, including offshore banks, Channel Islands, and mainland California, and potentially Baja California, Mexico. In addition, should wild white abalone be found that meet criteria for inclusion in the captive breeding program, the Contractor will assist with required surveys, collection, and transport of these individuals. All qualifications for conducting SCUBA surveys that are outlined below must be met for this portion of the work. In addition, the Contractor will assist NMFS biologists in preparing for these surveys including site selection, data collection and management protocols, and dive planning (including decompression procedures) as needed.

The Contractor shall assist NMFS as needed with research involving other abalone species such as pinto (H. kamtschatkana) and black (H. cracherodii) abalone including, but not limited to, collection of epipodial tissue for genetic analysis, demographic and habitat studies, and movement and behavior studies in intertidal and subtidal habitat. This work will include both subtidal SCUBA and intertidal surveys and similarly will require permits, expertise, training and resources outlined in the Qualifications section of this document.

The Contractor shall manage, interpret and utilize the data collected from outplanting activities and time-lapse cameras, abalone demographic and habitat surveys, and research involving other abalone species. Outplant data will be leveraged to inform and adaptively manage best methods for quantifying and evaluating success of the outplant program and guide future outplant efforts in concert with criteria outlined in recovery plans. Abalone demographic and habitat data will be used to evaluate long-term population trends, habitat characteristics of survey locations, and site selection for outplanting. The Contractor will present findings to the

NMFS recovery coordinator and partners regularly, working with all to adaptively manage recovery efforts long-term, produce public outreach and educational materials, and present findings at scientific conferences and in peer-reviewed publications.

Given the nature of the work, there is a critical need for a Contractor who can perform these tasks over multiple years at a time; the ability to measure “success” of outplanting efforts occurs over longer time periods. For example, it may take five or more years of outplanting and monitoring outplant sites to yield measurable success metrics, particularly for live juvenile abalone that remain cryptic for several years until large enough to become emergent (and to be observed by divers without invasively surveying habitat). Thus, the tasks and deliverables

outlined below are distributed among an initial base period and four option years, with tasks in subsequent years building upon expected outcomes of previous years.

Tasks - Base Period (September 29, 2022 to September 28, 2023)

Task 1: The Contractor shall lead abalone outplanting activities in San Diego and assist NMFS

Project Leader (PL) and other outplant partners at outplant sites in Southern California based on specific objectives, methods, and timing outlined in the NOAA White Abalone Strategic Plan and building on efforts initiated in 2018. Responsibilities include:

A. Coordinating the use of a research vessel and AAUS-certified divers to conduct outplanting activities. The vessel and divers shall, at minimum, meet the criteria identified in the Qualifications section below.

B. Maintaining permits from relevant agencies (NOAA, CDFW) to conduct transport, outplanting and monitoring activities, including collection of genetic samples, for both captive-bred red (H. rufescens) and ESA-listed white abalone in southern California

C. Construction and maintenance of outplant modules and infrastructure at outplant sites using the current module (called a Short-term Abalone Fixed Enclosure or SAFE) and designing modifications to the module as needed to improve outplant success

D. Coordinating with the NOAA Southwest Fisheries Science Center (SWFSC) and other captive breeding partners to obtain and prepare captive-bred white abalone for outplanting

E. Conducting abalone outplanting tasks and monitoring surveys using SCUBA, including the use of technical diving knowledge, protocols and equipment to enhance efficiency as needed

F. Gathering data on abalone and predator movement and behavior, and habitat characteristics using SCUBA and time-lapse image cameras described in the

Qualifications section

G. Lead abalone and habitat surveys in San Diego to identify new sites for outplanting and monitor established sites to inform long-term regional trends

H. Assist other abalone recovery partners with similar outplanting and monitoring work at outplant locations in southern California as needed

I. Coordinate all activities with the NMFS Recovery Coordinator and other partners regularly to streamline outplant activities among sites in southern California

Task 2: The Contractor shall assist NMFS and abalone recovery partners in conducting abalone

Channel Islands, and mainland California, and potentially Baja California, Mexico.

Task 3: Assist NMFS with collection of white abalone broodstock for the captive-breeding program and genetic tissue samples from wild and captive-bred white and red abalone

A. Conduct required SCUBA surveys around wild white abalone considered for the captive breeding program and collect individuals that meet criteria for collection. This may require the use of technical/decompression diving and appropriate equipment for animals found at depths beyond recreational limits.

B. Collect genetic tissue samples from white abalone for the captive breeding program and ongoing population studies conducted by NOAA and partners

C. Collect genetic tissue samples as needed from red and white abalone on outplant sites to confirm genetic origin of suspected outplants

D. Oversee data collection, entry into a shared database, and transfer of animals and/or genetic samples to the appropriate PI using methods outlined in respective permits

Task 4: Assist NMFS as needed with pinto and black abalone research in southern California

A. Assist with subtidal (pinto abalone) and intertidal (black abalone) demographic and habitat surveys and other research projects that arise

B. Oversee data collection, entry into a shared database, and reporting to the appropriate

PI using requirements outlined in respective permits for Task 4A research

C. Collect genetic tissue samples from pinto abalone and transfer to appropriate project PI to inform research conducted by the Puget Sound Restoration Fund (PSRF), looking at the population structure of this species throughout its range from Alaska to Baja

California, Mexico. Project will be completed in 2022. This work is often done concurrently with white abalone surveys and costs can be incorporated into other white abalone tasks.

Task 5: The Contractor shall manage, interpret and utilize the data collected from outplanting activities and time-lapse cameras, abalone demographic and habitat surveys, and research involving other abalone species (as needed). Specifically, the Contractor shall:

A. Manage all data collection, quality-control, analysis, and reporting activities related to outplanting and site selection in San Diego, contributing to and maintaining a shared database with partners

B. Coordinate with outplant and captive-breeding partners to analyze data and interpret results derived from the two programs and produce an annual report

Deliverables- Base Period (September 29, 2022 to September 28, 2023)

Task 1: The Contractor shall lead abalone outplanting activities in San Diego and assist NMFS

Project Leader (PL) and other outplant partners at outplant sites in Southern California based on specific objectives, methods, and timing outlined in the NOAA White Abalone Strategic Plan and building on efforts initiated in 2018.

Deliverables:

A. Completion of up to three outplant events at one or more sites, including outplant preparation, implementation and monitoring, at up to two sites in San Diego with white and/or red abalone per timing and methods outlined in the NOAA White Abalone

B. Completion of time-lapse camera studies concurrent with outplant events, deploying up to 12 cameras among two outplant locations for each event

Qualifications

Education/Experience

● Must have extensive experience conducting subtidal biological surveys using SCUBA, nitrox as a gas mix, and will be an active AAUS-certified scientific diver

● Must have extensive experience in abalone identification and ecology, handling, outplanting and appropriate survey methods experience

● Experience using, gathering and analyzing data from a time-lapse camera at depths up to 130 ft

● Must have extensive experience in kelp forest community ecology, underwater and intertidal band transect survey techniques, genetic sampling techniques and data analysis

Skills/Expertise

● Must be able to provide scientific divers trained and certified in decompression diving techniques from an internationally recognized certification agency

● Must provide a full-time Dive Safety Officer (DSO) who is an active certified scuba

Instructor or divemaster with an internationally-recognized dive certification agency to oversee all scientific dive operations

● Must provide a team of AAUS-certified scientific divers with experience in underwater and intertidal band transect survey techniques, and genetic sampling techniques and protocols

● Must oversee diver adherence to certification requirements, training, safety, data collection and all diving/boating operations

● Must be familiar with and manage all dive operations and safe-diving protocols in line with NOAA Dive Program standards

Habitat/Equipment Access

● Must be a co-investigator listed on the NOAA ESA permits related to white abalone field work

● Must have access to and experience with deploying and retrieving underwater time-lapse camera systems with the following specifications:

○ housing and anchoring frame that allows for specialized deployment for multiple months and at a depth of at least 100 ft.

○ integrated on-board lighting system that lights the subject during image collection, but remains off between photos;

○ sensors/flash mechanisms to track and photograph in the dark;

○ sufficient on-board battery life and storage capacity to support eight (8) week deployments and high resolution image collection every 10 minutes;

● Must have experience and skill sets that include:

○ providing service and support for the time-lapse cameras (minor repairs, battery recharge, download and compile photos, etc.); and

○ analyzing the images collected by time-lapse cameras over the period of performance.

● Must have access to a research vessel that has the following:

○ Fuel and provisions for nearshore travel along the mainland as well as to each of the Channel Islands and transportation via land to appropriate boat launch sites

○ Primary and backup GPS

○ Depth sensor and sonar

○ VHF and SSB radio

○ Emergency oxygen and first aid with enough oxygen to treat an injured diver during transport to higher-level medical treatment

● Must be able to provide and maintain all dive gear and equipment necessary to conduct surveys, including decompression dives as necessary and in accordance with NOAA Dive

Program standards

The contractor shall provide interdisciplinary expertise related to program and project management, business processes, best practices and procedures, database management, and meeting facilitation. The contractor shall have knowledge and expertise of NOAA Fisheries policies and programs, as well as experience with planning, and Federal financial management and operations.

Performance Requirements Summary

This contract includes a Performance Requirements Summary (PRS) and Quality Assurance

Surveillance Plan (QASP). The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS shall serve as a primary tool for inspection and acceptance of services as facilitated by the Contracting Officer’s Representative (COR). Evaluation of the Contractor’s overall performance shall be in accordance with the performance standards set forth in the

PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the

Contracting Officer.

- Annual reports for outplanting, time-lapse studies, and site selection surveys must be delivered by the end of the performance period, should ensure the highest data quality standards, and will be completed with the participation of the NOAA PL and partners.

Reports should be produced using standards acceptable in a peer-reviewed journal.

- All materials developed for presenting at a conference, meeting, workshop or in a peer-reviewed journal will be

Confidentiality and Data Privacy

This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).

Government Furnished Resources

The Government will provide all necessary information, data and documents to the Contractor for work required under this contract.

The Government will not furnish any resources to the Contractor in support of this contract.
