Answers to Industry Questions

Question Number Question Answer

We shall not send a quote ;

prices shall be indicated on page 1 and 2 under « Schedule of Supplies/Services », is it correct ?

Confirming Vendors are required to complete the Schedule of Supplies/ Services as stated in the solicitation instructions

Transport => Incoterm is « FOB » => could you kindly specify :

FOB is generally used for maritime transport (but it also stands on page 4 of the solicitation « Vehicle shall have lithium ion battery power supply capable of being carried on commercial passenger airlines around the world » FOB - Free on Board shipping -means that the seller delivers the goods on board the vessel nominated by the buyer at the named port of shipment. They are responsible for all costs up until that point.

At the same time, it is not matching with the description on page 27.

IAW FAR 52.247-34 F.O.B. Destination means the vendor is responsible for all shipping costs associated with delivering the supply until the Government takes possession at the specified delivery point detailed in the solicitation not a port of shipment. Acceptance at a point of shipment is FOB Origin which does not apply to this solicitation. See FAR 52.247-34 on page 27 and CAR 1352.246-70 on page 29 of the solicitation. As stated in this solicitation shipping is FOB DESTINATION therefore the vendor is responsible for shipping and delivery costs until the Government takes possession at

It seems that this is a « Delivered at Beaufort « ?

(101 PIVERS ISLAND RD,

BEAUFORT NC 28516-9722).

Who would be taking care of the customs?

Yes, that delivery address is correct. See FAR 52.247-34 on page 27 and CAR 1352.246-70 on page 29 of the solicitation. Yes, the vendor is responsible for customs.

Would you accept a separate document that would be related to the solicitation specifications p 4, 5 and 6? (in pdf form)

Yes, a PDF detailing technical specifications is acceptable. Solicitation instructions will be amended to clarify.

Do you confirm that « domestic content » on page 52 means « American content » ?

FAR 52.212-3 (f) states "Applies only if the clause at Federal Acquisition Regulation (FAR) 52.225-1, Buy American-Supplies, is included in this solicitation" FAR 52.225-1 is not included in the solicitation therefore, FAR 52.212-3(f) is not applicable.

Could we please get a list of any previously submitted questions and answers regarding this solicitation?

Answers to timely questions received will be provided to industry via posting to betaSAM.gov http://betasam.gov/

Generally speaking, were the specifications/requirements written based on known/existing devices/technology, or were some of the specs based on ideal “wish list” characteristics? We ask this primarily based on the requirement for a Li Ion battery “capable of being carried on commercial passenger airlines around the world.” Our calculations indicate a battery large enough to meet the light and mission duration requirements would exceed the size allowed on commercial airlines.

- Yes, we would consider batteries that exceed the size on commercial airlines. However, batteries that fall below this FAA this threshold are preferred. - Minimum and preferred requirements are: (1) Vehicle shall be able to conduct minimum 8-12 hour missions (with all sensors and payloads operating) @ 2-3 knots on one battery charge.

(2) It is preferred that the vehicle has a lithium ion battery power supply capable of being carried by 2 passengers on commercial airlines around the world.

(3) Vehicle batteries shall be capable of being charged without opening the vehicle through an external plug. An alternate port shall be provided inside the vehicle as an alternative option for charging. See Solicitation Amendment 0001

The camera specification states “Vehicle’s camera shall be 12 megapixels, with 71-degree field of view…” Is “71-degrees” accurate or a typo?

This is not accurate. It should be 51 degrees (in water). 71 degrees (In air)- Corrections made via Solicitation Amendment 0001

Will NOAA consider a solution with alternate technologies that provide similar or comparable performance? For example:

A vehicle equipped with USBL acoustical positioning vs LBL

Yes, we will consider alternative acoustic positioning systems that meet the following minimum requirements:

(1) The precision of the vehicle’s position solution shall be equal to or less than +/- 5 meters horizontally at up to 300 m depths.

(2) Vehicle shall have an integrated internal navigation system, which includes an inertial measurement unit (IMU), acoustical communication system (such as LBL or USBL) and a Doppler Velocity Log (DVL). These systems shall be integrated internally and output a single position and navigation solution for the vehicle. See Solicitation Amendment 0001

Our light would be slightly less powerful than the 3000 lumen requirement No, we will not consider torch lighting below 3000 lumens.

Our remote mission control system would employ radio vs

WIFI

Yes, we will consider alternative topside comms unit that meet the following minimum requirements: (1) Vehicle shall connect to wireless communications (such as UHF radio or Wi-Fi) and be controlled through the mission software while at the water surface. (2) The wireless communication range of the vehicle shall exceed 100 meters from the vessel/operator without additional hardware. See Solicitation Amendment 0001.
