STATEMENT OF WORK

(SOW)

Determination of Relationship between Oceanographic Features and Deep Scattering Layer

Biology – Deep Sea Data Collection

PR No. 1301011046

1.0 Background

The Naval Undersea Warfare Center Division Newport (NUWC Newport) requires at sea data collection of deep scattering layer biology. This must include data collected from a remotely operated vehicle based on a surface ship, utilizing a SIMRAD EK80 multi-beam fisheries echosounder, variable light sources, and oceanographic conductivity-temperature-depth sensor. In addition, NUWC Newport requires a deep sea (1000 meters +) housing system with surface telemetry for a NUWC Newport owned ME20F-SH ultra-low-light camera. This data collection will occur once during the year. In addition to data collection, NUWC Newport requires appropriate preparation, development, and planning for sea tests and analysis of data collected. Additional analysis of previously collected or publicly available data may be required to fully assess relationships between oceanographic features and deep scattering layer biology. The work will support further understanding of conditions that will likely lead to aggregations of deep scattering layer animals.

2.0 Scope

In support of the NUWC Newport and Office of Naval Research project, “Constraining the

Relationship between Oceanographic Features and Deep Scattering Layer Biology,” the contractor shall prepare, develop, complete, and subsequently conduct data analysis of at sea data collection of biological oceanographic data relevant to deep scattering layer biology at

200-2000 meters depth. The at sea data collection shall be approximately two weeks duration and located near the Bermuda Institute of Ocean Sciences (BIOS) Research Station in June-

July 2022.

4.0 Technical Requirements

4.1 The contractor shall prepare for at sea data collection

The Contractor shall develop a test plan for field data collection.

The Contractor shall provide necessary equipment (refurbishing, modifying, or acquiring equipment, as necessary) to collect data that fulfill the scientific objectives during the sea test, as described in GFI 6.1 and the Contractor Test Plan.

The Contractor shall make arrangements needed to field their equipment at the test site, the

Bermuda Institute of Ocean Sciences.

4.2 The Contractor shall perform at sea data collection

Upon receipt of Government approved test plan (to include Government approved test date), perform at sea data collection at Bermuda Institute of Ocean Sciences.

The Government shall provide minimum requirements for the sea test data set in advance of sea test planning as Sea Test Data Set Requirements, GFI 6.2.

The Contractor shall execute the Government-approved CDRL Test Plan in line with the minimum requirements.

The Contractor shall:

Coordinate logistics and execute at-sea data collection at Bermuda Institute of Ocean

Sciences.

Facilitate all necessary permitting associated with the Bermuda Institute of Ocean

Sciences.

Arrange accommodation and transport for the Contractor and associated personnel.

Receive the Contractor’s shipped equipment in Bermuda.

Stage equipment for tests on a schedule as per Government approved test plan.

Coordinate operations at and with Bermuda Institute of Ocean Sciences.

Execute the use of remotely operated vehicle system to conduct midwater biological avoidance/reconnaissance experiments as described in the test plan using the prepared payload package and standard data processing techniques (ME20 low-light camera, EK80 echosounder system).

4.3 The contractor shall conduct data analysis of at sea data collection

The Contractor will provide the Government project Principal Investigator an overview of the obtained data for review and approval as it is collected during the at-sea data collection at least every three days during the sea test.

Once Government project Principal Investigator has approved the sea test dataset, the Contractor shall perform analysis of data collected in a manner that fulfils the scientific objectives.

Following the completion of testing, the Contractor shall maintain regular telephone or in-person bi-weekly meetings with the Government regarding the progress of data analysis.

The Contractor will direct data analysis to the fulfilment of the scientific objectives approved by the Government in accordance with GFI 6.1.

The Contractor shall obtain permission from the Government project Principal Investigator before publicly releasing any material associated with this contract.

The contractor shall include the participating scientists from NUWC Newport in any co-authorship lists of scientific material published from the data and any analysis products, unless the Principal Investigator declines for NUWC scientists to be included.

Task Force Ocean has a unique requirement of teaching and mentoring. In all tasks, the

Contractor shall involve, teach, and mentor students associated with the tasking.

5.0 Progress Reports

The Contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The

Contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated

Enterprise Environment (PIEE).

6.0 Government Furnished Information

The following Government Furnished Information (GFI) will be made available under this contract/order.

6.1 Sea Test Requirements (draft to be provided to contractor with SOW for quote development)

7.0 Quality Surveillance and Performance Standards

The Government will conduct quality surveillance via observation during test conduct as needed, formal and informal discussions through phone and email, and review of deliverables.

Contractor performance will be evaluated in the areas of technical quality, cost control, schedule/timeliness, management, utilization of small business, and regulatory compliance as follows:

Technical Quality: The government will evaluate technical quality using the criteria defined in the Technical Requirements Section (4.0)

Schedule/Timeliness: The government will evaluate the contractor’s ability to meet negotiated milestones and report delivery schedules;

Management: The government will evaluate the contractor’s ability to integrate and coordinate all activities needed to execute the contract/task order;

Regulatory Compliance: The government will evaluate the contractor’s compliance with the terms and conditions of the contract/task order relating to applicable regulations and codes.

8.0 Exception From Information and Communication Technology Accessibility

Requirements

The Government has determined that this procurement is an exception to the Information and

Communication Technology (ICT) Accessibility Standards (36 C.F.R. § 1194.3 - Chapter 2 E202

General Exceptions of Section 50 Refresh). Notwithstanding that an exception exists, the

Contractor may furnish items or services provided under this contract that comply with the ICT

Accessibility Standards (36 C.F.R. § 1194- Chapters/WCAG to Section 508 Refresh).
