Radar Absorbent Structure (RAS) Kits Procurement

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is designated by . Additionally, ) has a Memorandum of Agreement (MOA), which designates

NUWCDIVNPT as the SubHDR National Maintenance Center (NMC). The MOA requires

NUWCDIVNPT to conduct maintenance and repair of SubHDR Masts, as well as establishing and maintaining a rotatable pool of SubHDR assets.

current supply of Radar Absorbent Structure (RAS) kits, an essential component of the overall SubHDR system, is running low. These RAS kits, currently installed on SubHDR antennas that are in-use in the fleet, deteriorate over time from general wear and tear. To ensure ability to repair and maintain the current stock of antennas, replacement RAS kits must be procured.

LIMITED SOURCE JUSTIFICATION:

Part Numbers G745256-1 and G745256-2 are Raytheon proprietary drawings. The Government does not own the data rights to these drawings and thus are limited to purchasing these Parts from Raytheon’s qualified manufacturers. Raytheon has qualified two sources of supply: ARC

Technologies and Laird R&F Products (formally R&F Products), as indicated on drawings

G745256-1 and G745256-2. No other supplies can be used in place of the RAS kits and any v1.6_FEBRUARY2021 delay in obtaining these kits further delays ability to repair and maintain the current stock of antennas, and would negatively impact fleet operations.

The purpose of this requirement is to provide with a short-term increase in an already critically low stock. The long-term goal is to award a Major Contract for the construction and repair of RAS units.

Based on the above, the RAS kits need to be procured through Raytheon’s qualified sources of supply.

RESELLERS:

There are no authorized resellers of ARC Technologies and Laird R&F Products who are the only qualified sources of supply.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Limited Source basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only a limited number of sources reasonably available to fulfill the requirement. I certify that this justification is accurate and complete to the best of my knowledge and belief.
