The Towed Array Handling Equipment Facility (TAHEF) is the Naval Sea Systems Command certified Designated Overhaul Point (DOP) for Towed Array Handling Systems (TAHS). T component of the Electromagnetic Sensors and are required to manufacture and overhaul the Electromagnetic Sensors at the TAHEF.
The Government’s minimum requirement is to procure forty (40) 0081A0273-1 and forty (40) 0081A0273-2 Bulkhead Receptacles, noted below in order to manufacture and overhaul the OA-9070 Series Electromagnetic Sensors at the TAHEF. Delivery is required by 14 August 2020. Early deliveries and partial shipments are acceptable.

0081A0273-2 Bulkhead Connector 40 N/A
SOLE SOURCE JUSTIFICATION
The baseline documentation for the 0881A0273-1 and 00881A0273-2 Bulkhead Receptacles is limited by the Source Control nature of drawings and requires that no substitute connector shall be used without prior approval of the qualifying activity, which is .
This has restricted the ability of the TAHEF to develop sources outside Teledyne-D.G. O’Brien, the Original Equipment Manufacturer (OEM), which would result in multiple sources. The U.S. Navy does not possess the specifications of the connectors that are required to assure compatibility, reliability and performance of the overhauled electromagnetic sensor. When researching for other vendors, we could not find another source that was compatible with the form, fit (dimensions and tolerances) and function of the connector. The path to eliminate the sole source classification of drawings would involve a productivity study involving assessing technical requirements and performance which may not yield alternate sources. If sources were found then source qualification would be necessary. Based on the small quantity usage of this part, this is not considered a viable alternative. Identification, qualification and acceptance of another vendor would incur non-recurring engineering expenses and require repeating extensive life cycle testing estimated at and is considered cost prohibitive with an unacceptable time to complete between 12 to 18 months. Also, no connectors are available in the Federal Stock System. Therefore, this requirement must be sourced through Teledyne-D.G.
O’Brien v1.5_JANUARY2020
RESELLERS:
Teledyne-D.G. O’Brien does not authorize the resale of its products.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available to fulfill the requirements. I certify that this justification is accurate and complete to the best of my knowledge and belief.
