PERFORMANCE WORK STATEMENT
MODIFICATION OF LIQUID WASTE FEED SYSTEM
SECTION 1.0 – TITLE: Liquid Waste Feed Control System Upgrade
SECTION 2.0 OBJECTIVE AND BACKGROUND INFORMATION
Naval Surface Warfare Center, Carderock Division (NSWCCD) Code 633, the Wastewater Management Branch is tasked with the evaluation of various commercial Marine Sanitation Devices (MSDs) to determine their effectiveness and efficiency, in a Navy ship environment, to treat graywater and blackwater waste streams. This process requires the storage, transfer, recirculation, and supply of graywater, blackwater, and technical water effluents, and the mixing of measured amounts of these effluents prior to treatment by the MSDs undergoing evaluation. The current control and data acquisition system can control storage of four (4) waste water sources, mix three (3) different effluent combinations, and supply five (5) MSDs or test systems at a time.
The current control and data acquisition system, referred to as the Liquid Waste Feed System (LWFS), was installed in Building 60, Room 175 at the Naval Surface Warfare Center, Carderock Division in FY05 and upgraded in FY10. The LWFS is a very complex system that has evolved over the last 10 plus years. The LWFS consists of a 10,000-gallon outside graywater storage/source tank; 2,500-gallon blackwater storage/source tank; 2,500-gallon graywater storage/source tank; 1,500-gallon concentrate/sludge storage tank; 1,500-gallon source/mixing tank; and two (2) 800-gallon mixing tanks. It also controls over 100 components/instrumentation associated with these tanks. The LWFS utilizes a Programmable Logic Controller (PLC) system and is displayed on a Human Machine Interface (HMI) that communicates with five remote control boxes. The GX developer program package was used to develop the control system ladder logic, and GT Works for the screen designs on the HMI. The HMI is user-friendly, includes both automatic and manual operating modes, and provides real-time indication of tank levels, operating flow rates, pressures, pump and valve operations, and additional safety features.
The objective of this task is to upgrade the laboratory control system which supplies graywater, blackwater, and potable water to different wastewater treatment systems.
SECTION 3.0 – SCOPE OF WORK
TASK 3.1 Modify Control System Design:
The contractor shall modify the LWFS design in accordance with the following guidelines:
· The contractor shall convert program logic from the Mitsubishi FX 2N series PLC to the Mitsubishi L-series PLC. The current program contains about 7600 words of PLC ladder logic (190 printed pages), plus additional logic for remote boxes. The existing master PLC will become a remote box in the new PLC design, which will become the master to control the entire system. Enclosures 1 and 2 show the piping and instrumentation diagram (P&ID) and the current display design. The display design contains twenty-two screens that control and monitors eight tanks and over 100 components for automatic operation of pumps, valves, level switches, blowers, and accessory equipment.
· The contractor shall use their tools, such as Mitsubishi's GX-Developer, GT Works, iX Pro Developer software, etc., required to develop the new control system logic and the screen designs for the Beijers HMI.
· The contractor shall modify and transition the screen designs from the 12 inch Mitsubishi GOT 1000 HMI to expand on the 21inch Beijers HMI. The Contractor shall address ease of use and maintain for all the current controls, alarms, settings, etc. that are on the Mitsubishi HMI. The contractor shall support any modifications to the instrumentation configuration and provide for future expandability in the new software design, including additional tank fill recipes for Tanks 1, 2, and 7 as shown in the P&ID. Upon project completion, the contractor shall provide the program electronically via compact disks (CDs) in accordance with CDRL A001.
TASK 3.2 Install Program Control System and Screen Designs:
· The contractor shall install the new program logic and screen design changes in Task 3.1 to the necessary hardware/software.
· The contractor shall enclose the 21 inch Beijers HMI in the provided water-proof Nema 4x enclosure, install the HMI electrically to communicate with the remote boxes, and mount it on the concrete wall in a designated location at NSWCCD, Building 60, Room 175.
· The contractor shall perform check outs of all functions of the program, including the calibration of the sensors and alarms both electronically and functionally while using potable water. The new control system shall be documented in a user's manual that will allow Code 633 personnel to operate, and troubleshoot the control system in accordance with CDRL A002. The contractor shall provide in-lab training for Code 633 personnel. The contractor shall limit the actual downtime of the system for ten (10) business days to avoid delays of on-going and planned laboratory tests.
TASK 3.3 (OPTION) Maintain the program to calibrate input and output arrays. The contractor shall provide semi-annual maintenance on the program to calibrate and adjust the input and output control signals to communicate with future test equipment.
