SOLE SOURCE JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

From: , Code

To: Code 02 Simplified Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

Products and services required include 21 free-drifting ocean sensors (miniature wave buoys, MWBs), two (2) hand-held buoy tracking devices and oceanographic technical services for data processing. MWBs shall be fabricated, assembled and delivered for use by Navy personnel conducting at-sea trials. The MWBs drift freely in the ocean in order to detect, observe, record and transmit wave data to satellites in Earth orbit and onto a shore-based laboratory for processing.

MWBs and hand-held buoy tracking devices are required not later than 01 November

2018. Oceanographic technical services are required from in support of at-sea trials in order to discuss recorded data, its statistical deviations or variance, and resolve technical issues.

Code is seeking sole-source procurement with the Marine Physical Laboratory (MPL), Scripps Institute of Oceanography (SIO) located at the University of California in San Diego.

Vendor point of contact (POC) is .

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

The proposed procurement is for highly-specialized services essential to the ability of the

Navy to conduct near-shore and open-ocean research. SIO is uniquely qualified by virtue of its extensive experience in the fields of oceanography and hydrodynamics. SIO is the only research organization routinely employing wave sensing miniature wave buoy systems and integrating the results with other SIO-derived environmental sensor system measurements to form a coherent model of wave phenomena. SIO has the unique capability to use these wave sensing miniature buoy systems from Navy and non-Navy ships, the Scripps Pier, and a specially designed vehicle that allows wave measurements taken from virtually any location of interest. SIO has also mailto:eterrill@ucsd.edu mailto:alupu@ucsd.edu developed propriety algorithms that analyze data obtained using wave sensing miniature buoy systems and integrating it with other data streams into statistically-defensible information.

No other entity has the capability to employ wave sensing miniature buoy systems in the manner required, let alone integrating the buoys with existing or newly-developed sensors. SIO has invested years and thousands of labor hours to develop this capability. Bringing in another vendor to design, develop, operate and maintain unique wave sensing miniature buoy systems would increase the cost to the Navy approximately XXX because it requires duplicative effort and long lead-time to delivery. Even with sufficient training it will still require more hours to re-train at least . In addition, the SME has to re-write the QMS documentations of the buoy and it will cost the Navy an additional . On top of additional costs, bringing new vendor will cause delay on the project. It is unlikely another vendor would possess the complex knowledge of the unique wave sensing miniature buoy systems required for Navy-centric application. Attempting to match capabilities would result in unacceptable schedule delays for at-sea trials.

3. MARKET SURVEY

Outlined below in Table 1 are three (3) vendor alternatives to SIO. Also, identified in Table 2 are product characteristics that do NOT meet Government requirements. No other product or service meets Government need.
