JUSTIFICATION AND APPROVAL
FOR USE OF OTHER-THAN-FULL-AND-OPEN-COMPETITION
JUSTIFICATION
1. Contracting Activity
Department of the Navy, Naval Sea Systems Command, Naval
Surface Warfare Center, Carderock Division (Code 6610).
2. Description of the Action Being Approved
This is a limited source action for placement of a commercial purchase order that restricts consideration of contractors to an item peculiar to one manufacturer. The proposed action is to be awarded to Correlated Solutions, Inc. for the procurement of a VIC-3D High-Speed (HS)
Digital Image Correlation (DIC) system. This justification is in accordance with FAR 8.405-
6(a)(1)(i)(B).
3. Description of Supplies/Services
Naval Surface Warfare Center - Carderock Division (NSWCCD), Code 66 seeks to develop and maintain improved HS measurement techniques for measuring shock response in support of the OHIO Replacement Program. DIC is an optical method that employs tracking and image registration techniques for accurate 2 and 3-dimensional displacement measurements. DIC can provide more accurate and robust data at a lower cost compared to using traditional gages due to its relative ease of implementation and use. NSWCCD does not currently have the capability to perform high-speed DIC and seeks to bridge this gap. The recommended solution is to procure a VIC-3D HS DIC system from Correlated
Solutions, Inc. HS digital image correlation systems comprise many components that must be matched and tuned to give accurate results. For the system to function properly, compatible analysis software and a precise calibration procedure is also required. As explained herein, the VIC-3D
HS DIC system from Correlated Solutions, Inc. is the only system that meets all of the capability requirements, as defined in the Statement of Work. The VIC-3D HS DIC system is required by 1 June 2016 and the estimated cost is $360K.
The Ohio Replacement Program Office (PMS 397) is funding this acquisition. The funding for this acquisition is critical to obtaining accurate, non-contact, high-rate displacement, and strain, velocity, and acceleration measurements at a reduced cost.
4. Statutory Authority Permitting Other Than Full and
Open Competition
The authority supporting this limited source justification is:
FAR 8.405-6 (a)(1)(i) (B) “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized”
5. Rationale Justifying Use of Cited Statutory Authority
NSWCCD currently holds a license for the VIC-3D DIC software developed by Correlated Solutions, Inc. as well as two HS cameras specifically compatible with the VIC-3D DIC system.
Compatibility with NSWCCD’s existing Correlated Solutions
VIC-3D DIC system is of paramount importance. Compatible systems are required such that the licenses, cameras, and accessories are interchangeable among the systems. The cost associated with integrating a non-compatible DIC system is in excess of $300K. This cost is primarily attributed to the need to procure two new HS cameras ($260K). There would also be additional costs associated with labor hours needed for developing standard operating procedures for use of the system for underwater explosion shock testing and training users on utilization of a new system. These additional costs are estimated to be approximately $45K.
6. Description of Efforts Made to Solicit Offers from as
Many Offerors as Practicable
A market survey was conducted by performing an internet search for available systems. Search results revealed four commercially available HS-DIC systems: Correlated
Solutions, Aramis, LaVision, and Dantec. The Correlated
Solutions, LaVision, and Dantec systems are sold directly through their respective manufacturers. The Aramis system is known to be sold by two vendors: GOM and Trillion. Only the Correlated Solutions system is compatible with the 1280 x 800 pixels high speed cameras, capable of 20,000 frames per second with a pixel size of 28 μm already in use in the division.
Further, in accordance with FAR 5.2, a synopsis of the contract action was posted on Federal Business
Opportunities (FEDBIZOPPS) website on 05 April 2016. No responses to the synopsis have been received to date.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the proposed order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative
(considering price, special features, administrative costs, etc.) to meet the Government’s needs.
8. Actions to Remove Barriers to Competition
In March 2016, NSWC Carderock competitively awarded a contract, N00167-16-P-0105, to Trillion Quality Systems for one (1) 3D-DIC system (non-high speed). Procuring this system, along with its associated software, will allow Code
6610 to test and validate this systems’ ability to integrate into the current system on a smaller scale. If the Trillion software and system is determined to be capable of meeting NSWCCD’s requirements, competition for future DIC systems in the HS sector is feasible.
The circumstances surrounding the need to obtain the required services without providing full and open competition will be reviewed annually by the Procuring
Contracting Officer (PCO).
