STATEMENT OF WORK

FOR

HOMEPORT TRAINING

1.0 Scope.

This Statement of Work (SOW) sets forth the requirements for providing Homeport Training (HPT) for students at Naval Station Pearl harbor, HI. Fleet Concentration Area (FCA) for a Ship Board Barber course outlined in Table “A”, Supply Course provided below.

The Training Course Control Document (TCCD), Attachment “1” is designed to meet the fleet and shipboard training requirements and shall not be tailored by the contractor to accommodate its instructional methods and strategies without approval from the Center for Service Support. The training provided by the contractor shall be set forth under the requirements in Paragraph 3.0. The contractor shall be required to work closely with the designated Contracting Officer’s Representative (COR) and Points of Contact (POC) from the Center for Service Support (CSS) at Newport, RI; the Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL and the Training Site Department (TSD) Naval Station Pearl harbor, HI FCA. The course of instruction included under this scope is subject to change, to be modified and/or deleted by the Government.

2.0 Applicable Documents and Support Material.

3.0 Requirements.

3.1 HPT Training. The contractor shall provide the facility and instructional services, to include the personnel, supervision, management, materials, and instructional technology needed to conduct training of students in the course described in Table “A” below to the specified completion criteria identified within the course objectives.

The contractor shall provide a completion certificate as appropriate for the course listed in Table “A”. The contractor shall coordinate with NAWCTSD, the Contracting Officer’s Representative (COR) and/or the POC to assure that the scheduled dates are established. Table “A” identifies the course, the class length in terms of training days, the estimated number of convenings per year, the maximum class size in terms of students and the student throughput.

3.1.1 Course Descriptions.

3.1.1.1

SHIP BARBER (A-840-0013).

COURSE LONG TITLE: SHIPS SERVICEMAN SHIPBOARD BARBER.

Purpose: To provide training in the basic fundamentals of Barber Shop Sanitation and Hair Cutting procedures for male and female personnel.

Scope: Hair cutting techniques, proper personal hygiene, sterilization of hair cutting equipment and customer service standards are covered during this course.

3.2 Instructor Services.

3.2.1 Experience. The contractor shall maintain a qualified instructor force to cover scheduled training. The contractor's instructors shall have at least three years of documented military or licensed civilian instructor experience in related type courses to include, but not limited to, either Barbering and/or Cosmetology and all documentation will be provided in accordance with the CDRL A002.

3.2.2 Academic Currency. Instructors / Facilitators shall have their professional currency in accordance with their academic or industrial standards for certification in their field of expertise.

3.2.3 CPR. The Contractor’s instructors shall be certified in Cardiopulmonary Resuscitation (CPR), prior to of instructing any classes. Certificate shall be provided to the COR and/or POC before instructing in accordance with the CDRL A002.

3.3 Course Schedule. Classes shall be conducted Monday through Friday excluding Government Holidays. Class scheduling is based upon an eight-hour training day.

This course will have five convenings with a maximum class size of 2 students per convening. The course is 20 days in length. The period of performance is for the following classes:

November 11, 2009 – December 18, 2009

January 13, 2010 – February 19, 2010

March 10, 2010 – April 16, 2010

May 12, 2010 – June 18, 2010

July 14, 2010 – August 20, 2010

3.4 Class Attendance. The contractor shall take class attendance each morning throughout the course. Absences and other occurrences shall be reported to the COR or POC. A copy of the class attendance list shall be sent; e-mail or faxed, by 1200 EST each day to the COR or POC.

3.5 Government Furnished Information and Property (GFI & GFP).

3.5.1 Government Furnished Information (GFI) Provided The COR or POC will provide the following GFI to the contractor with-in ten business days of award; course curriculum, student and instructor guides and handouts to support the implementation of the training. Training curriculum: approximately 750 pages.

3.5.2 Government Furnished Information (GFI) Responsibility. The contractor shall maintain and secure the original curriculum copies, files and student records in accordance with the Privacy Act of 1976. These documents shall be made available to CSS and COR or designated government representative upon request.

3.5.3 Furnished Property The barber kits (including barber kit trolleys) will be provided to the contractor as follows; Barber Kit (Appendix A – list of material in kit). This will be for the use of the Navy students during the courses only. The COR or POC will provide the Barber Kits to the contractor with-in ten business days of contract award. The contractor shall be responsible for the security of the barber kits. The contractor shall provide all other supplies and equipment to accommodate training per the TCCD.

3.6 Training Material. The contractor shall be responsible for supplying all copies (i.e. student handbook, handouts, etc.) needed for students receiving HPT under their instruction as outlined in the TCCDs (Attachment 1). Page Count: 750 pages.

3.7 Academic Performance. In the event a student is unable to satisfactorily complete or is performing unsatisfactorily in a course, the contractor shall notify the COR or POC within one business day of identifying the unsatisfactory performance. Information to be provided to the COR or POC shall include the student’s name, rank, last four numbers of the social security number, and academic performance record.

3.8 Course Evaluation. The contractor shall conduct instructor and course evaluations using student critiques. The contractor shall contact the COR for guidance in the development of student critiques. The critiques shall be approved by the COR.

3.9 Course Completion Notice. The contractor shall e-mail or fax the HPT course completion notice to CSS, NAWCTSD, and COR/POC within five business days of course completion. The course completion notice will be prepared in accordance with the CDRL A001.

3.10 Contractor’s Facilities. Contractor’s classrooms/ facilities will be made available for training under this contract for the listed course. The contractor will provide overhead projectors and/or, other electronic devices needed for this course in the classrooms. Facilities shall be located within one-hour drive from Pearl Harbor Naval Station front gate. The contractor’s facilities shall be of adequate size/space to conduct the training. These facilities shall have acceptable environmental conditions (heat/air) normally found in an academic setting. The government will have to approve contractor’s facilities prior to the first day of class.

4.0 Access to Military Installations. The contractor’s employees are not required to access military installations in performance of this contract. If access is required, the contractor shall coordinate with the COR / POC to ensure proper access to the military installation is obtained.

5.0 Security: The contractor is not required to have a security clearance to instruct listed courses.

6.0 Contractor Information:

6.1 Contract Management. The CSS, NAWCTSD, and the COR under direction from NETC are responsible for technical management of this program. The NAWCTSD PCO is the only person authorized to approve any changes in requirements under this effort. In the event the contractor affects any such change at the direction of any person other than the PCO, the change is considered to have been made without authority.

6.2 Dress Code/Grooming/General Standards. The contractor will ensure that all instructors, instructor supervisors, and other contractor personnel that come in contact with Navy students maintain a high standard of grooming, personal appearance, conduct, speech, safety and personal integrity that reflects a high degree of pride in them-selves in keeping with their positions as training professionals. The contractor shall NOT at any time during the contract/ period of performance allow student fraternization, sexual harassment and/or any type of discrimination. This course of instruction is at a high level of visibility in the Navy and is very much in the public eye, and instructors shall be technical skill role models to the young men and women in the Navy. The morale and motivation of the student and instructional personnel shall be maintained at a maximum level to ensure a favorable environment for learning.

6.3 Subject Matter Experts (SME). Government SME’s for each course covered under the contract may be made available, through CSS, to the contractor for telephone and or personal consultation and technical reviews of course modifications or updates. In addition, the Navy may require an SME to monitor the class.

6.4 Centers’ Evaluation. The COR or POC may sit in on a class and periodically evaluate the contractor’s instructors.

6.5 Agency to provide support. The CSS will be providing support from the TSD at Pearl Harbor, HI. The TSD will be the focal point for the distribution and receipt of all GFI/GFP. The following CSS Point of Contact (POC) will be the TSD:
