6.302-1 Only one responsfblesource and no other supplies or services will Sftisfy agency requirements.
T1. J&A Description: :
J&A Number: 09-512 Acquisition Name: Human Systems Irregular Warfare
T2. Technical Point of Contaot: _
I WHAT is being acquired?
T3. Concisely describe the nature of this aoquisition (Le. What the item or service is and what function it will perfotm):
This acquisition will provide ~ngineering services to support Irregular Warfare projects which will include design and; installation support through all acquisition phases including research, design and development engineering, test and evaluation, training, aircraft modification, repair, design configuration support.
The contractor shall provide $tate-of-the-art rapid prototyping processes and techniques as well as traditional engineering processess to quickly create tangible prototyping processes and techniques as well as traditional engineering processes to quickly create tangible prototypes of target designs and system interfaces. The contractor will develop and integrate operating and pilot vehicle interface hardware and software to meet mission performance objectives into manned vehicles, unmanned vehicles, boats, ground vehiCles, and missionized trailers. When demonstrated and validated, the prototyped ha~dware and software shall support efficient and effective operation of the specialized tyste~s, subsystems, and equipments. The contractor will also supply and support the test operation as assessment of performance on a variety of the manned and unmanned vehicles. The contractor will supply and support the associated weapons system~, sensors, communications systems and survivability enhancements that will meet the test requirements. The contractor shall support the entire incremental verificatio/1 and validation (V&V) process, including development and operational testvalidatic!>n of the specialized weapons systems. This support is not
I limited to but will include up front analyses, conducting test, and reporting.
An example is the continual !design and development of an Irregular Warfare components and systems which are currently being demonstrated in aircraft, vehicles and boats. This IrregularW~rfare Suite is a platform agnostic mission kit that provides advanced networking, radio~, sensors, controls and displays, These systems and subsystems provide enhanded communications, tactical oollaboration, visualization as well as state of the art Intelliigence, Surveillance, and Reconnaissance (ISR).

I WHO is the only source?
T7. Research and Engineeriing Development. Inc. is the only source that can provide the above supplies or services and no other supplies or services will satisfy the program's requirements.
[WHY is the source above the i only one that can fulfill the requirement?
In accordance with Title 10 uis.c 2304(c)(1) as cited in FAR 6.302-1, "Only ol(le responsible source and no other supplies or services will satisfy agency requirements."
T8. Only the specified source: can provide the above described supplies or services due to: Select from the folio :in .
o Insufficient Technical ata and / or Ri hts: The Government does not possess i adequate data and / or th$ rights necessary to competitively award this requirement.
I
• Explain why the te~hnical data is necessary for this acqUisition:
• Does the Government possess all the technical data required to competitively award this requirement?
DYes
• If Yes, explain why the Government does not possess sufficient data rights to competitively award this requirement:
• Could the necessary rights to the data be purchased?

J&A Template: One Source v09-02!
This amount is ~conomically unfeasible due to o No, explain:
o Substantial Duplicationiof Cost (for follow-on actions only): The ab ve source is deemed to be the only source available because an award to a sourc other than the original provider wouldl result in a substantial duplication of cost w ich would not be recovered through com'petition.
| • | An estimated $ worth of work would be duplicated. |
| • | Explain in detail how this amount was determined. |
IZI Unacceptable delay ofwork (for follow-on actions only): The above source is deemed to be the only SOliJrce available because an award to a source other than the original provider woulq result in an unacceptable delay in fulfilling the Government's requireme'1ts.
• Going to another s¢>urce would create a delay of
10 to 14 months..
• Explain in detail how this delay estimate was determined.
This delay estima~e was determined by compiling a list of the contractual relatiQnships that would have to be rebuilt, sub-contract suppliers/sources that would have to be identified, personnel training that would have tp be conducted as well as operational experience and technical lessons; learned that would have to be rebuilt or designed around.
• Explain in detail how the Government would be unable to meet its requirements by th1js delay.
A delay of 10to 1~ months would place us completely outside the SUbsystem develppment for Irregular Warfare system suite development and demonstration. As a result, these developmental systems would n~t be going through a concept demonstration and validation phase ~nd they would be virtually "untested". Future acqUisition programs would be relegated to courses of action that are not based on.established performance requirements. Operational concepts with reid warfighting benefits will not be proven.
• Describe the specified source's ability to provide the needed supplies I services within th~ necessary timeframe.
In FY 2008 - 200~ the Human Systems Department (AIR-4.6), Naval Air Warfare Center - iAircraft Division, was tasked by the Office of Secretary of Def~nse (050) to conduct a demonstration of a suite of mission equipment (sensors, displays, communications, networking, visualization and tactical collaboration). Previous Irregular Warfare Suite developme:nt and integration was supported by Research and Engineering Devi~lopment, Inc. (RED-INC).· RED-INC has subsequently supported folloW on efforts. They currently have the proper support personnel in place.
The success of ~hese developments and demonstration efforts has resulted in furth,r projects associated with Irregular Warfare.
