About this file
This document is a Brand Name/Sole Source Justification for the procurement of Eon Instrumentation video coordinate systems equipment for the Naval Surface Warfare Center (NSWC) Corona.
The key details are as follows: The Eon Instrumentation equipment has been previously tested, approved, and integrated with the existing systems at NSWC Corona. Using another brand would require significant additional testing, integration, and software development efforts, resulting in substantial duplication of costs to the government that are not expected to be recovered through competition. NSWC Corona has no plans at this time to compete future contracts for these supplies/services, but will assess the feasibility of competition if another potential source emerges. The related federal contract opportunity is a combined synopsis/solicitation for the procurement of this Eon Instrumentation equipment, with an all-or-none requirement and no partial quotes accepted.

D FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. [When utilizing this exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).]
D FAR 16.505(b )(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.
D FAR 16.505(b)(2)(i)(E) For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source.
D FAR 16.505(b)(2)(i)(F) In accordance with section 1331 of Public Law 111-240 ( 15 U.S.C.
644(r)), contracting officers may, at their discretion, set aside orders for any of the small business concerns identified in 19.000(a)(3). When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in part 19 apply.
D FAR 16.505(b)(2)(i)(G) For DoD, NASA, and the Coast Guard, the order satisfies one of the exceptions permitting the use of other than full and open competition listed in 6.302 ( 10 U.S.C.
3406(c)(5)). The public interest exception shall not be used unless Congress is notified in accordance with 10 U.S.C. 3204(a)(7).
3. Rationale Justifying Use of Cited Regulatory Authority.
a.) IZ! The Items Described in Paragraph 1 Must Be Compatible In All Aspects
1Form, Fit And Function) With Existinf! Svstems Presentlv Installed.
NSWC Corona RSl0Nl, Instrumentation and Software Engineering branch, designs and builds
All equipment specified in Section 1 of this document has been previously used for and meets the form, fit, and function required by the system. The specified equipment has also been approved for use per its Authority to Operate (ATO).
b.) D A Patent, Copyright, or Proprietary Data Limits Competition.
c.) D The Items Described in Paragraph 1 are "Direct Replacements"
Parts/Components for Existing Equipment.
d.) D Foreign Military Sales (FMS) Supported By A Case Letter.
2 | 5 e.) D Unusual and Compelling Urgency.
f.) IZJ Other: If required, discuss any other rationale that supports the use of a brand name/sole source for this effort.
The Eon Instrumentation video coordinate systems equipment has specifically been selected, tested, and verified to work in the harsh environments
. We have tested this Name Brand equipment and verified that it properly integrates with the existing systems installed .
To maintain compatibility and reduce operations and maintenance costs, it will be to the Government's advantage to continue to acquire the Eon Instrumentation video coordinate systems. Furthermore, personnel have been trained and certified in the operation, installation, and troubleshooting of this Name Brand Equipment.
4. Implication of Procuring Another Brand/Manufacturer.
a.) D Unacceptable Delays in Fulfilling the Agency's Requirements.
b.) IZJ Substantial Duplication Of Cost To The Government That Is Not Expected
To Be Recovered Through Competition.
If a different brand-named video coordinate system device is selected, the following tasks would need to be completed, costing the government more money in time and labor:
- Testing: Each new product must be tested and approved based on the system requirements defined in ATO before it may be instrumented into are only built when they are ordered, and complete systems are not stored in-house. We would have to buy more unnecessary components just to test the equipment in question (At least 45-60 days to test and receive approval).
Roughly 2-3 people are involved at any given point during the testing and approval process. (See Table 1 for rough cost estimate of these efforts)
- Integration: The software must be able to interface with the equipment via their network interfaces. Presently, software is already programmed to interact with the Eon Instrumentation equipment. If equipment other than the brand-named equipment is provided, there will be a substantial effort to implement new code into the software to interface with each non brand-named device. (See Table 1 for rough cost estimate of these efforts)

5. Actions to Remove Barriers to Competition.
For the reasons described in Paragraphs 3a, 3f, and 4b, NSWC Corona has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWC Corona will assess whether competition for future requirements is feasible.
