CONSTRUCTION SPECIFICATION

200E. MOBILIZATION & DEMOBILIZATION

1. SCOPE

The work shall consist of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract.

2. WORK ITEMS

Mobilization and demobilization shall consist of the following:

a. Transportation of personnel and equipment to and from the site.

b. Establishment and disassembly/removal of signage, storage facilities, sanitary facilities, utility service, and other necessary facilities at the site not covered in specific line items.

c. Other items as specified in Section 4 of this specification.

3. MEASUREMENT AND PAYMENT

For items of work for which specific lump sum prices are established in the contract, the quantity of mobilization will not be measured for payment.

Progress payments will be made only to the extent supported by invoice. If the total of such payments is less than the contract lump sum for mobilization, the unpaid balance will be included in the final contract payment. Total payment will be the lump sum contract price for mobilization, regardless of actual cost to the contractor.

Payment will not be made under this item for the purchase costs of materials having a residual value.

Payment of the lump sum contract price for mobilization will constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to completion of the work.

Compensation for any item of work described in the contract but not listed in the schedule of work will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 4 of this specification.

4. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction details are:

a. Mobilization

(1) The work shall consist of the mobilization and demobilization of the contractor’s forces and equipment necessary for performing the work required under the contract.

(2) The entire job site shall be considered a hardhat area. All persons including operators inside an enclosed cab are required to wear a hardhat properly labeled with a minimum certification of ANSI Z89.1 1997 Class G or E Type I or II and less than five years old. Signs at least 3 feet by 4 feet in size with red letters at least 6 inches high and a white background shall be erected at all access points. The signs shall read “CONSTRUCTION AREA - HARDHATS REQUIRED BEYOND THIS POINT”. Variances to the exact signage requirements listed above may be approved by the Government.

(3) This item shall also include providing an individual on the work crew who has a current first aid certificate from the Mine Safety and Health Administration, American Red Cross, or other state-approved organization.

(4) This item shall also include providing one moisture-proof, dust-tight, 16-unit American Red Cross approved first aid kit for every 25 employees.

These first aid kits must be located in accessible, well-identified locations at the job site and be replenished as contents are used or become ineffective or outdated.

(5) This item shall also include providing a chemical toilet (port-a-potty) on each job site.

(6) To minimize the establishment of the Imported Fire Ant, Solenopsis invicta, Federal Regulation 7 CFR 301.81 and Oklahoma Administrative Rule OAC 35:30-13-3 have established a quarantine to regulate the movement of soil, hay or straw, plants with soil attached (including grass sod), and soil-moving equipment. All soil-moving equipment shall be properly washed and/or otherwise cleaned of all soil material before mobilizing to and demobilizing from the job site(s). Equipment cleaning is not required for site-to-site mobilization within a County on contracts which contain more than one job site. The movement of other regulated articles listed above may require an authenticated certificate or permit.

(7) The contractor shall be responsible for identifying the location of utilities prior to construction activities and shall notify the Oklahoma One-Call System at least 48 hours prior to starting work at the project site. If any unidentified utilities are encountered after work is initiated, the contractor shall discontinue work and notify the Government officer immediately.

(8) Construction activities shall be scheduled such that the Contractor will mobilize from site-to-site consecutively. Concurrent work on more than one site at a time will not be allowed.

(9) Payment will be made as the work proceeds, after presentation of paid invoices and/or documentation of direct costs by the Contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for the completion of the work.

262E. ROCK RIPRAP INSTALLED

This work shall consist of furnishing and installing rock riprap as detailed in this specification and as shown on the drawings, including filter, bedding, or crushed rock as specified.

2. MATERIALS

Rock riprap, filter, bedding, and crushed rock materials shall conform to Material Specification 263E, Rock For Riprap.

3. SUBGRADE PREPARATION

The subgrade surfaces on which the rock riprap, filter, or bedding is to be placed shall be cut or filled and graded to the lines and grades shown on the drawings. When fill to subgrade is required, material shall be compacted in place to provide a firm surface for material placement.

Rock riprap, filter, or bedding shall not be placed until preparation for that area is completed and the subgrade surfaces have been inspected and approved.

4. EQUIPMENT PLACED ROCK RIPRAP

The rock riprap shall be placed by equipment on the surfaces and to the depths specified. The rock riprap shall be installed to the full course thickness in one operation and in such a manner as to avoid serious displacement of the underlying materials. The rock for riprap shall be delivered and placed in a manner that will ensure that the riprap in place shall be reasonably homogeneous with the larger rocks uniformly distributed and firmly in contact one to another with the smaller rocks and spalls filling the voids between the larger rocks.

Rock riprap shall be placed in a manner to prevent damage to structures. Hand placing will be required as necessary to prevent damage to any new and existing structures.

5. FILTER OR BEDDING

When the contract specifies filter or bedding beneath the rock riprap, the designated material shall be placed on the prepared subgrade surface as specified.

Compaction of filter or bedding aggregate will not be required, but the surface of such material shall be finished reasonably smooth and free of mounds, dips, or windrows.

6. CRUSHED ROCK

When the contract specifies crushed rock for the purpose of stabilizing wet foundation conditions, the Job Coordinator shall arrange for the placement of the material after consultation with the Government.

Compaction of the crushed rock will be with two complete passes of the equipment.

The surface of such material shall be finished reasonably smooth and free of mounds, dips, or windrows.

7. JOB COORDINATOR

The contractor shall provide a job coordinator to be available on each site at all times while work is in progress. The job coordinator shall coordinate the delivery and stockpile of materials, direct the contractor’s work operations, and coordinate activities with the Government and project sponsors. The job coordinator shall have a cellular telephone or other suitable method of communication at the job site to coordinate activities with the quarry, truckers, personnel, and emergency services, if needed. (If the contractor chooses to work on multiple sites concurrently, a job coordinator is required for each site.)

The job coordinator will NOT operate equipment.

8. MEASUREMENT AND PAYMENT

For items of work for which specific unit prices are established in the contract, the quantity of each type of rock riprap delivered and placed within the specified limits will be computed to the nearest 0.1 ton by actual weight. For each load of rock riprap placed as specified, the Contractor shall furnish to the Government a statement-of-delivery ticket showing the weight to at least the nearest 0.1 ton.

The quantity of each type of filter or bedding aggregate delivered and placed within the specified limits will be computed to the nearest 0.1 ton by actual weight. For each load of filter or bedding aggregate, the Contractor shall furnish to the Government a statement-of-delivery ticket showing the weight to at least the nearest

0.1 ton.

The quantity of crushed rock delivered and placed in accordance with this specification will be computed to the nearest 0.1 ton by actual weight. For each load of crushed rock, the Contractor shall furnish to the Government a statement-of-delivery ticket showing the weight to at least the nearest 0.1 ton.

For all materials - If delivery tickets show weight to the nearest 0.01 ton, the actual weights shown will be added together and rounded to the nearest 0.1 ton at the conclusion of the project.

Payment will be made at the contract unit price for each type of rock riprap, filter, bedding, or crushed rock. Such payment will be considered full compensation for completion of the work.

9. ITEMS OF WORK AND CONSTRUCTION DETAILS

Unloading of riprap or bedding materials from trailers via belly-dump mechanisms will not be allowed.

The Sponsor will provide one front-end loader (w/operator) to assist with rock placement and one dozer (w/operator) to assist with site smoothing, leveling, and stock pile control. The Job Coordinator will be required to coordinate contractor activities with the Sponsor to allow for efficient management of the project. No additional equitable adjustment in contract price or performance time will be allowed due to failure of contractor to effectively coordinate such activity. Use of the sponsor's equipment by the contractor is not allowed.

Items of work to be performed in conformance with this specification and the construction details are:

a. Rock Riprap, Installed

(1) This item shall consist of furnishing and installing rock riprap on the slopes to a thickness of 36” and in the keyway footings to the extent shown on the drawings and as described in this specification. Upstream and downstream cutoff trenches will be installed at locations and to the extents marked in the field by the Government. All excavation of keyway footings and cutoff trenches shall be included in this line item.

(2) Quantities in the schedule of work are estimates. The Job Coordinator shall coordinate activities with the Government to ensure that the proper quantity of riprap needed to complete the work is delivered to the site.

(3) The Job Coordinator will be responsible for taking weight delivery tickets and making copies available to the Government. The Job Coordinator will also keep daily totals and running totals of all rock riprap delivered to the site.

(4) Measurement and payment for rock riprap installed and meeting specifications will be to the nearest 0.1 ton based upon weight delivery tickets.

b. Riprap Bedding, Installed

(1) This item shall consist of furnishing and installing riprap bedding to a 12” thickness on the slopes to the extent shown on the drawings and as described in this specification. All cut and fill required to achieve the specified bank slope and prepare the subgrade for placement of rock as shown on the drawings shall be included in this line item.

(2) Bedding will be placed on the slope as shown as work proceeds and covered with rock riprap at the conclusion of each work day.

(3) Quantities in the schedule of work are estimates. The Job Coordinator shall coordinate activities with the Government to ensure that the proper quantity of riprap bedding needed to complete the work is delivered to the site.

(4) The Job Coordinator will be responsible for taking weight delivery tickets and making copies available to the Government. The Job Coordinator will also keep daily totals and running totals of riprap bedding delivered to the site.

(5) Measurement and payment for riprap bedding installed and meeting specifications will be to the nearest 0.1 ton based upon weight delivery tickets.

c. Crushed Rock, Installed

(1) This item shall consist of furnishing crushed rock to the site and dumping it as directed by the Engineer for the purpose of supporting the rock dumping area.

(2) Quantities in the bid schedule are estimated quantities. The Job Coordinator shall coordinate activities with the Contracting Officer’s Representative to ensure that the proper quantity of crushed rock needed to complete the work is delivered to the site. No crushed rock shall be delivered to the site until the Contracting Officers Representative verifies that foundation conditions warrant the use of such material.

(3) The Job Coordinator will be responsible for making delivery ticket copies available to the Government Inspector. The Job Coordinator will also keep a running total of crushed rock delivered to the site.

(4) Measurement and payment for crushed rock dumped on site shall be to the nearest 0.1 ton based upon weight delivery tickets.

MATERIAL SPECIFICATION

263E. ROCK FOR RIPRAP

This specification covers the quality and gradation of rock and aggregate to be used on this project.

2. QUALITY

Individual rock fragments shall be dense, sound and free from cracks, seams and other defects conducive to accelerated weathering. The rock fragments shall be angular to subrounded in shape. The least dimension of an individual rock fragment shall be not less than one-third the greatest dimension of the fragment.(Less than 5% of the individual rocks larger than five pounds shall be flat or elongated to the extent that they will not meet this criteria.)

Loads that arrive on the job that appear to have a significant deviation from the specification, as determined by a cursory inspection by the Government, will be rejected and the supplier will remove the questionable material. If the material is unloaded on the site and the Government determines there is a significant deviation from the specification, the weight ticket will be noted as objectionable and can be handled one of two ways as determined by the supplier's Job Coordinator:

a. The supplier can reload the material and remove it from the job. No compensation will be made for the material.

b. The Government can note on the ticket that the material does not meet specifications, the reason it does not meet specifications in his opinion, and the weight of the questionable load will be reduced by 50%. The material will then be utilized in some form or fashion on the job.

The source of rock for riprap must be approved by the Government and material shall meet or exceed the criteria of NRCS Rock Type 3, which are detailed below:

Bulk specific gravity (saturated surface-dry basis)—Not less than 2.3 when tested in accordance with ASTM C 127 on samples prepared as described for soundness testing.

Absorption—Not more than 4 percent when tested in accordance with

ASTM C 127 on samples prepared as described for soundness testing.

Soundness—The weight loss in 5 cycles shall be not less than 20 percent when sodium sulfate is used or more than 25 percent when magnesium sulfate is used.

In lieu of the above criteria, rock sources which possess a current Oklahoma Department of Transportation Stone for Riprap certification may be accepted.

264E. OBSTRUCTION REMOVAL

This work shall consist of the removal and disposal of damaged trees, brush, logs, snags, sediment, any foreign materials and other flow obstructions from within the banks of the designated channels.

Within this specification, the term Improved Property shall include homes, lawns, landscaped areas, parks, athletic fields, parking lots, businesses, streets, etc.

2. ACCESS

The Government shall designate access unless alternate routes are obtained by the Contractor and approved by the Government.

3. MARKING OF WORK LIMITS

Each end of each reach of stream and its tributaries designated for obstruction removal will be referenced to easily identified roads or other structures or landmarks or be marked by the Government by means of stakes, flags, or other suitable markers.

4. REMOVAL

Flow obstructions shall be removed by methods including, but not limited to, sawing, cabling, winching, lifting, or dragging. Excavation shall be limited to that necessary for sediment and stump removal.

The following guidelines will be used to determine which trees, stumps, and brush to remove. The Government will make the final determination.

a. All downed trees brush, limbs, tops, vines, and other washed-in woody vegetative materials lying completely or partially within the stream banks shall be removed.

b. Undermined or storm damaged trees within or outside the banks which are still standing but likely to fall into the stream shall be removed.

c. Stumps of downed or undermined trees within the channel banks shall be removed.

Sediment accumulations, which may reasonably be assumed to have resulted from the storm, shall be removed from within the defined channel.

All building materials, manufactured items, and other loose foreign debris lying completely or partially within the stream banks shall be removed.

5. DISPOSAL

All foreign debris such as building materials and manufactured items shall be hauled to an approved landfill unless alternate off-site disposal area(s) are obtained by the Contractor and approved by the Government.

Natural woody and other vegetative debris removed from the streams shall be burned and buried, or placed in windrows or debris piles as specified in Section 8.

Sediment removed from the watercourses shall be placed near the top of the channel bank and spread to a thickness not exceeding six (6) inches. No sediment shall be placed on improved property except where directed or allowed by the Government to fill stump holes, ruts, and other local depressions.

The Contractor shall obtain all permits necessary for burning debris. Residue from all burning operations shall be buried with a minimum depth of cover of one

(1) foot below normal ground elevation. Covered areas shall be graded to blend with the existing topography.

Debris shall not be placed in tributaries, side ditches, or other defined water entrances to the watercourse being cleaned.

6. SPECIAL REQUIREMENTS

Roadways constructed in the work areas shall be kept to the minimum necessary. No grading for equipment to work or benching of the valley sides will be permitted without the concurrence of the Government.

All saw cuts shall be made as close to ground level as the cutting tools will permit.

The Contractor shall take reasonable precautions to prevent further damage to the streams and its environment to include streambanks, fishery resources, and undamaged trees. The contractor shall provide tanks or barrels to be used for off-site disposal of chemical pollutants such as drained lubrication or transmission oils, greases, etc. produced as a by-product of this work. Washing, fueling, or servicing of equipment shall be avoided where spillage or wash water can enter the watercourse.

The Contractor shall not routinely operate heavy equipment such as crawler tractors and tracked backhoes within flowing streams.

The number of stream crossings shall be kept to a minimum. Materials used to form stream crossings shall be removed once the work for the subject reach is completed.

The Contractor shall backfill holes in the channels and channel banks resulting from stump removal in residential and other landscaped areas. Backfill shall be the best fill material available from within the channel area and within fifty (50) feet of the stump hole.

Fences which must be cut or removed for access shall be repaired or replaced by the Contractor at his expense to equal or exceed the quality of fencing that was in place prior to cutting or removal.

The Contractor shall take all reasonable precautions to prevent damage to structures, utilities, or other fixed improvements and shall promptly repair or replace any such improvements damaged by his operations.

7. MEASUREMENT AND PAYMENT

For items of work for which specific lump sum prices are established in the contract, payment for obstruction removal will be made at the contract lump sum price. Such payment shall constitute full compensation for all labor, equipment, tools and other items necessary and incidental to completion of the work.

Compensation for any item of work described in the contract but not listed in the schedule of work will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 8 of this specification.

8. ITEMS OF WORK AND CONSTRUCTION DETAILS

Items of work to be performed in conformance with this specification and the construction detail therefore are:

a. Debris Removal

(1) This item shall consist of all work, equipment and personnel required to remove all floatable material, concrete, metal, and miscellaneous debris within the channel and within all areas flagged in the field. The work performed in this line item will be done in cooperation with the Sponsor’s forces and equipment.

(2) Also included in this item is the felling and removal of trees that are either flagged for removal or within the designated stockpile areas and/or the work limits for placement of the rock.

(3) Debris shall be disposed of in the following manner:

a) All woody material will be removed from the necessary work areas identified above and stockpiled at areas designated for such. The Sponsor will be responsible for disposal of the woody debris.

b) Any materials removed from the site that contains materials of a hazardous nature, including household appliances (i.e. refrigerators), will be separated from the other materials by the Contractor and disposed of by the Sponsor.

(4) Items of work subsidiary to this line item are:

a) Deposition Removal – Construction Specification 264E

b. Subsidiary Item, Deposition Removal

(1) This item shall consist of the removal of all deposition and channel reconstruction as shown on the plans or marked in the field.

(2) Deposition shall be removed to the elevation of stream channel to blend with the existing bottom immediately upstream and downstream.

(3) Excavated streambank slopes shall be 2 to 1 or flatter.

(4) Excavated material shall be disposed of in areas adjacent to the stream channel.

(5) No separate payment will be made for Deposition Removal.

Compensation for this item will be included in the payment for Debris Removal for the appropriate site.
