ARCHITECT-ENGINEERING (A-E) SERVICES
In accordance with and pursuant to FAR 36.6, the USDA Forest Service, White Mount Ranger District, is seeking qualification statements of Architect‐Engineer (A/E) firms to provide professional design services and past performance information from vendors interested in providing professional architect and engineering services at Rock Creek Boat Launch Facility (BLF), Inyo National Forest, CA to design improvements to the existing Rock Creek (BLF). This acquisition is for a Total Small Business Set‐Aside. The Government will only accept qualifications from small business concerns. All other firms are deemed ineligible to submit offers. The North American Industry Classification (NAICS) Code is 541310. To be considered a small business under NAICS Code 541310, Architectural Services, average annual revenues must be $7.5 Million or less. . The Government intends to award one Firm Fixed-Price contract Design services include planning and design.
Estimated Period of performance Award for 1 May 2019 – 24 April 2020 Estimated Magnitude for the subsequent construction project is between $100,000 and $2,500,000.
BACKGROUND: Rock Creek Lake is located on the slope of the Sierra Nevada range, in the Inyo National Forest, Mono County. The Rock Creek Lake is one of the highest drive lakes in the area and provides visitors with opportunities to experience a wide variety of outdoor activities. Activities range from camping, hiking, bicycling, horseback riding, and rock climbing to nature viewing and photography. The BLF is close to campgrounds and RV sites. Currently facilities include drinking water, flush toilets, picnic tables, campfire rings, and bear –proof food lockers. The campgrounds recive upt o 13,000 in the camping season which is from May to mid-October. The camp is closed for the winter and the road to the lake is not plowed and closed to vehicle traffic. There resort offers cabin and boat rentals and there is a general store and café within walking distance to the BLF. Rock Creek Lake has a surface area of approximately 55 acres can accommodate small fishing motor boats, rowboats, kayaking, canoeing, float tubes and paddle boarding. Existing Conditions.
Existing Conditions (excerpt taken from Rock Creek Feasibility study) The age of the asphalt boat launch ramp is unknown. It is a single lane launch ramp and is slightly inclined and the degree of the slope may need to be steep to be compliant with Department of Boating and Waterways (DBW). The asphalt has deteriorated containing many cracks. A rubber fabric-gravel area shows signs of extensive use, the gravel within the fabric is loose, and it does not improve traction. It was originally installed in an attempt to restore ramp functionality, but that repair has since failed. According to the Forest Service, a four-wheel drive vehicle should e used to launch trailered motor boats due to loss of traction. The shoreline surround the BLF is gentle sloped allowing launches for kayaks, canoes and other non-motorized vessels to be made directly from the shore. The water depth at the ramp site is shallow for 40-50 feet before the lakebed drops off. The Forest Service states the lake level can fluctuate three feet, receding up to 20 feet at the boat ramp. The lake is also subject to high winds and surface waves.
The BLF parking area includes 16 single-vehicle parking spaces and a two-unit restroom. The site is not currently compliant under the American with Disabilities Act (ADA) and does not contain any vehicle-trailer parking. The asphalt surface of the main parking area is worn and the striping is faded.
The existing restroom has two unisex flush toilets that require continuous maintenance and must be shut down in the winter to avoid freezing conditions and bursting pipes. The Forest Service would like to change from a flush system to a vault style restroom. This will allow the restroom to be open through the fishing season, which begins on the last Saturday in April and ends November 15th, and operational over the winter for snow-seeking visitors. The restroom may be relocated closer to the main parking area to reduce costs for accessibility, if the new location is free of large underground granite boulders.
There is over-flow parking approximately one block from the BLF, consisting of two sections that include 20 single-vehicle spaces. Expansion of the over-flow parking area is not possible; however, traffic flow may be rerouted to add vehicle-trailer parking. Cost associated with improvements to the road between the two sections of the over-flow parking area is not eligible for grant funding.
Description of work for this project is to obtain the services of an Architectural and Engineering (A&E) firm to create complete Construction Design Documents for the rehabilitation of the Rock Creek Lake Boat Launching Facility as described in the attached Rock Creek Lake Boat Launching Facility Feasibility Report, dated November 29, 2017, which outlines the needed site improvements.
