Appendix A

Work Activity Items

Item 1. Mandatory- Cut and skid all biomass to the landing to be decked with tops (material 3.0 to 9.9 inch dbh)

Government Quality Assurance Plan

Inspection (General):

Government inspections are for the purpose of satisfying the government that the services are acceptable and do not relieve the contractor of the responsibility of maintaining quality control.

The contractor shall conduct inspections in all units with accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.

Inspection (Specific):

Item 1. Cut and skid all biomass to the landing to be decked with tops

Measurable Performance Standards

Government Inspections: The Contracting Officer or Contracting Officer’s duly authorized representative will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Inspections will be a walk-through visual examination of the Unit. When work appears satisfactory, it will be accepted. When work appears unsatisfactory, the contractor will be responsible for rework to correct the deficiencies.

The Government may suspend operations if it is apparent the contractor is not meeting specifications.

Item 5-7. Mastication of material 9.9 inch dbh and less Optional Units 921,992, and 36

1. In units identified above, all brush, both dead and alive, greater than 6 inches in height shall be machine masticated (shredded, mulched, or chipped). Pacific yews, black oaks, dogwoods, and California nutmeg vegetation shall not be masticated unless necessary for equipment accessibility.

2. Contractor shall masticate all conifer and hardwood trees, not designated as leave trees, 9.9 inches or less dbh. Contractor shall select conifer or hardwood leave trees in order to retain 20-25 foot spacing between leave trees. In specific units, Forest Service may designate in writing greater or lesser leave tree spacing. In no case will the Forest Service designate a leave tree spacing less than 16 feet. Species in order of preference when choosing leave trees are sugar pine, ponderosa pine, Douglas-fir, incense cedar and white fir.

3. All masticated vegetation shall have a stump height generally no greater than 3 inches above ground level as measured on the uphill side or 6 inches above obstacles (i.e. large rocks, down logs not designated for mastication).

4. Existing unmerchantable logs > 12 inches at the small end diameter and > 10 feet in length shall not be masticated. Existing snags > 16 inches dbh shall not be masticated. Contractor shall not masticate vegetation within Streamcourse Buffer Strips shown on Contract Area Map unless otherwise flagged on-the-ground by the Forest Service or agreed to in writing.

5. Within units designated for mastication >10 acres in size, Forest Service, or Contractor by agreement, may identify small groups (0.25-0.5 acres) of conifers, hardwoods and brush to be retained to meet wildlife cover objectives. Approximately 1 group per 10 acres may be identified to be left untreated.

6. Residual masticated vegetative debris resulting from contractor’s operations shall lie flat on the ground and generally not exceed 12 inches in height. Individual pieces of vegetative debris shall generally not exceed 6 feet in length. No masticated or cut material shall accumulate against leave trees.

7. On tan-oak sprouts, which most of the units are composed of, leaving 1 to 3 single sprouts on the stump is encouraged to train the sprouts into trees and lessen the vigor of the resprouting mechanism.

Measurement for Stewardship Credit. Acreage was measured on a horizontal plane using a Global Positioning System. Unless otherwise indicated by this contract, the contractor may request remeasurement of any quantities. The request must be made in writing and must be made within 10 calendar days of completing work on the unit in question. If remeasurement indicates a variance of five percent or less from the stated quantity, the Forest Service may deduct Stewardship Credits to the Contractor equal to the cost of this remeasurement. If remeasurement indicates a variance of more than five percent from the stated quantity, Stewardship Credits will be based on the remeasured quantity, and the Contractor will not be liable for the costs of remeasurement. All remeasurements will be done by the Forest Service.

The Forest Service may remeasure quantities of completed stewardship work activities at its discretion. Forest Service will bear all costs for discretionary remeasurement. Remeasured quantities will be the basis for awarding Stewardship Credits. Remeasurement of acreage will be done using a Global Positioning System.
