Appendix A

APPENDIX A – TECHNICAL SPECIFICATIONS FOR MANDATORY AND

OPTIONAL WORK ITEMS

SCOPE OF WORK

Objective:

Implement the Butterfly Twain Fuels Reduction and Landscape Restoration Project by cutting and removing designated sawtimber and non-sawtimber coniferous trees from Twain West IRSC contract area. Treatment requirements include felling, skidding, biomass chipping and removal of Included Products meeting minimum specifications (reference Appendix B, Division AT).

This work will include, but not limited to, all labor, management, supervision, tools, materials, equipment, incidental engineering and transportation necessary to perform the stated purpose of this statement of work.

Potential equipment that will be required to accomplish all work requirements include but are not limited to: rubber tired skidder with grapple and “bull line”; grader; log loader; feller-buncher (optional); skid steer (optional), chainsaws, and directional felling equipment.

Mandatory Work Activity Items:

Item #1: Machine Cut and Skid Biomass to Landings (3.0” DBH to 9.9” DBH)

Item #2: Chip and Remove Biomass Trees and Sawtimber Tops from Contract Area.

Item #3: Road Maintenance

#1a Machine Cut Non-Sawtimber (Biomass) Trees

Within the listed Payment Units as shown on Contract Area Map, all standing designated live biomass size coniferous trees, contractually referred to as Combined Softwood, which meet Utilization Standards and one or more of the following criteria, are designated for cutting.

Species preference for cutting are lodge pole pine, white fir, Douglas-fir, incense cedar, Twain West IRSC 2 ponderosa/Jeffrey pine, sugar pine/western white pine and black oak less than 6” DBH as necessary for operations.

• Biomass trees are those Combined Softwood species which meet Utilization Standards for Grn Bio Cv in AT.2 and are designated for cutting, pursuant to: KT-CT.3.5.1# Designation by Spacing in Appendix B. Maximum stump height is 6 inches from uphill side of tree, unless prevented by obstacles or by agreement. (see AT.2 of Appendix B).

• The required spacing is a maximum average of 20 feet. The tree is within 15 feet of a live biomass size conifer that has a larger stump diameter than it, or within 15 feet of a live hardwood 6” DBH and greater, and the larger tree is not designated for cutting.

• Distances are measured horizontal, outside bark stump height to outside bark stump height.

Stump diameter is measured outside bark at stump height in a horizontal plane and is the average of a measurement across the short axis through the true center of the stump and a second measurement at right angles to the short axis.

• All Hardwood trees shall be left as leave trees, unless marked with BLUE paint.

• Trees marked with ORANGE boundary paint, shall be retained. Trees marked with and within WHITE painted boundary of retention Clumps shall be retained. No tree greater than or equal to 15 inches stump diameter shall be cut, unless marked with BLUE paint.

#1b Machine Skid Non-Sawtimber (Biomass) Trees

• Contractor and Forest Service shall agree to skid trail location under GT.4.2.2. Skid trails shall be no greater than 14 feet wide with a 100 foot spacing. Quantities of trees located in skid trails are not Included Timber under AT.2. Equipment operations within WHITE designated Clumps shall be avoided if possible.

Unit Boundary Description – With ORANGE paint, at eye level, primarily on sawtimber size trees (10.0” DBH or greater): three horizontal stripes facing into the unit, and a vertical stripe on each side of the tree along the unit boundary, with a stump mark at the uphill side and downhill side of the tree. Unit boundary corners are designated by Yellow Placards with black print identifying each unit. Blue flagging, used in unit layout during contract preparation, are also indicators of the contractual boundary.

Clump Designation – With WHITE paint, a single dot on exterior of Clump designates boundary. Where occasional sawtimber trees within Clump boundary are designated as included volume, trees must be cut by reaching from outside clump and fully suspending tree until removed from clump. All biomass trees within Clumps are to be retained as part of the Clump.

Locations of Clumps are approximate on the Contract Area Map (CAM).

Project Work Item #2 MANDATORY: Chip and Remove Biomass

Contractor shall chip biomass trees cut and skidded to landing under Work Item #1 and chip sawtimber tops of harvested sawtimber as included product.

Chips, as included product, shall be removed (hauled) from Contract Area to a cogeneration plant. (Government estimate has been appraised to hauling to ARP- Loyalton in Loyalton, CA.

Project Work Item #3 MANDATORY: Road Maintenance

See Appendix C for complete list of required road maintenance specifications.

Maps:

Work Item Units are the same as Payment Units in the Contract Area Map (CAM).

Control of Operations:

Within a given Payment Unit, the Contractor has up to 30 days after saw logs are cut and skidded to landings to complete the cutting and skidding of biomass. Biomass chip and haul must be completed prior to Contract Officer considering Contract Term Extension or adjustment, pursuant to (KT-GT.3.1.5# Project Operations Schedule) in Appendix B.

Inspection (General):

Government inspections shall be by ocular observation during walk-through of all units.

Additional government inspection may be by gridded plots. Government inspections are for the purpose of satisfying the government that the services are acceptable and do not relieve the contractor of the responsibility of maintaining quality control. The contractor shall conduct inspections in all units with accordance with the Contractor’s Quality Control Plan submitted to

CO.

Inspection (Specific):

Item 1. Cut and Skid Non-Sawtimber (Biomass)

Measurable Performance Standards Damage to residual stand is minimized to less than 5% of leave trees and no tree left that is damaged beyond recover, unless by agreement.

Clump retention is 100% maintained, unless by agreement.

DxD spacing average is 20 feet.

Any biomass material decked in transient at landing no higher than 25 feet.

99% of stumps meet height standard on 99% of acres treated. Maximum stump heights are 3 inches for biomass and 6 inches for sawtimber. Higher stumps may be allowed for trees near obstacles or by agreement.

Slash disposal meets slash treatment requirements.

Biomass material is 3.0 to 9.9 inches DBH.

Slash Treatment

A. No additional payment will be made for slash treatment.

B. No thinning slash shall be left suspended by, or lean against, a leave tree; whether it is dead or alive.

C. Thinning slash shall be pulled back from the following areas:

1. Roads - No slash shall be left within 5 feet of the outside edge of the road shoulders.

In areas with cut and fill construction, this distance shall be measured from 5 feet beyond the top of the bank to 5 feet beyond the point where the shoulder meets the fill slope. (i.e., hinge point of road shoulder and fill slope.) All open roads shall be kept free of thinning slash.

2. Cultural Resource Sites - If slash is felled onto a cultural resource site, the Contractor shall discontinue work in the general area until the CO has been notified.

3. All Other Improvements - No slash shall be left within 10 feet of any other physical improvement.

4. Private Land.

5. Fire Lines - No thinning slash shall be left in existing fire lines.

6. Unit boundaries

7. Streams, ponds, bogs, wallows, special aquatic features, riparian features.

Item 2. Chip and Remove Biomass

Measurable Performance Standards:

Included product chipped and removed from landings and Contract Area.

Chips remaining on landing are spread across landing to a depth no greater than six inches.

Slash pieces remaining on landing are less than 3 inches in diameter at large end and less than 10 feet long, and are machine piled to a height no greater than 15 feet.

Item 3. Road Maintenance

Government Inspections: The Contracting Officer or Contracting Officer’s duly authorized representative will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Inspections will be a walk-through visual examination of the Unit. When work appears satisfactory to COR, it will be accepted. When work appears unsatisfactory, the contractor will be responsible for rework to correct the deficiencies. The Government may suspend operations if it is apparent the contractor is not meeting specifications.

Measurement for Stewardship Credit: Acreage was measured on a horizontal plane using a Global Positioning System. Unless otherwise indicated by this contract, the contractor may request remeasurement of any acres. The request must be made in writing and must be made within 10 calendar days of completing work on the unit in question. If remeasurement indicates a variance of five percent or less from the stated quantity, the Forest Service may deduct Stewardship Credits to the Contractor equal to the cost of this remeasurement. If remeasurement indicates a variance of more than five percent from the stated quantity, Stewardship Credits will be based on the remeasured quantity, and the Contractor will not be liable for the costs of remeasurement. All remeasurements will be done by the Forest Service. The Forest Service may remeasure quantities of completed stewardship work activities at its discretion. Forest Service will bear all costs for discretionary remeasurement. Remeasured quantities will be the basis for awarding Stewardship Credits. Remeasurement of acreage will be done using a Global Positioning System.
