BACKGROUND: Silver Lake is one of four lakes in the June Lake Loop in the eastern Sierra Nevada Mountain’s June Lake Loop Recreation Area located in the Inyo National Forest, Mono County. The three lakes completing the June Lake Loop are Grant, June, and Gull. The June Lake Loop area provides visitors with opportunities to experience a wide variety of outdoor activities. Nearby trailheads provide access to the Ansel Adams Wilderness and Frontier Pack Station trailheads where activities range from camping, hiking, bicycling, horseback riding, and climbing to nature viewing and photography. The BLF currently consists of a single lane V-grooved boat launch ramp, 17 vehicle/trailer parking stalls, 22 single vehicle parking stalls, 2 ADA single vehicle parking stalls and two, two-unit restrooms. Adjacent to the BLF is a National Forest campground with 61 sites and can accommodate tents, trailers or RV’s. Current facilities include drinking water, flush toilets, picnic tables, campfire rings and bear-proof food lockers.

There is a private resort that offers boat and kayak rental, cabin rental, RV Park, general store, gift shop, and café all within walking distance of the BLF. Silver Lake has a surface area of approximately 110 acres and a storage capacity of 3,060 acre feet. The primary water source is from the Rush Creek. As a condition of the FERC license, consistent water level must be maintained for recreational purposes. Silver Lake BLF provides the only free public access to the lake. Non-motorized boating, as well as, boats with trolling motors commonly used by fishermen primarily due to the ten mile per hour speed restriction. The boarding float was removed in 2013 after storm damage due to safety concerns. The existing parking area has many cracks with vegetation growth and if unattended, will continue to deteriorate. There aren’t any designated ADA vehicle/trailer parking stalls. There is no existing ADA path of travel between facility amenities. One of the two restrooms building have been closed due to the unavailability of replacement parts. Second restroom building requires significant maintenance even in the winter months. Both structures have exceeded their useful life.

Description of work to be completed in contract is to create complete Construction Design documents for the rehabilitation of Silver Lake Boat Launching Facility. The improvements include:

• Replacing the eroded single lane boat launch ramp
