(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

1. DESCRIPTION OF WORK:

Heritage survey areas include units for timber harvesting, thinning and fuels reduction on the Klamath National Forest. The Bear Country project on the west side of the Klamath National Forest proposes to treat designated units via timber harvesting, thinning and fuels reduction. Heritage surveys are needed for a portion of the project area (6,000 acres) and will include site recordation for any newly identified archaeological sites. The project area habitat is mixed conifer forest on steep slopes with numerous drainages; elevation ranges from approximately 1,200' to 6,100'.

2. SCOPE:

The contractor shall conduct a heritage resource inventory within "Survey Needs" polygons for identified Project Area(s). The Contractor shall record all new prehistoric and historical resources located within the "Survey Needs" polygons within the project area. The contractor shall visit previously recorded sites and update existing site records.

The "Bear Country Project" survey is to be conducted in compliance with Forest Service policy, which requires a heritage resource inventory prior to any undertaking that may affect heritage resources (see FOREST SERVICE MANUAL 2361) pursuant to Section 106 of the National Historic Preservation Act of 1966 as amended (16 U.S.C. 470) and procedures of the Advisory Council of Historic Preservation (36

CFR 800).

The survey shall provide site-specific data sufficient for the Forest Service to locate and identify cultural resources in the project area(s). The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform the work described herein. The contractors qualified archaeologist with at least five years crew lead experience, identified in the proposal, shall personally supervise all phases of the contract, including field investigations.

3. PERIOD OF PERFORMANCE

The period of performance of this project is from Date of Award to November 30, 2020.

The desired date for completion of the task is as listed below. Contractor shall propose a work schedule to meet contract time and any deviations from these dates will be defined at task order award.

Survey Completion date: October 15, 2020.

Submission of Final Report and GIS data: November 30, 2020.

4. PROJECT LOCATIONS AND ACCESSIBILITY:

LOCATION: The Project Area is located on the west side of the Klamath National Forest (KNF) in Siskiyou County, CA. See the Vicinity Maps and Project Maps attached as Exhibits. Surveys shall not be conducted on private land. See Schedule and Project Maps for total acres requiring complete heritage resource inventory and USGS topographic locations.

5. DESCRIPTION OF THE PROJECT AREA AND ACCESSIBILITY:

The project area habitat is mixed conifer forest, with areas of mining activity, meadows, open rocky areas, rock outcrops, riparian zones, and steep canyons. Elevation of the project area ranges from approximately 1,200 to 6,100 above sea level.

Bear County project areas highest elevation can usually be accessed until mid-November and may be under snow until mid-May.

Access shall be by 2WD, 4WD, or by foot, as determined by the Pre-survey Reconnaissance. The Government will not plow roads. A road that is gated or has a berm closure shall not be accessed by motorized vehicles.

6. EXISTING INFORMATION:

In consultation and agreement with the California State Historic Preservation Office (SHPO), higher sensitivity areas on the east side of the Forest are typically found in areas of 0-30% slope. These areas include prehistoric and historic archaeological resources. Survey efforts shall concentrate only on those areas as outlined in Section VII, Field Surveys. Existing site records and ethnographic and historic literature are on file at the KNF, Supervisors Office, Yreka and the Salmon Scott Ranger District Office, Ft.

Jones, and may be examined and/or copied by the Contractor. A Geographic Information System (GIS) layer depicting previous survey coverage and site locations will be provided as well as a project map displaying this information.

7. OTHER APPLICABLE DOCUMENTS:

Archaeological Recordation Forms as specified in: Format approved by the California State Historic Preservation Office (DPR-523) shall be completed for all newly recorded sites. 8. SPECIAL REQUIREMENTS

DEFINITIONS

Diagnostic - Prehistoric: Time sensitive or functionally specific artifacts associated with prehistoric era (CA Pre 1850) human activity. These would include formed artifacts such as flake stone tools, projectile points, or ground stone artifacts (bowl mortars, pestles, metates, etc.)

Diagnostic - Historic: Time-sensitive or functionally specific artifacts associated with historic era (generally post 1850) human activity. This may include embossed or otherwise labeled bottles or tins, bottles with pontil marks or other time sensitive attributes, ceramics with maker's marks or other distinctive attributes, and/or artifacts associated with specific ethnic groups (Chinese, Basque, etc.).

Feature: Any humanly modified component of a site.

Historic Sites: Historic-era artifacts occurring in sufficient quantity or complexity, and/or groupings of artifacts and historic features that are in excess of 50 years old shall be documented as a site. If there are questions as to whether to record historic debris as a site, consult with the Contract Officers Representative (COR). The following heritage resources shall be documented as Historic Sites:

Water Ditches - record as linear sites.

Linear sites associated with nonlinear sites, record as two separate sites. Indicate association on site record form Mining tailings - can be recorded as isolated features. However, tailings need to be surveyed for potentially associated cultural mining features including historic debris, camps, shafts, etc. If any features are found to be directly associated, then the tailings should be recorded as a feature or loci of a larger historic mining site.

Prospect pits - all prospect pits (glory holes, coyote holes, etc.) will be recorded as isolated features, unless they are located within a larger mining site boundary.

Inventory: The systematic examination of a given land area (polygon) for the purpose of identifying and documenting archaeological sites and isolates. This includes, but may not be limited to, a literature review, archival research, pre-field research, survey design, field survey implementation, Global Positioning System (GPS) data collections, flagging site locations, report preparation, etc.

Isolates - Historic: locations which consist of a limited quantity, or singular historic artifacts that clearly are not associated with any other features or loci older than 50 years, shall be recorded as isolates.

Isolates - Prehistoric: locations with lithic artifacts which consist of less than 5 flakes and 1 formed tool within a 25 square meter area.

Loci: a center for cultural activity - typically separated from other parts of the site by space devoid of cultural materials.

Multi-Component Site: A site that contains both historic and prehistoric artifacts and features as defined above. A historic site that contains a single prehistoric artifact will not be considered multi-component. A prehistoric site, with a light occurrence of a historic refuse (i.e. five or six sanitary cans) will, likewise, not be considered a multi-component site. If there are questions as to where to record a site with multiple components consult with the COR.

Prehistoric Site: Prehistoric era artifacts occurring in sufficient quantity or complexity shall be formally recorded as a site. At a minimum: five unmodified lithic flakes and a tool (projectile points, biface, groundstone, etc.) within a 25 square meter area shall be defined as a site. All bedrock mortars will be recorded as isolates unless they are part of a site.

QC: Quality Control.

QCP: Quality Control Plan.

Qualified Principle Investigator: will meet the Secretary of Interiors Standards and Guidelines (48 FR 44738-44739) or OPM standards for Professional Qualifications including a graduate degree in archaeology or related fields.

Qualified Archaeologist: will meet the OPM standards for professional archaeologist and have two years of experience equivalent to a GS-9. Standards include a degree in archaeology or related field; six semester hours of related coursework (geology, history, scientific writing, etc.) and archaeological field school.

Professional archaeologists may work independently with oversight and certification by the Principle Investigator, and function as crew chief directly supervising personnel who do not meet these qualifications.

Qualified Survey Crew Member: will have a minimum of 12 months of specialized experience and/or 4-year course of study above high school leading to a bachelors degree with courses related to archaeology.

Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Education must be from an accredited technical school, college or university. Education may be substituted for specialized experience. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree may be credited toward meeting the specialized experience requirement. Survey crew members may, under the immediate, in-field supervision of a Qualified Archaeologist assist in survey, site recordation, photography, and site mapping. They may not perform any activities related to cultural resource work alone or unsupervised.

All surveyors shall: 1) be 18 years of age, 2) have the ability to recognize artifacts and features, 3) have the ability to walk over unit areas in search of cultural sites and isolates using a compass, topographical map and aerial photos, 4) have the ability to prepare site forms and collect relevant site information and, 5) have the ability to use GPS units, aerial photos, maps, compass, and be able to follow survey protocol.

Session: The time spent in the field gathering data. Sessions, up to ten continuous days, shall be set by the Contractor. Sessions shall be discussed in the Survey Plan.

9. PRE-SURVEY

1. Literature Review: The Contractor shall conduct a pre-field literature review including, but not limited to: applicable documents, District archaeological site atlas and site records, historic maps, General Land Office (GLO) plat maps, historic literature, and FS archaeological reports for the project area and adjoining areas. The Contractor shall also consult with local historical societies, archives, courthouses, museums, and the keeper of county records. Knowledge gained from the Literature Review shall be cited in the survey plan.

Standard: If important information that should have been gleaned from the Literature Review is missing from the Survey Plan, the contractor shall redo the Literature Review.

2. Pre-survey Reconnaissance: Prior to the start of field surveys the contractors shall conduct a field reconnaissance of the survey area to become familiarized with the Project Area. Impassable roads, locked gates, downed trees, etc., shall be noted.

Standard: The Pre-Survey reconnaissance shall use information reviewed during the Literature Review to aid in a field review of the significant terrain features, access, and heritage resource sensitivity. Strategies for locked gates and downed trees blocking roads shall be discussed with the COR prior to conducting the Pre-survey reconnaissance. Knowledge gained from the Pre-survey Reconnaissance shall be incorporated into the Survey Plan.

3. Survey Planning: The Contractor shall consider the information gathered during the Literature Review and Pre-survey Reconnaissance and discuss any issues that surfaced with the COR. After discussions the Contractor's Solicitation Proposal shall be updated with the survey strategy and renamed the Survey Plan.

Standard: The contractor's survey planning and strategy shall reflect the discussions with the Government about Project issues.

4. Quality Control Planning: The Contractor shall plan Quality Control Activities to ensure that the survey and deliverables meet the Governments Quality Standards. The Quality Control Activities shall be documented in the Solicitation Proposal and titled as the Quality Control Plan. After award the Quality

Control Plan (QCP) becomes a part of the Survey Plan and the Contractor's QC activities are specified by the QCP. A QCP that does not catch errors shall be redesigned.

Standard: The Contractor's Quality Control Activities shall test all activities against:

a. The Government's Quality Assurance Surveillance Plan: See X. GOVERNMENT'S QUALITY

ASSURANCE SURVEILANCE PLAN.

b. This Work Statement: See I. INTRODUCTIONS thru X. QUALITY ASSURANCE

SURVEILANCE PLAN.

10. FIELD SURVEYS.

Survey

Following Government approval of the Survey Plan, the contractor shall conduct a thorough heritage resource survey within the Survey Needs Area boundary. A thorough survey includes a systematic pedestrian examination, to the Inventory Survey Coverage specified on the Project Map, of the surface of the Project Survey area. Beyond the exposure of the ground surface for assistance in ground visibility, no subsurface excavation is authorized. The Contractor shall employ the following survey intensities and standards:

1. Sub item b - Complete Survey Coverage: This type of coverage shall be sufficient to allow the investigators to encounter the smallest of archaeological sites likely to occur in an area, based on pre-field research. Traverses or transects between members of the survey crew shall be a maximum of 0-30 meters apart, depending upon the ground visibility and slope.

2. Non-surveyable Inventory: These acres are considered by the Government to be too steep, brushy (or otherwise unsafe), or of exceedingly low sensitivity for heritage resources, and are therefore excluded from physical examination. All areas designated as surveyable on the Government provided map shall be surveyed at the "Complete Survey Coverage" level unless a different level of coverage is mutually agreed upon prior to fieldwork. The Contractor may not designate any areas as "non-surveyable" without approval of the Government. There will be no compensation for "non-surveyable" acres. Non-linear sites that straddle the Boundary: All non-linear sites that straddle or are directly adjacent to "Survey Needs" polygon boundaries shall be treated as if they fall entirely within the "Survey Needs" polygons. If nonlinear sites exceed the quantity on the Task Order Form then GPS coordinates shall be taken as a point feature and reported in the next Session Report.

3. Linear sites that straddle the Boundary: All linear sites that straddle the "Survey Needs" polygon boundaries shall be recorded and flagged and tagged 50 meters outside of the "Survey Needs" polygon boundary. Each segment of linear sites that exceeds the quantity on the Task Order Form shall have GPS coordinates recorded as a point and reported in the next Session Report.

Standard: The Contractor shall record all coverage changes on a 7.5 Minute USGS Quadrangle Map after discussing them with the Government. The changes on this map shall be digitized and included in the final GIS coverage layer. This acreage will be computed for final payment. A copy of this map and a discussion of rationale behind the change of Survey coverage shall be included with the next Session Report after approval of the survey coverage changes. Final payment will be made on actual survey coverage applied in the field as based on the contractors digitization, as approved by the Government. Non-surveyed areas shall be digitized as non-surveyable.

Record Sites

Sub items c, d, e, f and g. Record New Prehistoric and Historic Sites: The Contractor shall record all newly discovered: prehistoric and historical heritage resources within the survey polygons. A GPS device shall be used to record the location of all site boundaries and datum - See Datum section. All sites and isolates shall be digitally photographed. Representative photos of sites shall include at least two overview shots (looking across the site in a cardinal direction), and photos of artifact concentrations and/or features.

Paper copies of the photos shall be included with the DPR forms, and JPEGs will be supplied to the

Government electronically.

Standard:

Procedures: All recording shall conform to the Applicable Documents. If there is any professional disagreement during the term of this contract as to the age, condition, significance, previous use, status, size, or connectivity of a site or artifact, the Governments determination is final.

Isolates: Isolates shall be recorded via GPS to include a brief description (isolate number, era (P/H/M), count, type of artifact) in a data dictionary. Diagnostic projectile points will be photographed; JPEGs with associated coordinates will be supplied to the Government electronically.

Non-Linear Site Boundaries, Flagging: Site boundaries are defined as five meters out from the nearest historic or prehistoric artifact/feature. The contractor shall flag all site boundaries with orange and white striped flagging at a height of at least 5 feet if physically possible. A minimum of three flags shall be visible from any point outside of the site boundary looking in. The Contractor shall include all site loci within one site boundary as appropriate. If the site loci and/or features are separated by 200 meters or more;

record and flag these as separate sites and report in the next Session Report.

Linear Site Boundaries, Flagging: Site boundaries are defined as five meters out from the last artifact or feature. The contractor shall flag all site boundaries on the outside boundary with orange and white striped flagging at a height of at least 5 feet if physically possible. A minimum of four flags should be visible from any point outside of the site boundary. Linear features associated with an existing site that have not been recorded shall be recorded as a new site. Features associated with linear sites, such as, but not limited to wooden structures, artifact concentrations, and historic refuse, shall be recorded as a separate site. Linear sites shall be recorded by GPS coordinates as a "line feature" down the center, and be recorded as a separate site. Each site record shall mention any associated sites.

Datum: A site datum shall be established and recorded by GPS coordinates as a point feature. This data shall be entered on the Primary Record P2.d. UTMs.

Numbering: The Forest will provide a block of site numbers to the contractor at the pre-work meeting.

Forms: Draft forms shall be complete and legible. All site boundaries shall be recorded in meters. Site location maps shall include GPS coordinates of site boundary, FS site number, identification of site location with a FS site number, project name, ASR number, quad map name and year of revision, scale of map, and North arrow. Historic features are recorded in English rule, except for measurement from Datum to feature and/or artifacts, which shall be recorded in meters. All heritage resource site records shall be recorded using the format approved by the California State Historic Preservation Office (DPR-523) and the Klamath National Forest artifact recording, collection and task order procedures. Required photos shall be submitted as prints and .jpeg images. The contractor shall include the project name, ASR number, quad map name and year of revision, scale of map, and North arrow on all project maps. The Archaeological Site Record, the Linear Site Record, and the Artifact Record, shall be filled out as appropriate. The Archaeological Survey Report (ASR) number will be provided to the contractor at the pre-work meeting.

Documentation: Draft documentation shall be complete and legible. The contractor shall include the project name, ASR number, quad map name and year of revision, scale of map, and North arrow on all project maps. The Archaeological Survey Report (ASR) number will be provided to the contractor at the pre-work meeting.

GPS Requirements. A Resource Grade (preferably Trimble, no recreational GPS allowed) Global Positioning (GPS) system shall be used to record the location of site and isolates. The contractor shall furnish:

a. The uncorrected GPS files.

b. The Base Files used to make corrections.

c. Corrected GPS files.

d. GPS files exported as an ARC GIS shape file.

Artifacts within sites less than one acre may be recorded by GPS at the contractors discretion. A representative example of formed tools or archaeological features should be recorded by GPS at sites larger than one acre. All sites shall have their boundaries recorded as an area feature, and linear sites shall be recorded as a linear feature down the middle.

All GPS locations shall be to within plus or minus 3 meters horizontal distance at 68% probability of their actual location. The mapped locations shall be recorded in NAD 83, CONUS, UTM Zone 10, and meters.

Suggested receiver settings include 3D Mode, a PDOP of 8, SNR of 6, and Elevations Mask of 15 degrees.

The Contractor shall include data verifying the accuracy of the mapped locations in relationship to the actual location. The Contractor shall submit the verification to the Government in the form of survey notes, and GPS files with META data. The mapped locations shall be converted to ArcGIS shapefiles before they are submitted to the Government. Where GPS verification cannot be obtained directly for a location, the contractor shall obtain indirect GPS verification by measuring the azimuth and horizontal distance of the mapped location from a GPS verified reference point. GPS points shall be attributed in a data dictionary.

11. DELIVERABLES

Pre-survey Deliverables

1.Sub item a. Survey Plan: The Contractor shall incorporate the information gathered from the Literature Review and Pre-survey Reconnaissance into the Solicitation Proposal, and rename it the Survey Plan. The Survey Plan shall include the: who, what, when, and where about the Contractor's Survey. The Survey Plan shall be submitted for Government review at least ten business days before the planned start of the survey.

The Survey Plan shall be approved prior to the start of the survey. During the contract the Contractor shall maintain all portions of the Plan up to date and all changes shall be submitted with Session Reports and approved by the Government, before adoption.

Standard: At a minimum the Survey Plan contains the:

a. Schedule: Contractor's work schedule including field session dates and the dates the session reports are to be submitted, and other work commitments.

b. Work Progression: The approximate order the project will be surveyed.

c. Organization: A discussion of crew organization and the introduction of new surveyors that not included in the solicitation proposal.

d. Equipment: A discussion of the transportation and other equipment. Discuss the GPS equipment including make and model of GPS and settings that differ from the Government recommendations.

e. Safety: Discussion of emergency measures and communications between office and field.

f. QCP: Quality Control Plan and Forms (see below).

g. Survey map: The Survey map (1:24,000) with contours.

The Contractor shall submit updates to the Survey Plan with each Session Report.

2. Quality Control Plan: The Contractor shall include their Quality Control Plan as a part of the Survey Plan. During the term of the contract the Quality Control Plan shall be modified as needed to insure that the Contractors self-inspection identifies errors and discusses how they are to be corrected. A summation of the weeks Quality Control Activities shall be submitted with the Session reports.

Standard: The Contractors QCP shall make meaningful and significant improvements to the quality of the Contactors tasks and subtasks, as specified in the Schedule of Items. The contractor shall inspect fieldwork and all deliverables including all documentation and maps. The Contractors QCP should specify what field or office task is being inspected, who performs the inspections, how many or what percentage of the task is being inspected, how often, and to what standard they are being inspected.
