Special Project Specifications
SECTION 01 11 00
SUMMARY OF WORK
PART 1 GENERAL
1.01 SCOPE: The work of this Contract is to remove the existing HVAC system and install a complete and working new HVAC Heat Pump system at the Mount Shasta Ranger Station, Main Office (building #2008). The work shall include but not be limited to removing and disposing of fuel oil furnaces, fuel lines, fuel tank, old condensers and evaporators, non-essential ducts and supply plenum, thermostat, etcetera. Installation of new exterior concrete pads for 2-zone (4) heat pump system, (2) air handlers twined to supply each zone to hang from floor joists with anti-vibration hangers, fabricated ductwork to match new application, new insulated refrigerant lines, ducts, wall mounted wireless thermostats, etcetera; upgrading electrical supply panel and circuits; and all materials, work and labor necessary for a complete and working HVAC system.
1.02 BACKGROUND: The building is the Administration Office for the Mount Shasta Ranger Station. It has business offices for the Ranger, Business Support, HR, Recreation Department, Planning and Information Services. It was built in 1933 and is listed on the Historical Register. The goal of this project is to remove the two existing fuel-oil furnaces that pose a Haz-Mat risk and replace them with an energy efficient 2-zone electrical HVAC system.
1.03 GOVERNMENT FURNISHED: Water, electrical and other utilities are available at the site.
1.04 WORK COORDINATION: The Contractor shall coordinate the work and scheduling with the Contracting Officer’s Representative (COR).
1.05 LOCATION: The Project is located at the US Forest Service, Mount Shasta Ranger Station, off of Interstate 5, Central Mount Shasta exit, in the City of Mount Shasta, CA.
1.06 SITE VISIT: Contractors can visit the site to determine dimensions, quantities of materials, equipment, labor, tools and incidentals needed to determine the full extent of the project. Site visits shall be by advance appointment only.
1.07 MEASUREMENT AND PAYMENT: Measurement for the Contract will be by the completed job and payment will be on a Lump Sum (LS) Unit Basis for each pay item as shown on The Schedule of Items. Such payments will be considered full compensation for providing all materials, equipment, tools, disposal, labor and incidentals necessary to complete the work.

PART 2- PRODUCTS
2.01 HEAT PUMP: Mitsubishi Hyper-Heat System P-series Heat Pump and matching Air Handlers (or equivalent) for 2-zone system. Mitsubishi 15 KW back up heat strips (4) with lock-out thermostat installed.
Equivalent system shall be capable of efficiently heating and cooling the Main Office per specifications, building code and manufacturer’s recommendations.
A. OPTIONAL ENERGY EFFICIENT UPGRADE: If the option is awarded the Contractor shall install a more energy efficient heat pump system in lieu of the system specified above. The more energy efficient system shall at a minimum have the same heating and cooling capacity as above but shall also meet the following:
1. Meet Energy Star Requirements.
2. Minimum 8.2 HSPF Rating
3. Minimum 15 SEER Rating
4. Minimum 12 EER Rating
2.02 HEAT STRIPS: Heat strips (4) shall be 10KW, recommended by heat pump manufacturer and shall have lockout thermostats to increase efficiency and to regulate heat strip to turn on only when the exterior temperature is below the manufacturer’s recommended minimum heat pump temperature.
2.03 ELECTRICAL: Electrical supply panel and disconnect to be upgraded to accept new system and heat strips including: new wiring and circuits to meet existing code requirements.
2.04 SUPPLY BOOTS & RETURN COLLECTION BOXES: Existing supply boots and return collection boxes can be used if in good condition and compatible with new ductwork. Where supply boots and return boxes are damaged or not compatible with new equipment/ducts, all new boots/boxes shall meet the requirements of the manufacturer’s recommendations.
2.05 SUPPLY AND RETURN PLENUM: Plenums shall be new, meet manufacturer’s requirements and be sealed, lined or wrapped.
2.06 DUCTS: All branch runs are to be round galvanized 26 gauge or better and covered with R-11 vinyl wrap insulation.
2.07 THERMOSTATS: Thermostats shall be wall mounted (wired or wireless) with 7-day programmable schedules, located in central areas of the 2 zones to maintain comfortable work areas. Thermostats shall be connected to heat pump/air handler system and checked for operation, verifying that they are operating to the manufacturer’s recommended settings.

PART 3 EXECUTION
3.01 Disconnect and dispose of all existing HVAC equipment and related materials. Remove fuel tank and bollards. Extra caution shall be exercised when removing and disposal of fuel oil to eliminate fuel oil contamination or spills. If existing supply boots and return collectors are to be reutilized, care should be exercised to ensure they are not damaged while disassembling old system. All other items are to be new.
3.02 All reutilized items shall be cleaned thoroughly and in good working condition to meet manufacturer’s recommendations and existing code requirements.
3.03 All removed items are to be properly disposed of off Government property in accordance with all local, state and federal regulations. Careful removal of fuel oil and related piping/valves to ensure no spillage occurs, following all local, state and federal laws and code requirements.
3.04 All items shall be installed in accordance with manufacturer’s recommendations and existing code requirements.
3.05 Install pre-formed reinforced concrete slab(s) alongside of building. Location shall be approved by Contracting Officer and shall take into account pedestrian traffic, possible snow sliding off roof, blocking windows, building ventilation and standards of practice.
3.06 Air handlers to be suspended in basement area off of floor joists with strut suspension system and vibration hangers on all hanging points. Exterior heat pumps to be set on 12 inch high stands, anchored with concrete screws to new concrete slab.
3.07 All supply and return ducts, plenums, boots, boxes and related materials shall be insulated, taped and sealed as specified in accordance with code requirements and manufacturer’s recommendations. Where code requirements or manufacturer’s recommendations conflict with specifications, Contractor shall install the more energy efficient system.
3.08 Install dampers to allow balancing of heating and cooling system.
3.09 Refrigerant lines from exterior into building shall run the shortest distance to minimize materials and exposure to outside temperature. All bends should have smooth radius to minimize line kinks. All exterior lines shall be insulated and protected to prevent damage to lines and insulation. Interior lines shall be properly supported and insulated per manufacturer’s recommendations and meeting code requirements.
3.10 Testing of refrigerant lines with dry nitrogen and evacuated to 500 microns or as recommended by manufacturer.
3.11 Upgrade electrical supply/sub panel(s), disconnect and any other upgrades needed to meet the current code requirements and manufacturer’s recommendations in accordance with installation of the new heat pump system.
3.12 Install water-tight whip from disconnect to condenser.
3.13 Heat pumps shall be raised off base to provide water drainage away from units.
3.14 Condensate lines to be sloped to exterior for proper drainage. If not possible to slope the condensate lines to exterior, appropriate condensate pumps shall be installed to pump liquid to the building’s exterior.

3.15 Remove and dispose of all interior window AC units and baseboard heaters not identified by Contracting Officer to remain. Disconnection, removal/disposal of all wiring and electrical circuits used exclusively by the window AC and baseboard units in accordance with code requirements and standards of practice.
3.16 CLEAN-UP: Prior to final acceptance the site shall be thoroughly cleaned of all materials and debris which may have resulted from project work and such materials and debris removed from Government property and disposed of in accordance with local, State and federal regulations.
3.17 SAFETY: The Contractor has sole responsibility for their worker’s safety and all other persons who may be affected at any phase of the work
