STATEMENT OF WORK EMERGENCY VEHICLE UPFITTING

SCOPE

The Forest Service Fleet Management is seeking to establish a Firm-Fixed Price contract to outfit 11 fire emergency support vehicles using Region 5 and National Fire equipment standards.

This contract will be for the Shasta Trinity and Mendocino National Forests. Outfitting the vehicle requires various type of work depending on the vehicle and the needs of the agency but may include installation of light bars, siren packages, radio and antenna and special striping and marking per Forest Service specifications. The vehicles to be outfitted are a mix of makes and models of pickups and SUVs, though they all need essentially similar work to be outfitted as emergency vehicles. Additionally, vehicles may vary on the components that need to be installed. Some work also includes removal of the same type of equipment from vehicles that are scheduled for replacement. A list of vehicles is provided.

The government is seeking a contractor able to supply and install all components (other than government furnished) in accordance with Forest Service specifications. The contractor shall perform the installation within a reasonable traveling distance from Redding and/or Willows in order for the government to supply the vehicles and inspect the services. A single award is anticipated but up to two awards may be made.

The awarded Contractor (or Contractors) shall perform the required work items in accordance with the manufacturer(s) specifications using commercial practices in a professional and workman-like manner. Successful fulfillment of all contract requirements will ensure that the correct items are installed safely and perform as required. Skill in integration of all components for potential use simultaneously is important.

Additionally, skill in minimizing changes to the existing vehicle on installation is desired. All of the electrical components being installed shall be on a stand-alone system so as not to interfere with or void warranties from the vehicle manufacturer(s).

Due to uniformity requirements with respect to form, fit, function and interoperability, the Government has specified brand-name or equal for some of the Contractor-supplied equipment to be installed in the vehicles. The clause at Federal Acquisition Regulation (FAR) 52.211-6 Brand Name or Equal applies in these instances.

PERIOD OF PERFORMANCE

The contract will be effective from Date of Award.

Performance requirements shall be specified in each individual Task Order issued under the terms of this contract. Individual Task Order performance periods will include the standard be negotiated time per vehicle or if necessary specified on each Task Order.

CONTRACT TIME PER VEHICLE

Contract time authorized per vehicle is to be no more than 15 calendar days. However, contract time shall be negotiated and is an evaluation factor in this solicitation. Contract time per vehicle will be established at time of award and will be the standard unless changed in writing by the government.

DELIVERY AND PICKUP

The Government will pick-up and deliver all vehicles to the contractor's designated service location.

INSPECTION AND ACCEPTANCE

The Government may perform periodic inspections of new vehicle outfitting during the installation process. Inspection and acceptance will occur at the contractor's service location.

Inspections performed by Government personnel are for purposes of payment authorization only. The Contractor is responsible for self-inspection and maintaining work to the standards required in the specifications.

WORK STANDARDS

The Contractor shall exercise care in work methods to prevent damage to any vehicle submitted to it under this contract.

All work under this contract shall be performed in a skillful and workmanlike manner. The Contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct, and shall be responsible for taking such disciplinary action with respect to their employees as may be necessary.

Workmanship and Product Warranty

The contractor shall provide at a minimum a one year warranty on installation of new components, wiring, connectors and decals that were installed for defect(s).

Additional warranty for installation, materials and defects will be considered and evaluated in this contract.

WIRING REQUIREMENTS:

1. Main power supply, ground, and auxiliary wiring and connections shall be properly sized to accommodate the required amp load of the specified circuit.

2. Main power supply should not be connected directly to the battery. An OEM power buss shall be utilized for the main power supply whenever possible. A heavy duty manual re-set circuit breaker shall be installed as close to this buss as possible to minimize the unprotected portion of the main power circuit.

3. All accessories shall be installed with electronic timer for protection of electronic equipment that turns off after 4 hours of the ignition being turned off. 1 momentary switch shall be installed as a reset to the system so ignition does not have to be turned on to reactivate system.

4. All electrical components installed shall have an auxiliary fuse panel that all electrical components shall be routed through and have proper fuses and other needed protection installed. Electrical components shall be properly identified and included in wiring schematics.

5. Wiring shall be routed and/or protected to eliminate exposure to moving parts, heat, moisture, debris, abrasion and chafing. All wiring shall be properly loomed with proper grommets/protection when passing through metal or other hard and/or sharp /and/or abrasive materials. Wiring shall be color coded and function labeled. All wiring supplied and installed by the contractor shall be grease, oil and moisture resistant; and shall be securely fastened with insulated metal clamps and nylon wire ties.

6. All components shall have service loops providing access during inspection and maintenance.

7. All wiring and connectors shall be installed in accordance to manufacturer’s specifications. All connections shall be either soldered and sealed or solder less insulated terminal and butt connectors shall be utilized at all connection end and splice joints and shall be properly crimped to ensure a solid clamping force to maintain electrical integrity. All connectors shall be enclosed with weatherproof heat shrink tubing so as to prevent corrosion or degrading of connection and/or integrity.

8. When the installation of all equipment is complete, a test will be made to ensure there is no parasitic load on the main battery(s) when the ignition key is in the off position and the electronic timer has timed out.

9. A properly sized dedicated ground strap shall be utilized to ground the console to an electrically sound ground source. All grounding points shall be free of paint and other coatings to ensure a good metal to metal connection. All connections shall be sealed to prevent corrosion.

10. All wiring supplies shall be provided by the Contractor.

Equipment I Installation Manuals: Any installation manuals or copies thereof shall be provided to the Government prior to acceptance of the work.

SPECIFICATIONS

Line Item #1 - Supply and Application of Forest Service Vehicle Markings This line item includes several sub lines of a variety of designator information that may be ordered.

Stripping shall include standard fire stripping down the length of vehicle, operator designator, and forest designator. See additional information on schedule of items and drawing.

Below is example of standard configuration of markings.

• Stripping/marking/Door Shields in accordance with attached directions

a. Door Markings. Vehicle door markings must be adhesive, not magnetic, and affixed as described below and as depicted in exhibit 01.

(1) First line: FOR OFFICIAL USE ONLY. All letters must be Engineering Grade reflective (3M series 3279 or equivalent), ½ inch high, Highway Gothic D, capitalized, die cut, prespaced, and brown.

(2) Second line: U.S. GOVERNMENT. All letters must be Engineering Grade reflective (3M series 3279 or equivalent), 5/8 inch high, Highway Gothic D, capitalized, die cut, prespaced, and brown.

(3) A standard 10-inch Forest Service shield must be affixed under the window on the front door, positioned vertically to suit the door contour. The shield decal must be white flexible reflective film (3M series 680-10 or equivalent) with brown letters, tree, and shield border. All letters within the shield must be Engineering Grade reflective (3M series 3279 or equivalent), ¾ inch high, capitalized, die cut, prespaced, and in approved Forest Service font.

(4) Fourth line: Reflective 1½ inch equipment numbers must be stacked under the Forest Service shield on the front door, positioned vertically to suit the door contour. Numbers must be capitalized, die cut, prespaced, and brown. Center the equipment number on the door approximately 2 inches below the Motor Vehicle Decal. Where limited space does not permit placing the shield and equipment numbers in a stacked format, the Forest Service shield must have priority; place the equipment number in another location.

• Roof Identifiers – R5 standard. The R5 standard for roof identifiers on Command Vehicles is:

Quality Standard:

90% of stripping and all applied vehicle markings shall be without bubbling at inspection.

Line Item #2 - Supply Emergency lighting equipment. (Light bars and sirens) The Forest Service in nationally and in Region 5 is standardizing to the warning package described and any deviation must be approved by the government prior to installation. Forest Service specifications for brand name or equivalent are included on the schedule of items.

Forest Service Manual (FSM) 5210 requires Forest Service fire vehicles certified for emergency driving must meet National Fire Protection Association (NFPA) 1906 standards and California Title 13Motor Vehicle requirements for lighting, audible warning and reflective striping. The following table provides an example of equipment that shall be installed in each fire vehicle to meet these standards.

Work on this line item may include a combination of various components depending on if the light installation is external or internal.

As new technology becomes available, contractor may propose equivalent accessories for consideration.

Line Item #3 - Removal of Existing Emergency Equipment and Radios Work under this item includes removing equipment (radios, antennas, lights and sirens packages) and stripping from a current vehicle scheduled for replacement. The radios and antennas shall be carefully removed so they can be reinstalled or reused on other vehicles. The lights and sirens from the existing vehicles shall remain the property of the Forest Service and will be picked up with the vehicles.

Quality Standard: Electrical system and wiring shall be returned to original condition with regards to modifications made when up fitting took place, i.e. siren interface to OEM horn circuit, wig-wag flasher interface to OEM headlights, etc. All electrical connections shall be returned to original condition. Bulkheads shall be resealed which were originally modified to accommodate the routing of various wiring and wiring harness, i.e. routing of wiring through the fire wall and roof. Holes cut through the roof and firewall shall be sealed using plastic plug buttons and RTV sealant.

Line Item #4-Installation of Fire Emergency Warning Package Equipment and Radios.

Work on this item includes installation of the package supplied in item 2 and installation of Forest Service radio(s) removed in item 3 and new antennas and coaxial cables with appropriate connectors for the Forest Service Radio(s).

Quality Standard:

Work shall conform to all manufacturers’ requirements.

Final operation of all installed equipment Line Item #5- Miscellaneous. Quality standard shall be defined per task for this item.

HEALTH & WELFARE: $4.27 per hour or $170.80 per week or $740.13 per month

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor; 3 weeks after 5 years, and 4 weeks after 15 years.
