Background

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is responsible for the approval of Nurse Aide Training and Competency Evaluation Programs (NATCEP). Presently, NATCEP written and skills assessments are administered through community colleges across the state. To enhance workforce availability in the healthcare sector, particularly among certified nursing assistants (CNAs), the state of Iowa seeks to expand testing platforms to improve accessibility and better serve the needs of CNA candidates and their employers

Objectives

The State of Iowa objectives are:

• Ensuring Competency - Assess candidates’ knowledge and skills to ensure they meet state and federal CNA standards.

• Accessibility & Convenience - Provide a flexible, accessible, and affordable testing option for candidates in remote or underserved areas.

• Security & Integrity - Implement secure testing protocols to prevent fraud and ensure test integrity.

• Ensuring Affordability - Offer a cost-effective testing solution without compromising quality, accessibility, or compliance with regulatory standards.

• Compliance with Regulations - Align testing procedures with state and federal CNA certification requirements.

• Efficient Evaluation - Use technology to streamline the evaluation process while maintaining accuracy.

• Fair & Standardized Assessment - Ensure all candidates are evaluated under consistent and unbiased conditions.

• Preparation for Real-World Application - Confirm candidates can apply their knowledge in practical healthcare settings.

• Evaluate Hands-On Competency - Assess a candidate’s ability to perform essential nursing assistant tasks correctly and safely.

• Ensure Patient Safety - Verify that CNAs follow proper protocols to prevent injuries, infections, and other risks.

Multiple Awards

The Department of Inspection, Appeals, & Licensing may have multiple awards based on the ability of Respondents to propose solutions for CNA Testing Services. Overlap of services may be allowed for award purposes and is at the discretion of the State.

Contract Term

The Contract shall have an initial term of two (2) years, beginning on the date of contract execution (the “Effective Date”). At the end of the Contract’s initial term, the State shall have the option, in its sole discretion, to renew the Contract on the same terms and conditions for up to a total of four (4) additional one-year terms.

Group 1: Confidential Information Instructions: Instructions: Respondent is to complete must complete Form 22 and sign.

1.1

Confidential Treatment of Information - This Form 22 (Form) must be completed and included with your proposal. This Form is required whether the proposal does or does not contain information for which confidential treatment will be requested. Failure to submit a completed Form will result in the proposal to be considered non-responsive and eliminated from evaluation.

A Respondent requesting confidential treatment of specific information shall: (1) fully complete and sign Part 2 of Form 22, (2) conspicuously mark the outside of its Proposal as containing confidential information, (3) mark each page upon which the Respondent believes confidential information appears and CLEARLY IDENTIFY EACH ITEM for which confidential treatment is requested; MARKING A PAGE IN THE PAGE MARGIN IS NOT SUFFICIENT IDENTIFICATION, and (4) submit a “Public Copy” from which the confidential information has been excised.

Group 2: Terms and Conditions Instructions: Respondent will read the terms and conditions.

2.1

If Respondents have questions, requests for clarification, or exceptions with any components within the RFP (including proposed alternate language), such shall be submitted as questions through the Q & A Board. If the Agency determines that any changes will be made resulting from the questions asked, the Agency will communicate such changes in an RFP addendum. Other than through this process, the Agency rejects and will not be required to evaluate or consider any additional questions or proposed alternate language submitted with response.

2.2

Respondent shall download and read the contract template associated with this solicitation. In Question 2.3, if Respondent agrees with all terms and conditions without change, answer “YES”. For exceptions to terms and conditions, answer “No” in Question 2.3. Respondent shall then upload a redlined version of the terms and conditions document and submit it with their response to this solicitation. BY

2.3

Service Terms and Conditions - The Contract(s) that the Agency expects to award as a result of this solicitation will be based upon the Proposal submitted by the successful Respondent and the solicitation. The contract between the Agency and the successful Respondent shall be a combination of the specifications, terms and conditions of the solicitation, the contract terms and conditions in this solicitation, the offer of the Respondent contained in the Proposal submitted by the Respondent, written clarifications or changes made in accordance with the provisions of the solicitation, and any other terms deemed necessary by the Agency, except that no objection or amendment by a Respondent to the provisions or terms and conditions of the solicitation shall be incorporated into the Contract unless the Agency has explicitly accepted the Respondent’s objection or amendment in writing. The contract terms and conditions contained in this solicitation will be incorporated into the Contract.

2.4

If a Respondent takes exception to a provision(s) with the terms and conditions, Respondent must upload redlined Microsoft Word version of the terms and conditions.

Respondent will state the reason for the exception and the specific contract language it proposes to include in place of the provision. Exceptions that materially change these terms or the requirements of the solicitation may be deemed non-responsive by the State, in its sole discretion, resulting in possible disqualification of the Solicitation. The Agency reserves the right to either award a Contract(s) without further negotiation with the successful Respondent or to negotiate contract terms with the selected Respondent if the best interests of the Agency would be served. **PLEASE NOTE** DO NOT
