LANDSCAPE SERVICES
Statement of Work
Definitions
W eed Control: Hand removal of all undesired plants in planting beds and around the building as shown on the hand-weeding plot plan. String trimming of weeds shall be performed with a mechanized string trimmer or shears.
These specifications express the Government’s requirements in the form of minimum quality standards. Work schedule, frequencies, resources utilized, and methods of performance shal l be determined by Contractor.
Services shall be performed year-round, Monday through Friday, excluding federal holidays (New Year’s Day, Martin Luther King Day, Presidents’ Day, Memorial Day, Juneteenth, July 4th, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving and Christmas).
Contractor shall develop a work schedule for approval by the Contracting Officer’s Technical Representative. The Contractor is expected to work on scheduled days, unless other arrangements are made at least 2 days in advance.
Mowing, blowing and edging services shall be performed prior to 8:00 a.m., when most employees arrive at work, in order to minimize the potential for damage to their vehicles. Other services performed away from the parking lot may be performed between 8:00 a.m. and 4:30 p.m.
The Contracting Officer’s Technical Representative or designee will inspect the Contractor’s work weekly, and if he/she finds deficiencies, he/she will report via email to the Contractor and the Contracting Officer. Contractor shall remedy the deficiency(ies) in no more than 7 days. Also, the CO may withhold payment proportionate to the value of the noted deficiencies. Contractor shall request additional time from CO and CO’s Technical Rep, if the deficiency warrants it.
The Contractor shall provide a Foreman or Lead to supervise Contractor’s workforce. Contractor’s foreman (Lead) shall have sufficient command of the English language to understand, read, and act on communications from the CO’s Technical Rep.
Technical Requirements/Tasks
1. EDGING: Suggested frequency: once per month
Edge the grass adjacent to asphalt and concrete walks and driveways, and parking lot islands to provide a clean, neat edge with the hardscape. Trim and remove turf from around sprinkler heads to ensure optimal function. See edging/mowing plot plan.
2. MOWING: Suggested frequency: weekly, in summer; every two weeks, in winter
All turf grass shall present a well-groomed appearance at all times and will be maintained at a height of 2-2.5 inches. A mulching mower shall be used. See edging/mowing plot plan.
3. WEEDING AND WEED CONTROL: Suggested frequency: weekly
Weeds (all undesired plants) on building grounds shall be controlled or eliminated in order to present a neat, well-maintained appearance at all times. See definition “Weed Control” below. See hand-weeding plot plan.
All landscape debris (e.g., leaves, cuttings, weeds) shall be disposed of off-site (i.e., the Government’s dumpster shall not be used for landscape debris).
4. PRUNING: Suggested frequency: weekly
All plant material (including woody branches) protruding through fences and over brick walls shall be pruned so they no longer come through the fence. In addition, trees and shrubs overhanging the fence shall be pruned so they do not overhang the fence or wall. See pruning fence line plot plan.
5. BLOWING/SWEEPING: Suggested frequency: weekly
Keep fence areas, turf areas, sidewalks, gutters, parking areas, roadways and other surfaces free of leaves, grass clippings, spent flowerheads or dirt where debris collected.
6. TRIMMING:
All grass growth trimmed by means other than mower shall be trimmed to same height as mowed grass. Care shall be taken not to injure woody plants (trees, shrubs) by contact with string trimmers (“weed whacker”). Plant material that cannot be adequately protected from string trimmer damage shall be trimmed with shears.
7. WATERING:
Lawns, shrubs, and planted areas shall show no signs of excessive dryness. Overly wet or dry conditions shall be reported to CO’s Technical Rep at its first appearance. CO’s Technical Rep shall adjust sprinkler system as necessary. Sprinkler heads damaged by Contractor shall be replaced by Contractor with the same type as existing or equivalent. Contractor shall notify CO’s Technical Rep of said repairs.

Supplies, materials, equipment
The Contractor shall furnish all supplies, materials, equipment, and provide employee training, as needed, for the performance of the work of this contract. Training will include all applicable OSHA and other related standards.
The Contractor shall furnish to the CO’s Technical Rep all Safety Data Sheets (SDSs) for all materials used in the performance of this contract within 10 days of award. Any additional products for which Contractor had not previously submitted an SDS, shall be provided prior to its utilization.
Contractor shall provide an inventory list of products used and approved for contract performance 15 days after award.
Contractor shall update the list as changes are approved by the CO’s Technical Rep.
The CO’s Technical Rep will notify the Contractor if submitted item shall not be used under this contract.
All equipment must be properly guarded and meet all applicable OSHA standards.
The Contractor shall determine and provide personal protective equipment (PPE) required for the safe performance of work. Protective clothing, equipment, and devices shall, as a minimum, conform to Occupational Safety and Health Administration (OSHA) standards for the products being used.
Quality Control Plan
A Quality Control Plan shall be established which indicates how the performance standards will be met (i.e., tasks to be performed and the frequency associated with each task) for the 12-month contract performance period. The Plan shall be submitted to CO’s Technical Rep within ten days of award.
