SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1- GENERAL
1.1 SCOPE OF WORK:
The contractor shall provide any and all labor, equipment, supplies, services, permits, and licenses necessary to perform hazard tree mitigation along work on approximately 8.3 miles of linier fence and adjacent trail. The project area will consist of ponderosa pine, Douglas fir, white fir, aspen, juniper and pinion pine tree cutting and bucking and slash treatment on the Reserve Ranger District of the Gila National Forest. If fences are damaged during felling operations or fence sections need to be let down to prevent damage, it will be the responsibility of the operator to repair or stand the fence back up daily to prevent livestock movement. Fence will be repaired to pre-felling condition. In addition, to trees to be felled, any trees currently impacting (laying) on the trail, fence or in the right-of-way will be removed.
The contractor shall be registered with the Department of Labor under the Migrant and Seasonal Workers Protection Act.
This statement of work consists of completing the tasks/subtasks in Section 5 to the Performance Requirement in Summary Section 7.
LOCATION DESCRIPTION: The Work is located on the Reserve Ranger District, Gila National Forest, New Mexico. The project legal is Township 6 South, Range 16 West, Section 34; Township 7 South Range 16 West Sec. 3, 4, 8, 9, 17, 19, 20: Township 7 South, Range 17 West, Sections 24-26. (See attached map).
ACCESSIBILITY: Project area is remote with limited road access points. Motorized travel off road is not authorized. Access is via Highway 12, Forest Road 233, FR94, FR4311E and FR597 to the project area on the Reserve Ranger District.
BOUNDARIES: Trees will be felled at a maximum of 300 foot buffer from identified trail and fences identified in prescription below. A 5 foot trail right of way will be cleared on each side of the trail (10 foot total), an 8 foot fence right of way on each side of the fence (16 foot total).
PRE-WORK CONFERENCE: Before the beginning of project work, the Contracting Officer will arrange for a pre-work conference to be held at the Reserve Ranger District Office in Reserve, New Mexico to discuss contract terms, work performance requirements, standards, and the contractor’s plan for conducting work.
SITE VISIT: There will be a Pre-Bid Site Visit upon request at the Reserve Ranger District Office, HWY 12, Reserve, New Mexico.
Contact the Marc Estrada at the Reserve Ranger District at (575) 533-6231.
SALVAGEABLE MATERIAL: None.
MOTORIZED VEHICLES: Use of motorized vehicles will be restricted to the roads within project areas.
CULTURAL RESOURCE SITE: No known cultural resource sites are located within the project unit.
TREES TO BE CUT: A hazard tree is defined as a tree that has structural defects in the roots, stem, or branches that may cause the tree or tree part to fail, where such failure may cause personal injury or property damage. A defect may be caused by an injury or disease or structural problems. A target is any area that has a high risk of injury to people or property if a tree falls within striking distance of the site.
For this project, trees are considered a hazard tree if one or more of the following criteria is met.
1) Fire damaged trees with 20% or less of the live crown remaining
2) Leaning over 15 degrees from vertical toward a target
3) Large broken tops or limbs hanging over the roadbed, shoulder, trail, fence or facility
4) Show conclusive signs of advanced root or butt rot
5) Hollow sections in the butt log with little holding wood
6) Physical damage that weakens the strength of the tree
7) Tree root system was clearly weakened by hot fire at its base
8) Stump holes burned out adjacent to the tree
9) Roots exposed at the base of the tree and are compromised
10) Pre-existing dead trees
11) Rot indicators such as conks, broken tops, basal scars, or cat faces
12) Smoke or fire burning in the base or tops of either dead or live trees may indicate rot and/or weakening of the tree
Reserve Ranger District PAGE 3 of 18
13) Cracks as a result of wind and wood decay (vertical or radial)
The hazard trees would be felled for a maximum distance of 300 feet using the following table as a guideline for felling distance.
Mechanical equipment such as but not limited to feller buncher, skidder or forwarder will only be used in specific identified areas. In areas where mechanical equipment cannot be used or is not authorized, trees will be hand felled. Felled trees will bucked, lopped and scattered outside of a 5 foot trail right of way on each side of the trail (10 foot total), an 8 foot fence right of way on each side of the fence (16 foot total). Trees will be felled on contour when it is safe to do so. Slash will be lopped and scattered (24”) in a way to decrease erosion as designated by Contract Officer’s Representative on site. About 2 to 3 years following initial treatment of hazard trees, slash remaining in the area will be evaluated for prescribed burning, and burned if evaluation and monitoring of the area determine that this treatment is required.
Felling Distance is based upon tree height and safety zone from the danger tree. The safety zone from a danger tree being chainsaw felled is approximately 2 ½ times the height of the danger tree FSH 6709.11, Section 22.48d. Therefore, a hazard tree falling due to death, damage and/or stress to the tree, coupled with wind/storm, or other factors, is also 2 ½ times the height of the hazard tree in most situations. This distance is increased with slope or other events which may cause the top of the tree to snap. Within this large area steep slopes are common and it is estimated that an increase to 300 feet for trees less than 120 feet in height will be required in some areas due to slope.
Fell Trees using height and distance as a guide from the edge of road, trail, or fence line. In cases other than steep slope, tree distance will be based on tree height. In areas having steep slopes felling distance can increase up to 300 feet.
Tree Height 2 ½ tree height distance from edge of road, trails, fence or facilities 20 feet 50 feet 30 feet 75 feet 40 feet 100 feet 50 feet 125 feet 60 feet 150 feet 70 feet 175 feet 80 feet 200 feet 90 feet 225 feet 100 feet 250 feet 110 feet 275 feet 120 feet 300 feet
LEAVE TREES: Leave all trees that do not meet the criteria for trees to be cut (above).
LOPPING AND SCATTERING: Cut all slash from the bole of the felled trees or trees currently laying on fences or trails to achieve a slash depth not greater than 24 inches above ground. All slash will be cleared outside of a 5 foot trail right of way on each side of the trail (10 foot total), an 8 foot fence right of way on each side of the fence (16 foot total).
FELLING: All cut trees shall be directionally felled away from fences, trails, drainages or cultural resource sites unless unsafe to do
so. If fences are damaged, it will be the responsibility of the operator to repair or stand the fence back up daily to prevent livestock movement. Fence will be repaired to pre-felling condition.
STUMP HEIGHT AND REMOVAL OF LIVE LIMBS: All trees other than leave trees shall be completely severed from the stump. Stump height shall not exceed 6 inches above ground level or 4 inches above natural obstacles.
PULLBACK: Remove all material live or dead within eight feet from each side of the fences for a total of sixteen feet fence right of way and five feet from each side of the trail for a total of ten feet trail right of way.
WORKING HOURS: Fire Restrictions may apply.
1.2 DETAILED UNIT INFORMATION: The project area as described is for information purposes only and no guarantee is made as to their accuracy. The mapping was done using GPS and Arc Map version 10.0. It is the contractor’s responsibility to determine the amount of work required to cut, lop and pull back in accordance with the specifications of the contract. It’s highly recommended that the prospective bidder visit the site to determine the amount of work necessary to complete the project work in a timely manner.
The project area includes areas of low, moderate and high severity fire damage creating areas of high tree mortality and others with significantly less hazard trees to remove. Bidders are encouraged to inspect site prior to bid submission.
Reserve Ranger District PAGE 4 of 18
If fences are damaged during felling operations or fence sections need to be let down to prevent damage, it will be the responsibility of the contractor/operator to repair or stand the entire fence damaged or let down back up daily to prevent livestock movement.
