SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
DESCRIPTION OF WORK
Furnish all material, equipment, transportation, labor, and supervision necessary to supply and haul approximately 5360 Tons of aggregate base (AB) to various roads on the Gila National Forest (see maps). 1380
Tons are too be hauled and dumped within the first mile of NFSR 4056W (Cosmic Campground). 920 Tons are too be hauled and dumped within the first mile of 4055Q (Red Colt Canyon) and 3060 Tons are to be hauled and dumped within the first 5 miles of NFSR 35 (Potato Patch). FS personnel will be on site with heavy equipment to receive trucks, collect delivery tickets and spread materials as contractor’s belly dumps arrive.
Aggregate Base materials shall meet the Gradation D (Base) in Table703-2 in the FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. Payment will be based on certified weight tickets. All road intersections shall remain open and suitable for traffic.

Work shall include, but not be limited to the following codes and standards where applicable:
1. Standard Specifications for Construction of Roads and Bridges (FP-14)
2. American Society for Testing and Materials (ASTM)
3. Occupational Health and Safety Administration (OSHA) standards
4. Environmental Protection Agency (EPA)
5. New Mexico Environment Department (NMED)
6. Applicable State and local codes.
7. Manual on Uniform Traffic Control Devices (MUTCD)
REQUIRED SUBMITTALS
One gradation from crushed stockpile or production output.
SCHEDULE AND PAYMENT
Schedule
A written schedule of work shall be required of the CONTRACTOR. The schedule will be discussed at the pre-work conference. Changes due to unforeseen weather conditions or situations will be allowed under the condition that the CONTRACTING OFFICER’S REPRESENTATIVE (COR) is given a prior notice of the deviation, and approved by the CONTRACTING OFFICER.
Work shall begin within 10 days of Notice to Proceed and completed within 30 days of Notice to Proceed.
Payment
Payment shall be considered full compensation for all office and field services and materials required to complete the job. It will include all miscellaneous work that is required to complete the work. Net certified scale weights will be used as a basis of measurement for tons of material used. Ton is based on short ton consisting of 2000 pounds.
INSPECTION AND ACCEPTANCE
Work not completed to the standards outlined in the specifications shall be rejected and redone at the
CONTRACTOR's expense.
The contractor is responsible for performing inspection services pursuant to the inspection clause and for providing and maintaining inspection records.
The government, through its COR, will be monitoring the contractor’s performance on a continuous basis. The method the government will use is random inspection of the contractor’s inspection results. The government
COR will perform periodic independent inspections after the contractor has performed their inspection if questions develop regarding the results of the contractor’s inspections. Results of the independent inspections that differ from the results noted by the contractor on their inspections, the costs thereof for the re-inspection costs will be assessed against the contractor. The contractor shall be required to rework the effort until the performance standard is achieved and the added costs of re-inspection charged to the contractor.
SECTION E - INSPECTION AND ACCEPTANCE
AGAR 452.246-70 Inspection and Acceptance (FEB 1988)
(a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
(b) Inspection and acceptance will be performed at: the delivery sites.
Quality Control: Government inspections are for the sole benefit of the Government and does not relieve the contractor of responsibility for providing adequate quality control measures.
SECTION F – DELIVERIES OR PERFORMANCE
452.211-74 Period of Performance (FEB 1988)
The period of performance of this contract is from approximately July 15, 2018 through August 15, 2018.
SECTION G - CONTRACT ADMINISTRATION DATA
452.215-73 Postaward Conference. (NOV 1996)
A post award conference with the successful offeror is required. It will be scheduled within 10 days after the date of contract award. The conference will be held at a location to be determined, that will be identified upon contract award.
1. Administration Data
1. Contract Award: A written award or acceptance of offer emailed, mailed or otherwise furnished to the Contractor shall result in a binding contract without further action by either party.
2. Notice to Proceed: The Contractor shall commence work upon receipt of a properly executed Notice to Proceed.
3. Changes: The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract the said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
4. Unauthorized Instructions from Government or Other Personnel: The Contractor shall not accept instructions issued by any person employed by the U.S. Government or otherwise other than the Contracting Officer, or the authorized representative of the Contracting Officer acting within the limits of his/her authority.
2. Invoices & Payments
Effective February 24, 2014, all invoices are to be submitted via the electronic Invoice Processing Platform (IPP). This is a mandatory requirement initiated by the U.S. Dept. of Treasury and more information can find at this website:

Payment will be processed utilizing direct deposit, in arrears upon submission of a completed invoice by the Contractor in the IPP system (provide a copy of the invoice as an attachment in IPP).

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
