It is the Government’s intention to award a firm fixed price contract by Lowest Price Technically Acceptable.
Award will be made to the contractor whose proposal represents lowest price technically acceptable as defined in FAR 15, Subpart 15.101-2. The contractor’s proposal will be evaluated with regard to its ability to meet the tasks set forth in the PWS. To result in an award, the contractor’s proposal must demonstrate the ability to satisfy all technical requirements as set forth in Section C Description/Specifications/Statement of Work of this solicitation, and must conform to all required terms and conditions of the solicitation
SECTION C – DESCRIPTION/SPECIFICATIONS/
WORK STATEMENT
Scope of Work:
Construct up to 3 corrals for handling livestock. The corrals will be permanent, made of steel pipe or rod and include multiple pens and alleys for sorting and working livestock.
Location:
The corrals are located on the Globe Ranger District of the Tonto National Forest, just south of Globe, Arizona. The locations of the 3 corral sites are shown on the attached map.
Requirements:
Corrals shall be constructed of 2 7/8” steel pipe posts with 2 3/8” steel pipe top rails and 7/8” steel rod for the other rails, per spec. Posts will be set in concrete (2,500 psi compressive strength) 18-24” deep (12” holes) (cone slope concrete to drain away from posts).
Water, Drinker, Load Chute, and Turn-Around are shown on Drawings for informational purposes only. No Water, Drinker, or Load Chute will be installed during construction. Corral sections built to Fence Section drawing and Gates built to Gate drawing.
Deliverables:
Up to 3 corrals, built to attached specifications. Corral bid priced by each.

Contractor Furnished:
The contractor shall furnish all supplies to fabricate and construct the corrals according to the attached specifications.
Government Furnished:
The Forest Service will clear and level the sites and provide access routes prior to work start.
Period of Performance:
Work is expected to begin in the fall of 2019 and take up to 90 days to complete.
DIVISION 1 - GENERAL REQUIREMENTS
SUMMARY OF WORK - 01010
PART 1 - GENERAL
1.1 - Location
The corrals are located on the Globe Ranger District of the Tonto National Forest, just south of Globe, Arizona. The locations of the 3 corral sites are shown on the attached map.
1.2 - Site Work
All work shall be completed in accordance with the project specifications and drawings. The work includes all labor, materials, and equipment necessary to perform all operations for the work specified.
The Contractor shall be responsible for the layout survey, construction control, and establishing and maintaining all horizontal and vertical control required.
The Forest Service will complete site prep to clear, level and provide access before construction begins.
1.3 - Facilities and Services
A construction work camp may be allowed. A Contractor’s staging and storage area will be allowed where approved by the CO. Transportation to and from the work site for personnel and materials will be at Contractor’s expense.
Electricity and potable water are not available at the site. Water for construction and dust control is not available from National Forest lands. Development, hauling and placement of water shall be considered incidental to other pay items.
1.4 - Material Sources
All materials are available from commercial sources.
1.5 - Subsurface Soils and Investigations
No auger borings were made in the area. Contractor shall undertake any site investigations necessary to ascertain the subsurface conditions.
1.6 - Clean-up and Disposal
Disposal of construction debris and waste shall be off National Forest land and in compliance with local laws regarding disposal of waste material.
1.7 - Precautionary Measures
Protection of Work:
The Contractor shall take precautions necessary to protect all work during the construction period and shall maintain adequate protection during severe weather conditions to prevent damage to the work or materials.
Safety:
The Contractor is responsible for safeguarding the public, the Contractor's employees, existing facilities, and Forest resources from contract operations. Signs, lights, barricades and other devices, as necessary, shall be erected and maintained during operations and at night and weekends as necessary. Precautions such as lowering tractor blades and safely storing materials shall be practiced to prevent injury to others in the area.
Security:
No security shall be provided by the government. The contractor shall take all precautions deemed necessary to secure the worksite, improvements and equipment. A security trailer with guards shall be permitted.

DIVISION 1 - GENERAL
MEASUREMENT AND PAYMENT - 01103
1.1 – Requirements
Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE OF ITEMS.
1.2 – Payment
One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item.
(a) Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:
(1) As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc., will not be considered changes in quantities.
(2) As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent.
(3) As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
Final payment will be made for the designed quantities at the unit price shown in the SCHEDULE OF ITEMS, subject to the Variation in Quantities Provision.
(b) Actual Quantities (AQ): These quantities are determined from measurements of completed work.
(c) Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
1.3 - Units of Measurement:
Payment will be by units defined and determined according to U.S. Standard measure.

CLEANING - 01740
1.1 – Clean up
A. The work site shall be maintained in a neat condition durning construction. The work site shall be kept free from accumulation of waste materials and rubbish resulting from the work.
B. If work is stopped or delayed for an extended period of time, the Contractor shall clean up the site as determined by the C.O.
C. Before final acceptance of the project, the Contractor shall remove all waste materials and rubbish resulting from the work.

4.1 - Measurement

DIVISION 5 - METALS
STRUCTURAL METAL - 05100
1.1 - Scope
Perform all work necessary and required for the construction of the project as related to the following:
(1) Fabricated steel elements.
2.1 - Structural Steel
Steel plate, tubing, bars, rod, and structural shapes shall conform to ASTM A36.
2.2 - Fabricated Steel Elements
Fabricated steel connectors shall be Simpson or approved equal and shall comply with ICBO Research Recommendation No. 1211.
2.3 - Fasteners
Bolts, nuts, and washers shall conform to ASTM A307 (Grade A hex type), A563-82.
PART 3 - EXECUTION
3.1 Erection
Erection shall conform to AISC Specifications and Standards and manufacturer's recommendations.
3.2 Welding
Welding shall conform to AWS Standards and Requirements.
The work specified herein will not be measured for payment.
This work is incidental to other items in this contract and direct separate item payment will not be made.

METAL FABRICATIONS - 05500
1.1 - Scope
This section specifies miscellaneous fabricated metal items.
1.2 - Quality Assurance
Welding shall conform to AWS Standards and Requirements.
2.1 - Steel
Steel plate and bars shall conform to ASTM A36.
Bolts, nuts and washers shall conform to ASTM A307, A563, and F436.
PART 3 - EXECUTION
3.1 - Construction
Items to be fabricated shall be constructed to the size and dimensions AS SHOWN ON THE
DRAWINGS.
3.2 - Welding
Minimum weld, 1/8" fillet or butt welds unless otherwise SHOWN ON THE DRAWINGS. Grind exposed welds smooth. Clean all welds.
3.3 - Painting
No painting or priming
3.4 - Installation
At final installation, all fabricated metal items shall be rigid and secure.
The work specified herein will not be measured for payment.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights-
(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.
(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for http://www.acquisition.gov/ any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the-
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
