The solicitation seeks brushing of forest roads to remove all vegetative material under 6 inches in diameter within 5 feet of the road edge on cutslopes and 3 feet on fillslopes, up to a height of 14 feet above the road surface. Extended clearing will occur on inside curves up to 8 feet from the road edge. All cut material must be removed from drainage features and roadways. Contractors may use brush cutters with boom arms or masticators with mulching heads and buckets, and metal tracks are allowed. The Forest Service provided clarification that full ditch and culvert cleaning is not required, only removal of brushing debris, and indicated the expected end result of limb removal within specified distances of the road.

The purpose of this amendment is to submit government responses to contractor questions as listed below on page 2.
Contractor questions are in RED and Government responses are in GREEN
This means you don’t want any slash behind? Does that mean your district expect this to be brushed and then all slashed removed with an excavator of sorts? We have many brushers and it’s impossible to remove all slash from ditches. On our previous contracts they have allowed us to have tree slash as long as it’s under 6’. It sounds like you guys want full ditch cleaning and culvert cleaning? Therefor, requiring more than a brush cutter to cut and an excavator to clean everything under 6 inch.
Left behind slash is absolutely fine as long as it isn’t impeding drainages. Typically our contractors brush a section of road then come back along behind and remove by hand any full limbs or material that is going to clog a culvert or a ditch. There is no expectation that the contractor will clean ditches and culverts of any material other than what they generate that is going to block drainage.
If so- are you able to provide a picture of your “end” results from previous work similar to this?
End result is that all limbs within 5’ of the edge of road on the cutslope and within 3’ of the edge of road on the fill slope are removed from the tree to a height of 15’. Limbs on the backsides of trees are not necessary to remove. All trees within those same limits that are smaller than 6” dbh are also to be removed. Material does not need to be fully chiped but must be reduced in size or placed so that it does not impede drainage.
Theres a few way one can attack this kind of work, one is:
Brusher cutter on rubber tires with boom cutter. And have an excavator clean the ditches behind.
Or:
Have one masticator mounted on tracks with a Mulcher head and a bucket for cleaning. That is a slower process.
Are metal tracks allowed on your surface?
Metal tracks would be allowed but what is expected is a tractor mounted boom with a rotary head to do this work. Typically any large material that falls into the ditchline is removed by hand. It is not expected that there will be much of this material.
Please let me know how we proceed to bid the project and or any other information? Please refer to the solicitation document on pages 6 and 7 for submission guidance.
