Description of Requirement
The entirety of the Upper Crooked River Watershed was burned during the 2020 Woodhead fire.
Approximately 4 miles of Crooked River within the Upper Crooked River Watershed is established bull trout critical spawning habitat. Bull trout are a federally listed trout subspecies.
Prior to the Woodhead Fire, consultation was completed with the US F&WS and Payette National Forest and a biological opinion (BO) was issued. The BO was as follows; critical spawning habitat of bull trout, in this section of Crooked River, did not need to be protected from livestock use after August 15th each year due to the high amount of downed and thick timber that restricted access to the critical spawning habitat. Therefore, no fences were installed along this section of Crooked River bull trout critical spawning habitat, and livestock utilization of the allotment could continue as normal.
During the Woodhead Fire, this same area of critical spawning habitat experienced a high soil burn severity that consumed the thick and downed timber that had initially protected the river from livestock access. Post Woodhead Fire, the critical spawning habitat had very little to no structure in place for protection, and livestock could access the once naturally protected section of river. Elsewhere on the Payette National Forest, these critical spawning habitats are protected by enclosures before the spawning season has begun on August 15th of each year through the end of the grazing season, approximately October 15th.
Maintaining these enclosures has allowed permittees the ability to graze livestock in this use area beyond the August 15th deadline, as long as they meet the assigned consultation conditions.
Along this specific section of Crooked River, the access is limited, terrain is difficult, and construction and maintenance efforts will be extremely costly (20K per mile at 8 miles of fence).
For those reasons, Rangeland Management Specialists are requesting the purchase of a virtual fence tower to protect bull trout critical spawning habitat, continue livestock grazing in the Crooked River drainage after August 15th, and eliminate strenuous and costly fence construction and maintenance.
Delivery Date and Delivery Location
Project needs to be completed by July 1, 2024. The approximate location of the virtual fence tower will be T 17N R 2W Section 8 NWSW. The UTMs are roughly 11N 521085 E 4963319 N.

(d) Comptroller General Examination of Record. 452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

Crooked River Virtual Fence Project
1.0 Purpose
Provide a brief description of the requirements for the proposed contract action and describe how the requirements relate to the requiring activity’s mission/goals.
The entirety of the Upper Crooked River Watershed was burned during the 2020 Woodhead fire. Approximately 4 miles of Crooked River within the Upper Crooked River Watershed is established bull trout critical spawning habitat. Bull trout are a federally listed trout subspecies.
Prior to the Woodhead Fire, consultation was completed with the US F&WS and Payette National Forest and a biological opinion (BO) was issued. The BO was as follows; critical spawning habitat of bull trout, in this section of Crooked River, did not need to be protected from livestock use after August 15th each year due to the high amount of downed and thick timber that restricted access to the critical spawning habitat. Therefore, no fences were installed along this section of Crooked River bull trout critical spawning habitat, and livestock utilization of the allotment could continue as normal.
During the Woodhead Fire, this same area of critical spawning habitat experienced a high soil burn severity that consumed the thick and downed timber that had initially protected the river from livestock access. Post Woodhead Fire, the critical spawning habitat had very little to no structure in place for protection, and livestock could access the once naturally protected section of river. Elsewhere on the Payette National Forest, these critical spawning habitats are protected by exclosures before the spawning season has begun on August 15th of each year through the end of the grazing season, approximately October 15th.
Maintaining these exclosures has allowed permittees the ability to graze livestock in this use area beyond the August 15th deadline, as long as they meet the assigned consultation conditions. Along this specific section of Crooked River, the access is limited, terrain is difficult, and construction and maintenance efforts will be extremely costly (20K per mile at 8 miles of fence). For those reasons, Rangeland Management Specialists are requesting the purchase of a virtual fence tower to protect bull trout critical spawning habitat, continue livestock grazing in the Crooked River drainage after August 15th, and eliminate strenuous and costly fence construction and maintenance.
2.0 Scope or Mission
Explain the scope of the requirement to help Offeror understand the size and range of supplies and/or services needed.
We need only to purchase a tower to broadcast and relay a signal to collared livestock within the Crooked River Drainage. The installation fee is included in the cost. The permittee is willing to pick up the cost of collars for the individual livestock. See the IGCE Template for time and cost break down.
3.0 Period and Place of Performance
State when and where the services are to be performed and/or any deliverables.
Project needs to be completed between July 1, 2023, and July 1, 2024. The approximate location of the virtual fence tower will be T 17N R 2W Section 8 NWSW. The UTMs are roughly 11N 521085 E 4963319 N.
4.0 Background
Provide pertinent background information, and an overview of the requirement/program. If available, list web-links or other resources that disseminates information, contracts for similar work, and/or location information that would be valuable to Offerors.
We believe projects like this can be accomplished in the time frame and fiscal constraints listed in the IGCE template.
Rates and time requirements were provided by a trusted vendor. This however is my first experience with virtual fence contracts.
5.0 Performance Objectives
The performance objectives must be written in terms of outcomes, which are specific, measurable, attainable, relevant, time-bound and related to the organization’s mission. Do not include a detailed task list or specific processes needed to meet the objectives. The Offeror will use the required performance objectives to determine the best solution to accomplish the objectives and will provide their solutions in the form of a detailed SOW or PWS as an integral section of the proposal. State any deliverables, e.g. Non-Disclosure forms, progress reports, Quality Assurance Surveillance Plan (QASP- is used by the Government’s official to monitor the quality of the contractor’s performance. A draft QASP may be submitted in response to the SO and finalized immediately after contract award.
A virtual fence transmission tower must be installed and assembled in functioning condition with the cooperation and approval of Council/Weiser Ranger District Range Personnel.
6.0 Deliverables / Schedule

4 End Status Report Council/Weiser Ranger District Range Personnel will inspect the work to make sure the product is functional.
Upon project completion.
