Haystack Disaster Fence Construction Contact Tracking
Pre Quote Questions and Answers
1) Can a dozer to clear the fence line? A: No, a dozer will not be authorized to clear the fence line.
2) What length do the felled trees have to be cut into? A: Trees shall be cut into lengths less than 8 foot lengths.
3) If a quoter/contractor feels that more than "H" braces are needed than what is specific in the Schedule of items, are those added per the line-item amount? A: If the quoter/contractor feels more “H” braces are needed they are to submit 2 quotes; 1) as outlined in the Schedule of Items; and 2) a recommended quote reflecting the additional braces, making reference to the Location and Pay Item Number of the additional braces along with a written justification as to why they believe more braces are needed at that location.
If more “H” braces are needed after the work has stated and the additional braces are agreed upon by the CO and the COR, than a modification to the Purchase Order can be made for the additional braces.
4) When can we schedule a walk thru to look at fence before bidding on it? A: A pre-bid tour will not be held due to the availability of personal assigned to work on this project is limited. The sites are open and accessible to the public and not behind gated area. The CO and COR’s contact information is made available for questions to be submitted by phone or email.
5) What is the closest town and size? A: Boulder, Montana is 5-7 miles north of the project area, Helena Montana is 30 miles north, and Butte Montana is 40 Miles South of Boulder Montana with a couple of restaurants, a small grocery store, gas station, population is about 1,000 people.
6) Is cross country travel allowed? A: Yes, cross country travel will be allowed. A permit will be issued for the performance period.
7) What is the ratio for wood posts to steel posts? A: Line braces shall be placed a minimum of every 1000’ of stretch or where needed along draw crossings or hill points.
8) Are the materials supplied by the Forest Service? A: All materials are supplied by the Forest Service
9) Are the corner braces 3 or 5 post sets? A: Corner braces are three posts sets.
10) Is there a local dump nearby for the materials and would they take treated posts? A: Yes, there is a dump site nearby; most wood posts are not treated and were burned in the fire.

11) Can the wood posts be cut and scattered on site? A: Yes, posts can be cut and scattered on site. All wire and steel must be removed from the project area.
12) Can the post spacing be altered if ground is not receptive at the designated interval? A: It is expected that do to terrain post spacing may occasionally be altered to accommodate rocky impenetrable ground.
13) Will additional time be allowed for weather delays? A: Time may be adjusted for delays due to weather conditions as outlined in the Solicitation. The start day of May 20,2023 was selected to account for possible inclement weather conditions.
14) Can work start earlier than May 20 if weather permits? A: Construction could start earlier than May 20, 2023, if weather permits, but an earlier start date would likely result in having to stop because of inclement weather.
15) Can we work straight through without taking time off? A: The contractor will be require to follow all applicable state and federal labor laws and the Davis-Bacon Act regarding work/rest ratios.
16) Are there any stream crossing and would there be restriction on how to cross? A: There may be stream crossings within the project area; on site measures will be determined to protect any resources at risk.
17) Fence line clearing- trees dropped in place or drug off-site? A: Trees are to be felled in place and cut to spec in contract. The fence line will be cleared of all downed trees within 6-8 feet as specified in the contract.
18) Is the fence flagged currently to look? A: The fence is not flagged currently; the map shows. the locations of the fences being replaced.
19) Where is the material located? A: The material is located in Whitehall, MT and pick up is however the contractor would like.
20) is the clearing by the linear foot or square foot? A: The clearing is by linear foot but the felling is 60 foot wide on either side of the fence as specified in the contract.
