(a) Definitions. As used in this clause-
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures. (1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option To Extend Services. (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

3 - Statement of Work
1.0 - SCOPE OF WORK
The Contractor is responsible to maintain the building interior(s). and indicated exterior portions, at a level of cleanliness standard for commercial administrative buildings. The quantity of office furniture or utilization of floor space is subject to change during the contract period.
Performance shall be based upon the Government's evaluation of the results of the Contractor's efforts, not upon the performance methodology itself.
2.0 - PERFORMANCE OBJECTIVES AND STANDARDS
The Contractor shall perform janitorial duties at the Hat Creek Ranger District Offices located at 43225 East Highway 299, Fall River Mills, California 96028. The Contractor shall provide all transportation, labor, equipment, supervision, materials. and supplies, except those listed as Government-Furnished Property, for the performance of this contract. Standard janitorial practices and proper use of cleaning materials and equipment are required.
Buildings included in the contract are as follows, to total approximately 7,957 square feet:
Front Office 1,058 sq. ft.
Engine 34 Office 1,050 sq. ft.
Main Building 4,367 sq. ft.
New Modular Building 1,440 sq. ft.
Wellness Building (Restroom Only)
PERFORMANCE SCHEDULE
The Contractor shall perform the work in this contract at frequencies necessary to meet the quality and performance standards. Evaluations of the Contractor's work will be based on these standards and shall be conducted by the COR or Inspector(s) close to the time that the cleaning tasks are completed.
Services shall be provided three times per week (except Federal holidays) between the hours of 6:00PM and 6:00AM weekdays so as not to conflict with Forest Service work, or anytime weekends, unless otherwise agreed.
Preferred days of service are Tuesday, Thursday, and Saturday but other service days may be acceptable as agreed between the Contractor and COR (or CO).
Should a Federal holiday occur on a scheduled cleaning day, the Contractor shall work either the night immediately prior to the holiday or the night immediately following the holiday. It is the Contractor's responsibility to notify the COR of inability to perform duties on any particular day, and notification is required prior to 3:00 p.m. on the day of the service (or on Friday, if the day of service is a weekend).
In the event services are not provided or required because the facility is closed due to inclement weather, unanticipated holidays declared by the President, failure of the Congress to appropriate funds, etc., the CO or COR shall either:
a. Direct the Contractor to perform the work contractually specified over a number of immediately subsequent day(s) equal to the duration of the shutdown, or
b. Forego the work and reduce payment due to the Contractor for work not performed. The deduction rate in dollars per day shall be pro-rated. Appropriate adjustments, will be made by the CO in the event, services are provided for portions of days, or
c. Reschedule the work on day(s) satisfactory to both parties. Work shall not be required on the following holidays:
New Year's Day; Martin Luther King, Jr.'s Birthday; Presidents' Day; Memorial Day; Independence Day; Labor Day; Columbus Day; Veteran's Day; Thanksgiving Day; Christmas Day.
SIGNIFICANT SERVICE AREA CHANGES DURING LIFE OF CONTRACT
During contract performance, at a time yet to be determined, additional building space may be acquired. At that time, building specifications and a price for janitorial services of the new space may be negotiated and added to this agreement by modification. The same is true should significant reduction of building space occur.
Option to Extend Services The Government may elect to extend services with the agreement of the Contractor through the exercise of Options or by extension of the contract period of performance; see FAR 52.217-8 and FAR 52.217-9. If the government elects to extend the period of performance, continuation of services will be contingent on funding for the extended period. The Government may issue a Delay of Work should continued funding be projected to be unavailable. Note for FAR 52.217-8 and FAR 52.217-9: Within the given deadline, the Government may unilaterally exercise an option. After the given deadline, the Contractor and Government may mutually agree to exercise an option.
3.0 CONTRACTOR TASKS AND TECHNICAL REQUIREMENTS
DESCRIPTION AND FREQUENCY OF TASKS
Routine Tasks Routine tasks are those that are expected to be performed at each service visit, twice weekly or weekly.
Periodic Tasks Periodic tasks are those performed less often than weekly.

Front glass door and back window shall be cleaned to remove obvious dirt, dust, grime, streaks, cloudiness, and smudges.
Handles or doorknobs will be wiped with a disinfectant.

Light fixtures shall be kept free of dust and cleaned as necessary to remove cobwebs, dirt, and grime.
Each Service Day
Blinds will be kept free of dust, cobwebs, dirt, and grime.

Carpeted surfaces and rugs shall be serviced at a frequency that will protect their integrity and prolong wear, and shall be free of obvious removable pots, stains, soiled traffic pattern, dirt, debris, gum, and crusted material. Carpets shall be vacuumed and free of obvious dirt. dust and debris.
Carpet spot-cleaning shall be accomplished as needed using a bonnet type shampoo cleaner, hot water extraction or other acceptable method of carpet cleaning. Carpets shall be dried within 24 hours to prevent mold growth.
There are to be no areas of deterioration or fuzzing to the carpeting or rugs, because of, harsh brushing or scrubbing.
Cleaned area of carpets/rugs should reasonably blend with surrounding carpet.
Carpeted Surfaces:
All tears, bums and raveling shall be brought to the attention of the COR, once noticed.
Twice Weekly or more as needed
Non-Carpeted/ Resilient Floors:
Non-carpeted flooring shall be swept, mopped, and/or scrubbed in a manner appropriate for the flooring surface to remove obvious impermanent spots, stains, any soiled traffic pattern, dirt. debris, gum, or crusted material.
Each Service Day
Drinking Fountains Drinking fountains shall be cleaned, free of watermarks and other debris or encrustation and maintained at a high level of sanitation and luster.
Trash Bins
Trash shall be collected from work areas and placed in the dumpster outside. Trash containers shall be lined and kept relatively free of trash and dirt, stains, and debris. Recycling bins are exempt from service.
Restrooms shall be stocked cleaned and treated with disinfectant. Restroom supplies, including paper towels, toilet paper, and liquid hand soap. Supplies shall always be replenished as needed to maintain an adequate supply.
Urinals and toilet bowls shall be cleaned and treated with disinfectant as far into the trap and under the inside rim.
Cleaning shall include the seat, interior/exterior of bowl/urinal and flush valve.
Partitions, doors, vents, sills, and wall shall be cleaned to remove dust, dirt, and graffiti. The full surface area of all stall partitions, doors and waste receptacles shall be damp wiped utilizing a disinfectant cleaner.
Fixtures, metal chrome surfaces, doorplates, water closets, urinals, washbasins, shower stalls, mirror, countertops, and dispensers shall maintain a high level of luster, if applicable and be clean of dust, mold, mildew, streaks, rust and free of encrustation.
Sanitary napkin disposal containers shall be emptied, cleaned, and disinfected. Restrooms shall be cleaned of discarded material and waste receptacles hall be emptied.
Trash shall be collected put in the dumpster outside. Waste receptacles shall be lined and kept relatively free of trash, dirt, stains, and debris.
All Restrooms
Flooring and base molding shall be free of dirt, debris, all types of marks and foreign matter: and damp mopped as the only method of wet cleaning, using disinfectant cleaner.
Kitchens shall be cleaned to remove obvious dirt, debris, and extraneous matter.
All receptacles used for food debris shall be emptied and cleaned. Counter and sink surfaces shall be cleaned with a disinfectant cleaner. Other surfaces shall be cleaned to maintain a high level of luster, if applicable, and be free of dust, mold, mildew, streaks, rust, and encrustation.
Kitchens
Flooring shall be damp mopped using disinfectant cleaner.

Outside Areas
Porches and walkways shall be free of dirt, cobwebs, and other debris. Outside ashtrays shall be emptied regularly. Outside covered porch shall be kept free of obvious dust, dirt, grime, and any other extraneous matter.

All other space not specifically mentioned and covered by this contract shall be free of obvious dirt, debris. dust, cobwebs and present an overall appearance of cleanliness, except those areas exempt from service.

Deep carpet cleaning shall be performed, with results meeting industry standards, using a bonnet type shampoo cleaner, hot water extraction or other acceptable method of carpet cleaning.

Constraints and Excepted Areas Desktops, computers, keyboards, and other items on desks are exempted from service by the Contractor and shall not be disturbed.
Receptacles for the collection of recyclables are exempt from service by the Contractor.
The Contractor shall not expose electronic equipment, including computer monitors, to any liquids.
Any locked or designated off-limits areas are temporarily or permanently exempt from performance tasks, except for emptying trash containers left outside the door of the exempted area. Regular services are required when such office doors are not locked.
Kitchen dishes and coffee area will be maintained by Government employees, not by the Contractor.
Emergency and Special Event Cleaning Any situation requiring cleaning services beyond those normally encountered in routine cleaning work will be considered "emergency". Situations requiring emergency cleaning will be referred to the Contracting Officer or COR prior to commencing work. Residue from relocating furniture or litter left from meetings or routine gatherings are not considered emergency cleaning.
CONTRACTOR PERSONNEL
All work performed under this contract shall be in a skillful and professional manner. The Contractor shall employ personnel qualified and capable to perform janitorial work: and shall provide a list of Contractor personnel and contact information for those who will be on the premises, including any changes that occur and for what purpose(s). Persons under the age of 18 are not permitted on the premises while, work is performed.
Only the Contractor and Contractor's employees shall be permitted in the building during the working period. The Contractor shall prohibit employees from disturbing papers on desks, opening desk drawers or cabinets, using government telephones or other office equipment, leaving the Government building unlocked or using any Government employee's property. The Contracting Officer may, in writing, require the Contractor to remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment, or any Government property.
Subcontracting The Contractor shall notify the Contracting Officer, in writing, in advance of entering into any subcontract agreement for the provision of services under this contract. The subcontractor shall have the experience and be equipped for such work. Subcontracting any portion of the contract shall not relieve the Prime Contractor of any responsibility under this contract. Any subcontract agreement shall contain all terms and conditions of the prime contract.
The Contractor's written notification shall include as a minimum:
a. The name, address, and telephone number of the subcontractor.
b. A detailed description of the work to be subcontracted.
c. Documentation of the subcontractor's representative authority.
BUILDING UTILITY CONSERVATION
The Contractor shall be directly responsible for instructing employees in utility conservation practices. Upon completion of the work at each site, the contractor personnel shall ensure that (unless otherwise instructed by the Contracting Officer or COR) all lights are off, all wall windows and entrance doors are locked, and the alarm system armed.
Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by Contractor employees. Lights shall be used only in areas at the time when work is being performed.
Water faucets or valves shall be turned off after the required usage is complete. Windows shall be closed, the blinds shut, and lights and fans turned off when not in use.
If the building is occupied by the Government after normal working hours, the Contractor's personnel shall notify the Government personnel of their departure and leave the exterior doors locked. The Contractor shall not disturb papers on desks, or bulletin boards, open drawers, or cabinets, or use telephones or any office equipment provided for official Government use, except for emergency calls to the CO, police, or fire department. It is the responsibility of the Contractor to secure the building upon completion of work and close and lock entry gates if applicable.
Contractor shall notify the COR, whenever a building deficiency is identified (e.g., chemical spill, leaking pipe, stopped up sink, power outage, doors or other equipment that appear to be working improperly) and post as out of order.
BUILDING SECURITY, SAFETY AND LIABILITY
The Contractor shall be responsible for his or her own safety and the safety of the Contractor's employees or Subcontractors.
Safety: The Contractor shall be responsible for instructing company employees in appropriate safety measures. The Contractor must comply with the applicable Occupational Safety and Health Administration (OSHA) Standards specified under 29 CFR part 1910 and other Federal, State, and local regulations for the purpose of providing safety precautions to all employees subject to exposure as a result of custodial work performed under this contract. The Contractor shall provide, place, and remove appropriate warning signs for wet or slippery floor areas caused by cleaning or waxing applications, and Out of Service signs if appropriate. Cloths, mops, or brushes containing a residue of wax or other combustible material subject to spontaneous ignition shall not be stored inside the building.
Lost and Found Property: The Contractor shall ensure all articles of possible personal or monetary value found by the janitorial service provider(s) or inspector(s) are turned into the COR or the Contracting Officer.
Property and Personal Damage: The Contractor shall be responsible for all damage to property and to persons, including third parties that occur because of his or his agent's or employee's fault or negligence. The term "third parties" is constructed to include employees of the Government.
OTHER RESTRICTIONS
Smoking Restrictions: There is no interior space for the Contractor or his/her employees to smoke.
Drug Use: The Contractor shall not be under the influence of, or be in the possession of, any narcotic, hallucinogenic, marijuana, barbiturate, amphetamine, or alcohol while on Government property. This prohibition shall not apply in cases where the drug is prescribed for a patient by a licensed physician.
Soliciting or Vending: The Contractor shall not solicit or sell any items while on Government property.
Weapons and Firearms: The Contractor shall not possess weapons or firearms while on Government property.
Gambling: The Contractor shall not participate in games while on Government property.
Circumstances to Be Reported: The Contractor or the Contractor's employees will report to the Contracting Officer or COR any circumstances of needed repairs of the facility or unusual soiling of an area that may affect the performance of the work and unhealthy or hazardous condition s. The Contractor or the Contractor's employees will report any vandalism, attempted break-ins, or signs of attempted break-ins.
Hazard Communication Training: The Contractor shall provide employees with Hazard Communication training within one month after award of the contract or within one month after hiring a new employee. Per OSHA 29 CFR
1910.1200 Hazard Communication Standard, this training also includes instruction on the appropriate handling of chemicals requiring a Material Safety Data Sheet.
Facility Security: It is the responsibility of the Contractor to secure the building upon completion of work and close and lock entry gates if applicable.
Key Control: The Contractor shall establish and implement methods to ensure that all keys issued by the Government are kept secure in the Contractor's possession and are not used by unauthorized persons. No keys/keycards issued by the Government are to be duplicated. It is the Contractor's responsibility to ensure any security access codes are secured and not provided to unauthorized persons.
A. The Contractor will be required to reimburse the Government for replacement of locks or re-keying as a result of Contractor loss of keys. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system and the total cost will be deducted from a payment due the Contractor.
B. The Contractor will report the occurrence of a lost key to the Contracting Officer or COR no later than the next duty day.
C. It is the responsibility of the Contractor to prohibit the use of Government keys/keycards or access codes to allow access to any person other than Contractor or his or her employees. Contractor's employees are prohibited from opening locked areas to permit entrance by other persons (except for other Contractor's employees).
LICENSING, PERMITTING AND RESPOSNIBILITIES
The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
Insurance Requirements Before work may begin on this project, the Contractor shall provide the documentation required in this section.
Failure to provide the information will not change the date for starting work.
