(i) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation number 127EAY21Q0044 is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.
(iv) This is a 100% Small Business Set-aside under NAICS code 541370 Surveying and Mappings; the small business size standard is $15M; the Product/Service code is R702 – Support Management Data Collection.
(v) Multiple service areas will be applicable (see attached maps and statement of work). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(vi) The Government is seeking to establish a purchase order contract for Botany Surveying / Mapping on the Mendocino National Forest. The period of performance will be award of contract date to September 10, 2021 unless the government requires a longer period.

Factor 1 – Technical Capabilities and Qualifications of the Firm (Very Important):
1.1 The Firm’s qualifications will be assessed on the information provided which will need to demonstrate the types of work the firm has performed in the past, the firm’s strengths and weaknesses, and ability to provide the equipment and expertise necessary to perform the work identified in the solicitation.

1.2 The Survey Plan will be assessed on the information provided and the methodology proposed to ensure quality control will be maintained.
1.3 Personnel qualifications will be assessed on the extent of experience, academic credentials, and proof of proficiency for each of the key personnel.
1.4 Demonstrated workload capacity to perform the type of work requested within time period specified.
Factor 2. Past Performance (Very Important)
Firm’s Relevant Past Performance from the past three years as it pertains to project implementation for a Federal Agency a) quality of the offeror’s work, b) customer satisfaction, c) timeliness of the Firm during performance and the final completion of the project, and d) overall business relations, all within the past three years.
The Office of Management and Budget (OMB) has authorized Federal agencies to collect past performance information under OMB clearance number 9000- 0142. Past performance will be assessed on the extent of client satisfaction, effectiveness in managing and directing resources, reasonable and cooperative behavior, and quality of previous performance with clients. The information provided in the proposal and Government records will each be used to evaluate the offeror's past performance; however, references other than those listed may also be contacted. The Government may or may not contact any or all references listed. Those companies without a past performance record(s) or no relevant performance history shall be rated as neutral. Companies with marginal or bad past performance will be rated as unacceptable in accordance with FAR 15.305 (a) (2).
Factor 3. Price (Important) This criterion will include consideration of cost information provided to support item prices entered in the cost estimate - Schedule of Items. It is the Government's intent to assess the price/cost breakdown to determine (1) reasonableness and (2) offeror's understanding of the work.
Evaluation of options shall not obligate the Government to exercise the option(s).
Cost/price is of less importance than technical and past performance evaluation criteria; however, the importance of cost may become greater as the difference between technical proposals decrease. Where technical proposals are determined to be substantially equal, cost may control award.
The Government will evaluate price independently of Factors 1 and 2. Upon completion of evaluation of the technical factors; price will be considered in the final evaluation.
M.1 AWARD DETERMINATION
Contract(s) will be awarded on factors (Best Value) other than just price and may be awarded without discussion. Award will be made to the offeror(s) 1) whose proposal is technically acceptable and 2) whose technical/cost relationship is the most advantageous to the Government. Award may not necessarily be made to that Offeror submitting the lowest price, nor will the award be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to award a contract to other than the lowest priced offer if a higher priced offer is judged to have a higher performance/qualification rating. In that event, the contracting officer shall make an integrated assessment, best value award decision.

Section IV
1. DESCRIPTION OF WORK
INTRODUCTION
The August Fire burned approximately 1,032,000 acres of Mendocino, Lake, Colusa, and Glenn counties in August, September, and October 2020. Approximately 612,000 acres burned within the Mendocino National Forest (MNF), on the Upper Lake, Covelo and Grindstone Ranger Districts. Burned Area Emergency Response (BAER) is a time-limited effort to mitigate the effects of the fire on natural resources. The primary negative impact of wildfires on plant communities is the spread of invasive plant species from multiple fire-related disturbances, including suppression efforts as well as the fire itself. Early Detection Rapid Response (EDDR) combines intensive surveys for invasive plants in the growing season after the fire with targeted treatment of new, localized infestations of invasive plants.
SCOPE
The work to be performed is EDDR surveys and manual treatment for invasive plant species, which will take place during late spring and summer 2021. The surveys will be focused on the MNF target list of invasive plant species (attached). The surveys will take place in areas disturbed by fire suppression efforts, including dozer lines, staging areas, drop points, etc.
(approximately 2410 acres), as well as other high priority areas within and adjacent to the fire footprint (an additional 1620 acres). Surveys shall be conducted when plants are identifiable (generally May-August), and treatments shall occur prior to seed set.
The contractor shall provide all labor, equipment, supplies, licenses, and permits necessary to collect field data, report on the presence or absence of target species, and manually treat appropriate infestations.
2. PROJECT LOCATIONS:
PROJECT DESCRIPTION
LOCATION: The August Fire burned through approximately the northern two-thirds of the Mendocino National Forest. See Attachment A for the overview map. Primary access to the fire area is through the towns of Elk Creek and Paskenta on the east side of the MNF, and through Covelo and Lake Pillsbury on the west side of the MNF. All contract areas are located on National Forest lands within the boundary of the Mendocino National Forest; neither surveys nor treatment shall not be conducted on private land.
DESCRIPTION OF THE PROJECT AREA AND ACCESSIBILITY: The BAER survey area includes approximately 146 miles of dozer-constructed fire line, 20 miles of road-as-fire line, and 11 miles of hand-constructed fire line. Combined with point locations such as staging areas, drop points, and spike camps, suppression related EDDR will cover approximately 2410 acres.
Additional EDDR will take place in areas that experienced high and moderate soil burn severity that are also near known weed sites; these areas encompass an additional 1620 acres. The overall project area contains a mosaic of habitat types, including Douglas fir, ponderosa pine, chaparral, Sierran mixed conifer, and montane hardwood. Elevation ranges from 1500 to 7000 ft, and the terrain varies from flat to very steep.
Access shall be by 2WD, 4WD, and walking, as determined by the Contractor’s Pre-survey Reconnaissance. Most of the fire line constructed by dozers or by hand is only accessible on foot. Trees that block roads may have to be cut into chunks and moved to allow vehicle access.
Walking distances will vary within the project areas. Walking distances will be considered incidental to the work and no additional payment will be made. The Government will not provide special road maintenance to open roads. Spur roads are not maintained and are frequently blocked by earth barriers. A road that has been bermed closed or gated shall be walked and not accessed with motorized vehicles. Private road, over which the Government does not have right of way, may have to detoured around unless the Contractor secures their own permission to cross from the landowner.
3. SPECIFIC WORK REQUIREMENT:
TARGET SPECIES IN THE PROJECT AREA: The following table contains the watch list of invasive plant species for the Mendocino National Forest. Species in bold are known to occur within the Ranch Fire footprint. EDDR surveys will target these species.

DEFINITIONS
Complete Coverage: Survey areas shall be surveyed by walking transects that are close enough together that the next transect is clearly visible and all the areas have been examined thoroughly.
Infestation: Plants of the same species estimated to be separated by less than a quarter mile is considered the same infestation. Within an infestation, sub-units are separated by more than ~100 feet.
Perimeter: The extent of target species polygons is the furthest site-defining attribute or target species plus one meter.
Target Species: Species listed on the Mendocino National Forest watch list (above).
Session: The time spent in the field gathering data. Session lengths are decided by the Contractor. Sessions shall be discussed during the Survey Planning and shall be between one and 14 continuous days.
Survey: A pedestrian examination in search of Target Species. In addition to the pedestrian examination, surveying includes all the tasks listed under Section VII-Field Surveys and Treatments.
Transect: An approximately linear strip of ground where the surveyor can see the Target Species by walking down the center and looking left and right. The effective transect width is dependent on the surveyor’s skills, experience and eyesight, as well as terrain and existing vegetation.
Treatments: Manual treatment of invasive plant infestations includes hand-pulling or digging plants out of the ground, and bagging and removing any viable propagative parts (flowers, fruits, seeds, etc.). Non-propagative plant parts (e.g. stems, leaves, etc) may be piled and left on site where roots are not in contact with the ground.
PRE-SURVEY
1. Literature Review: The Contractor shall review the literature and species ecology as well as Government Furnished Property, including Applicable Documents. The Contractor shall familiarize themselves with the known locations, habitats, flowering periods, and identification characteristics of the target species. The Contractor shall discuss any issues that surfaced with the Government.
2. Pre-survey Meeting: Prior to the start of surveys the contractor shall meet with the Government to develop the survey plan, clarify protocols and expectations, and familiarize themselves with the Project area.
FIELD SURVEYS & TREATMENTS
Following the pre-survey meeting, the contractor shall conduct a thorough pedestrian survey of the designated Survey Area for Target Species. The Government will provide GIS shapefiles of the Survey Area at or before the pre-survey meeting. Field surveys shall be conducted to the intensity necessary to discover the Target Species:
Infestations of target species occurring on MNF lands will be mapped and documented. Species nomenclature shall follow the Jepson Manual; or abbreviations shall follow the Natural Resource Conservation Service (NRCS) National Plant Database symbol protocol from the NRCS website.
Because this work is funded through Emergency Response funds and must be completed within a short timeframe, contractors may work beyond the standard 40-hour workweek. Overtime pay, at a rate of 1.5 times the regular pay rate, is authorized and may be included in the contract cost proposal. Up to four (4) hours of overtime pay is permitted after each individual accrues an eight
(8) hour workdays at the regular pay rate.
Item 1.a. Survey for Target Species, Delineation, and Deliverables.
The Contractor shall survey for Target Species, delineating as described below:
Hang two-foot orange NOXIOUS WEEDS flagging approximately every 50 feet around the perimeter of the infestation upon discovery. Flags shall be hung as near to eye height as possible. Label one set of flagging nearest the logical access point to the site perimeter with the infestation number, date, Species code, and Surveyor’s initials, in permanent black ink.
Infestation numbers for new Target Species will be assigned using the numbering template provided in the Session Report Assessment Form. The contractor will complete the Assessment Form electronically in Microsoft Excel and submit it with each Session Report.
Complete the Noxious Weed Monitoring Forms, due within two weeks after completion of the field efforts.
GPS the perimeter of each infestation, on discovery, and submit as an ArcGIS shapefile with the Session Report. The GPS unit should have an accuracy radius of less than or equal to 5 meters. The mapped locations shall be recorded in the following coordinate system: NAD 1983, CONUS, UTM Zone 10, and meters. Mapped features shall be contain attribute data in accordance with the provided attribute table template. There should be one polygon shape file for all like data collected. For Example: one polygon file for invasive plant infestation boundaries. Points may be collected in the field but they shall be appropriately buffered and submitted as an ArcGIS polygon shapefile only.
Item 1.b. Manual Treatment of Target Species The Contractor shall manually treat small infestations of Target Species, on discovery, generally as described below:
Remove all invasive plants, including as much of the root as possible. Small plants should be pulled by hand, or dug up with a shovel, disturbing the minimum amount of soil necessary to accomplish the task.
Bag and remove any viable propagative parts (flowers, fruits, seeds, etc.). When plants have already set seed, avoid dislodging additional seed onto the ground. Non-propagative plant parts (e.g. stems, leaves, etc.) may be piled and left on site where roots are not in contact with the soil.
If infestations will require longer than one hour (60 minutes) for a team of two people to treat, then the site will not be treated by the contractor, and will instead be referred to the MNF for treatment no later than the next session report.
DELIVERABLES
1. Survey Plan: Prior to starting field work, contractor will submit to the Government a schedule of planned work that demonstrates a plan to complete all required field work by the target date of 31 July 2021. This plan shall be submitted electronically at least three days before the start of field work.
2. Session Reports: Session Reports are required during field surveys. A Session Report covers the previous session (see DEFINITIONS). Session Reports shall be submitted to the Government no later than two weeks (14 days) after the end of each session; email is required.
The required assessment form and ArcGIS layers are due at the same time and shall be sent electronically.
The Session reports shall include, at a minimum:
Electronic Assessment Form: Completed electronic assessment form for Target Species discovered during the previous session.
ArcGIS Layers: Shapefiles for the perimeter of Target Species discovered during the previous session.
Update Survey Plan: Updates to the Survey Plan as necessary, submitted as an updated document.
Work Completed and Planned: Discussion of work completed and that planned for the next session(s).
Changes: Discussion of the techniques used and work completed that differed from the Survey Plan, including discussion of any issues that arose and proposed remedies.
Photos: At the government’s request, the contractor shall electronically submit any requested photos of Target Species discovered during previous sessions.
3. Noxious Weed Monitoring Forms: The Contractor shall complete one Noxious Weed Monitoring Form for each infestation. These forms are due within four weeks after completion of the field surveys and will be submitted in digital format. The forms shall be legible and complete.
4. GIS Layers: A set of complete final shapefiles (or a geodatabase) for discovered Target Species and area surveyed are due within four weeks after completion of the field surveys.
5. Photos: Photos taken during field surveys and as required on field forms shall be submitted electronically within four weeks after completion of field surveys.
4. PERIOD OF PERFORMANCE
The period of performance of this project is from Task Order Award through September 10, 2021. Start date is expected to begin as early as May 24, 2021 but will be no later than June 7, 2021. All contract items shall be completed by September 10, 2021.
The Contracting Officer’s Representative may specify a priority of work by unit, without additional costs. In nearly all cases, work will move to adjacent units and will start at lowest elevations and end at higher elevations.

The Contractor shall be required to (a) commence work under this contract within 3 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently and during the appropriate timing for species detection, and (c) complete the entire work ready for use not later than 4 weeks after the last day of the survey. The time stated for completion shall include final cleanup of the premises. Work is estimated to begin May 24, 2021 to June 7, 2021.

(a) Definitions. As used in this provision-
Administrative proceeding means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
Federal contracts and grants with total value greater than $10,000,000 means-
(1) The total value of all current, active contracts and grants, including all priced options;
and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
Principal means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
(a) Definitions. As used in this provision-
Covered telecommunications equipment or services has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
Forced or indentured child labor means all work or service-

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically-
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern-
(1) Means a small business concern-
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
Small business concern-
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that-
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by-
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
Subsidiary means an entity in which more than 50 percent of the entity is owned-
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
Veteran-owned small business concern means a small business concern-
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
Women-owned business concern means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
Women-owned small business concern means a small business concern-
(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
